The Art Agreement formalizes the Public Art design, construction, and installation obligations. The City Council will also consider approving the First Amendment to the Agreement for Long Term Encroachment for Landscape Features with Tract 8460, Avalon West Dublin (Amended Encroachment Agreement). The Amended Encroachment Agreement incorporates changes consistent with the Art Agreement and includes property owner responsibility for additional decorative features within the St. Patrick Way street right-of-way. The proposed amendment increases the hourly rates and the limit on the total compensation paid to the consultants during the term of this agreement. There is no change in the number of hours from the Fiscal Year 2022-23 Agreement. The Assureon products create the City's "trusted system" used to digitize and store records electronically. The "trusted system" prevents deletion or changes to records and allows the City to destroy paper versions. PUBLIC HEARING 6.1 Adoption of Rates for Garbage Collection, Disposal, and Recycling Services Provided by Amador Valley Industries and Establishing the 2023-24 Annual Assessment The City Council will consider adopting two separate resolutions establishing the garbage rates effective July 1, 2023 and establishing the Fiscal Year 2023-24 refuse -related property tax assessment. The proposed rates include the costs associated with continuing the implementation of California State Senate Bill (SB) 1383, which created regulations to increase the diversion of organic waste from landfills.
