DUBLIN SENIOR CENTER ADVISORY COMMITTEE
MINUTES OF: July 11, 2002
The July 11, 2002, meeting of the Dublin Senior Center Advisory Committee was called to order at 9:10
a.m. at the Dublin Unified School District Board Chambers, Dublin, California, by Chairperson Gifford.

New Business
Budget Overview
Paul McCreary, Parks and Community Services Manager, gave an overview of the city’s budget. Two
budget documents – the Preliminary Budget and the Financial Plan/Fiscal Year 2002-2003, and the
Proposed Five Year Capital Improvement Program 2002-2007 were presented. Both copies will be kept
in the Dublin Senior Center office for the public to view. Aside from the budget documents, several pie
charts depicting how the budget is allocated was presented in detail. Mr. McCreary showed the
correlation between the budget expenses to revenues projected for each activity managed within the Parks
and Community Services Department. Committee Member Silvas thanked Staff for the excellent
presentation and time taken to explain the budget process.
Proposed Fee Increases
Mr. McCreary explained the proposed fee increases for the Dublin Senior Center. Fee increases were
proposed for the Senior Supporter Card, Lunch Program, Bingo, Computer Training, Special Events, and
Dinner Dances. Staff proposed fee increases ranging from 17 to 30%. The cost of purchasing and
preparing food for events, as well as contracting entertainment, has increased significantly over the past
two years. Staff also recommended that the Lunch Program fees be increased. The cost of operating the
lunch program has increased significantly over the past two years. This is primarily attributable to a rise
in part-time salaries and food costs. The Committee unanimously recommended approval of the proposed
fees to the Parks and Community Services Commission.
Other Business
The Committee shared information about the visit to the new Concord Senior Center and ideas received
from networking with seniors from other cities. Committee Member Silvas stated that he would share his
copies of the photos that he took of the new Concord Senior Center.
In regards to the new Dublin Senior Center, Mr. McCreary stated that the Dahlin Group from San Ramon
was being recommended by Staff to design the new Senior Center. Dahlin Group has been involved in
the design of numerous award winning senior recreational facilities and has a good understanding of the
needs of the senior community.
The Committee was also interested to know if housing will be definitely built on the new senior center
site. Mr. McCreary explained that the City had invited non-profit developers to submit proposals for
developing housing for seniors on the site for the Council to consider. Burr Cain asked for clarification
that the Senior Center and housing are two separate projects. Mr. McCreary anticipated they would be
separate projects since the application timelines for receiving federal funding would probably delay
construction of the housing until after the new Senior Center is under construction.
