2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on
non-agendized items. Please step to the podium and clearly state your name for the
record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance
with State Law, no action or discussion may take place on any item not appearing
on the posted agenda. The Committee may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning
the matter. Any member of the public may contact the Recording Secretary’s Office
related to the proper procedure to place an item on a future Youth Advisory
Committee agenda. The exceptions under which the Committee MAY discuss
and/or take action on items not appearing on the agenda are contained in
Government Code Section 54954.2(b)(1)(2)(3).

Consent Calendar items are typically non-controversial in nature and are considered for
approval by the Youth Advisory Committee with one single action. Members of the
audience, Staff or the Youth Advisory Committee who would like an item removed from
the Consent Calendar for purposes of public input may request the Chair to remove the

Senthilkumar spoke about last year’s Youth Mental Health Forum and explained what to expect, who the panelists will be, and what the process of the night’s events will include. Committee Member Santos spoke about attending the library keychain event and how much fun it was.Liz Elliott, Recreation Supervisor, reminded the Committee about the Holiday Tree Lighting event on Thursday, December 1, 2022. She also spoke about attending and presenting at the California Parks and Recreation Society (CPRS) Fall Forum event in Elk Grove on November 3, 2022.

DESCRIPTION:The Youth Advisory Committee hosted the Youth Mental Health Forum on November 17, 2022,at Ambrose Hall in the Shannon Community Center. The event targeted middle and high-school-aged youth and their parents. Panelists included school counselors, local therapists, teachers, coaches, organization leaders, and others that work with youth who provided an overview of mental health issues and discussed coping strategies. There were approximately 80 people in attendance,including Committee members, Staff, and the public.The Youth Mental Health Ad-Hoc Committee planned the event, solicited panelists, and advertised the event at Dublin high and middle schools through social media, the Dublin High School newsletter, the Splatter information booth, the Dublin library display case, Wave digital boards, and on the Senior Center marquee.

Youth Mental Health Forum

The Youth Mental Health Forum is for middle school and high school youth and their
parents. Panelists will include school counselors, local therapists, teachers, coaches, and
others who work with youth, providing an overview of mental health issues youth
experience, as well as coping strategies.
Parents and students are encouraged to attend. Discussion topics may include anxiety,
depression, isolation, and other mental health struggles.

The City of Dublin Youth Advisory Committee identified the need for an
event that addresses mental health issues, including anxiety, depression,
isolation, and other mental health struggles that youth experience. The
Committee planned and advertised the event, and
solicited panelists and organizations. Panelists include school
counselors, local therapists, teachers, coaches, organization leaders,
and others who work with youth to provide an overview of
mental health issues and coping strategies. The question and answer
portion of the program is an opportunity for the public to ask
questions and for students and parents who have experienced mental
health issues to share their stories. Both students and parents are
encouraged to participate. Thank you for joining the discussion as
we work toward ending the stigma of talking about youth mental
health.

Officer Cowens works in our Crime Prevention Unit and serves
our community with several programs. He is the lead for the Drug
Abuse Resistance Education (D.A.R.E.) program. This program is
designed for fifth graders and teaches them not only about the
dangers of drugs but also about making good life decisions in
challenging situations. Officer Cowens is also our LGBTQ+ liaison.
In this capacity he is able to address community concerns, provide
enhanced communication, and foster a healthy relationship between
law enforcement and the LGBTQ+ community. Officer Cowens is also
part of our homeless outreach team that makes contact with Dublin’s
unhoused population and provides resources through our
community-based partner, CityServe. Many of the unhoused population
suffer from mental health-related issues. In 2020, Dublin Police
Services responded to 156 calls for citizens who were a danger to
themselves or others, 94 with thoughts of suicide, and 18 acts of
attempted suicide. Part of the total numbers reflect juveniles: 31
danger to themselves or others, 13 with thoughts of suicide, and 44
acts of attempted suicide.
Noor Dharni is a senior at Dublin High School and intends to study as
a psychology major at a four-year college. She is a youth board
member for the local non-profit, Z-Cares Foundation, which focuses
on mental health awareness. Growing up and throughout her high
school years, Noor struggled with mild to severe depression, to
the point where it put her life in danger. Being surrounded by a
world of stigma, she didn’t have the resources or the knowledge she
needed to realize she needed help and to seek it at the time, and she
faced many difficulties. Eventually, when she did find a way to get help,
her eyes were opened to the importance of reducing that stigma that
hindered her from getting resources. She is now a confident
advocate for youth mental health awareness and gladly shares her
story and struggles, hoping to show other students it’s okay to talk
about these issues and it’s okay to get help. She organized a similar
youth mental health awareness event this past March, speaking as a
panelist and organizer to over 250 attendees. She has also spoken with
Z-Cares at national organizations, such as APTA NextGen. Recently, she
was involved in the production and filming of Stories of Hope, in
which she shared more about her experiences and advice. This video
is now featured as a resource through CalHope and available for
students and educators across California. This topic is something
she is very passionate about and is excited to help the Youth Advisory
Committee make a difference in students’ lives.
Elliot Kallen is the founder and president of A Brighter Day Charity.
The organization was created following the suicide of his son, Jake,
at age 19 in 2015. Today, their resources are being viewed by
thousands
of families every month. A Brighter Day creates resources on stress and
depression for teens and their parents with the goal of stopping teen
suicide.
Anne Ologbosele is an Associate Therapist with the Dublin Police
Services (DPS) Behavioral Health Unit (BHU). She has a master’s
degree in Counseling from California State University, East Bay, and
has 13 years of experience providing crisis intervention, counseling, and
support services for youth, adults, and families. Prior to joining the
DPS Behavioral Health Unit, she spent eight years providing pre-release
and post-release services for those reentering the community from
incarceration. She currently works closely with Officer William Cowens
and other members of the Dublin Police Services Crime Prevention
Unit in serving the unhoused and those with mental health issues. She
also works closely with the Dublin Police Services School Resource
Officers in serving youth and their families dealing with mental health
issues.
Dr. Yvonne (Vonn) Taylor is a member of the LGBTQ community
who has served as a leadership mentor, grief counselor, and athletic
coach for numerous at-risk youth. She has a bachelor’s degree in
Psychology, with a minor in Sports Psychology; two master’s
degrees (Education and Sports Administration), and completed her
doctoral degree in higher education leadership, diversity, and
inclusion in October, 2022. Vonn struggled as a teenager and young
adult dealing with her sexuality before coming out to her friends and
family at the age of 24. Since then, she has been a strong advocate
for openness and acceptance. She is currently a Recreation
Coordinator in the Parks & Community Services Department at the
City of Dublin.
Terri Arriaga-Sharbach, lovingly referred to by students as
Teacher Sharbach, is a teacher at Fallon Middle School in Dublin. She
currently teaching eighth grade English, American History, and an
elective called PEAC, which stands for Peer Education and
Counseling (PEAC). The PEAC class is a group of eighth grade
students dedicated to ensuring the social, emotional, and mental health
of the community and is modeled after Hilary Robert’s Peer Advocates
in Action, which is usually taught at the high school level. PEAC
students are trained in how to relate to others (sociology), and
how to identify the emotional status of their peers (psychology). In
previous years, FMS PEAC has hosted parent nights with a panel of
students in coordination with Z-Cares Foundation out of Pleasanton.
Teacher Sharbach also has training in mental health first aid, holds a
health credential, and is currently the Tobacco Use Prevention
(TUPE) coordinator at FMS.

EXECUTIVE SUMMARY:The Youth Advisory Committee will review the 2023 Hackathon Event work plan and appoint members to an ad hoc committee.

DESCRIPTION:Each year the Youth Advisory Committee (YAC)establishes a work plan for their term of service. A work plan serves as a guide for accomplishing goals and objectives during a specific period. At the August 24, 2022,Special Meeting, members discussed goals for the 2022-23 work plan. Upon discussion and receipt of feedback, the YAC agreed to plan and host a Youth Hackathon event. This one-day event will include Dublin-based youth ages 11-14 to compete in team coding activities. All YAC members must be present at the event and assist with logistics. Staff recommends forming a 2023 Hackathon Event ad hoc committee with no more than four members who will meet at least three times to plan the event. The ad hoc committee will updatethe YAC at future meetings. The Ad Hoc Committee will meet on February 22, March 15, and April 26, 2023,to complete the following objectives:
o Objective 1 –Secure location, date, and time by March 1, 2023. Consider holding the event on a weekday evening or Saturday in early to mid-May.
o Objective 2 –Develop rules, guidelines, scoring, judges, awards, and timeline by

March 10, 2023.
o Objective 3 – Develop a marketing plan, including preparing a flyer and registration form by March 15, 2023.
o Objective 4 – Open registration beginning March 21, 2023, until a week before the event date.
o Objective 5 – Advertise to the Dublin Unified School District high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations.
o Objective 6 – Review the activity roster and send pertinent event details to participants via email one week prior to the event date.
o Objective 7 – Ask attendees for feedback after the event.
o Objective 8 – Review and provide feedback, including what went well and what future improvements can be made at the May 24, 2023, Regular Meeting.
