CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non- agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the June 29, 2023, Youth Advisory Committee Special Meeting Minutes The Committee will consider approval of the minutes of the June 29, 2023, Youth Advisory Committee Special Meeting. Staff Report 5.2 2023 Mental Health Forum Work Plan The Committee will establish the 2023 Mental Health Forum work plan and appoint four to six members to serve on the Youth Mental Health Forum Ad Hoc Committee. STAFF RECOMMENDATION: Establish the 2023 Youth Mental Health Forum work plan and appoint four to six members to serve on the Youth Mental Health Forum Ad Hoc Committee. Staff Report 5.3 Discussion of Volunteer Assignments at Splatter, Harvest Fair, Ghosts of Dublin, and the Floating Pumpkin Patch Events The Committee will discuss volunteer assignments at Splatter, Harvest Fair, Ghosts of Dublin, and the Floating Pumpkin Patch events. STAFF RECOMMENDATION: Assign no less than four Committee members to volunteer shifts at each of the following events: Splatter; Heritage Fair; Ghosts of Dublin, and the Floating Pumpkin Patch. STAFF RECOMMENDATION:Approve the 2023-24 Youth Advisory Committee Work Plan. FINANCIAL IMPACT:None. DESCRIPTION:Each year the Youth Advisory Committee (YAC) establishes a work plan for their term of service. This work plan will serve as a guide for accomplishing goals and objectives during the 2023-2024 term.At the June 29, 2023, special meeting, the Committee discussed and established goals for the 2023-24 Work Plan. The goals are presented below. WORK PLAN GOAL #1 - Youth Mini-Grant Program Offer the Youth Mini-Grant Program to Dublin-based youth organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth-related activities. All members must participate in reviewing applications. o Objective 1.1 - Advertise and begin accepting applications for the program on September 1, 2023, to Dublin Unified School District (DUSD) high school and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations. 8 Page 2 of 4 o Objective 1.2 - Accept applications through October 5, 2023. o Objective 1.3 - Review applications and presentations at the October 25, 2023,Regular Meeting. o Objective 1.4 - Present mini-grant recipient recommendations at the November 15, 2023, Parks and Community Services Commission meeting and forward them to City Council for approval in January 2023.WORK PLAN GOAL #2 – Youth Mental Health Forum Plan and implement a mental health forum for Dublin middle and high school youth. Panelists will include school counselors and local therapists that work with youth to provide an overview of mental health issues and coping strategies. The forum may include students that have experienced mental health issues and wish to share their stories. o Objective 2.1 – Appoint a minimum of four members to an Ad Hoc Committee by August 23, 2023. Secure the event’s location, date, and time by September 6, 2023.(Tentative date: Thursday, November 9, 2023) o Objective 2.2 – Members begin to solicit panelists and set a deadline to have a panel in place by September 20, 2023. o Objective 2.3 – Confirm panelists, develop format, agenda, and timeline, and present to the YAC at the September 27, 2023, Regular Meeting. o Objective 2.4 – Develop a marketing plan, including a flyer and social media posts,by September 25, 2023. Begin advertising the event to Dublin Unified School District high school and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations by October 2, 2023. o Objective 2.5 –Prepare a survey for participants and ask for feedback from panelists and attendees at the conclusion of the event. o Objective 2.6 – Prepare and send thank you notes to all panelists and complete any follow-up within seven days after the event. o Objective 2.7 – Meet to review and provide feedback about the event. Discuss what went well and what improvements can be made for next time. The Ad Hoc Committee will present the findings at the December 13, 2023, YAC Special Meeting. WORK PLAN GOAL #3 – Benefit Concert Plan and implement the 10 th Annual Dublin Benefit Concert on May 2, 2024, at the Dublin Farmer’s Market. Acts will include Dublin-based youth and senior organizations/clubs and programs that provide performing arts, multicultural awareness, or other youth-related activities. The event benefits the Youth Fee Assistance Program. o Objective 3.1 – Establish the timeline and work plan for the event and appoint a minimum of four members to an ad hoc committee at the November 15, 2023, Special Meeting. o Objective 3.2 – Solicit youth and senior performers from the DUSD high school and middle schools, Quarry Lane School, Valley Christian Schools, City contract youth and senior instructors, Dublin cultural arts businesses, and other venues where youth and senior artists perform starting on January 15, 2024. DESCRIPTION:At the June 29, 2023, Youth Advisory Committee (YAC) special meeting, members discussed goals for the 2023-24 work plan. Upon discussion and receipt of feedback, members identified thecontinued need for an event that addresses youth mental health issues in the Dublin community. The YAC agreed to plan and implement a mental health forum for Dublin middle and high school youth (included in the Work Plan as Goal #2). Panelists will include school counselors and local therapists that work with youth to provide an overview of mental health issues and coping strategies. The forum may include students that have experienced mental health issues and wish to share their stories. Discussion topics may include anxiety, depression, isolation, and other mental health struggles. The proposed event will be planned for mid-November, prior to the Thanksgiving holiday. All members are expected to be present for the entire event to assist with set up, logistics during the event, and clean up. 12 Page 2 of 2 Staff recommends the formation of a Mental Health Forum Ad Hoc Committee. No more than four to six members will volunteer to meet at least three times to plan the event. The Ad Hoc Committee will update the YAC at regular and special meetings. ATTACHMENTS:None. 13 STAFF REPORT Youth Advisory Committee Page 1 of 2 Agenda Item 5.3 DATE:August 23, 2023 TO:Honorable Chair and Committee Members FROM:Jackie Dwyer, Parks & Community Services Director SUBJECT:Discussion of Volunteer Assignments at Splatter, Harvest Fair, Ghosts of Dublin, and the Floating Pumpkin Patch Events Prepared by: Nicki Wanzenried, Recreation Coordinator EXECUTIVE SUMMARY: The Committee will discuss volunteer assignments at Splatter, Harvest Fair, Ghosts of Dublin, and the Floating Pumpkin Patch events. STAFF RECOMMENDATION: Assign no less than four Committee members to volunteer shifts at the following events: Splatter; Heritage Fair; Ghosts of Dublin; and the Floating Pumpkin Patch. FINANCIAL IMPACT: None. DESCRIPTION: Community-wide events offered by the City of Dublin Parks and Community Services Department rely on volunteers to make events successful. Volunteers complete various tasks, including helping with event setup, cleanup, coordination, and more. Members of the Youth Advisory Committee support these events by volunteering in a variety of capacities. Volunteer shifts are 3-5 hours in duration. Splatter Splatter will be held on Saturday, September 9, 2023, at Emerald Glen Park. The event features three stages, a diverse line-up of live music and dance ensembles, an evening concert, and a community dance party under the stars. Splatter also features classic carnival games and other activities for kids of all ages. Adults can sample fine wines from the Tri-Valley or enjoy cold beer from local small-batch brewers. The event includes a diverse selection of local food vendors and select food trucks. Volunteer shifts are typically between 11 AM - 9 PM. Harvest Fair 14 Page 2 of 2 The 2023 Harvest Fair will take place on Saturday, October 7, 2023, at Heritage Park and Museums. Participants will enjoy an afternoon of old-fashioned fall fun with farm harvest activities, lively music, and seasonal foods. Revelers may also play in the hay and help harvest vegetables in the Farm Yard, visit the Murray Schoolhouse to see exhibits on Dublin's Immigrant founders, or tour the 1910 Kolb House to see how a true farm family lived. Volunteer shifts are typically between 9 AM - 3 PM. Ghosts of Dublin The City's Ghosts of Dublin event is at Heritage Park on Friday, October 20, and Saturday, October 21, 2023. Participants take a flashlight tour through the Dublin Historic Cemetery, hear haunting stories of ghosts thought to be lurking in Dublin, see ghostly images of long-dead pioneers in Old St. Raymond Church, and peek inside the Kolb House. This event is recommended for ages 8 and up.Volunteer shifts are typically between 6 PM - 11 PM. Floating Pumpkin Patch The Floating Pumpkin Patch takes place on Saturday, October 21, 2023, at The Wave. Participants will enjoy swimming, pumpkin decorating, and games. Entry fee includes one pumpkin, decorating materials, and entry into Recreational Swimming. Volunteer shifts are typically between 9 AM - 4 PM. STRATEGIC PLAN INITIATIVE: None.
