CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non- agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the March 22, 2023, Youth Advisory Committee Regular Meeting Minutes The Committee will consider approval of the minutes of the March 22, 2023, Youth Advisory Committee Regular Meeting. STAFF RECOMMENDATION:Discuss the event, note successes, and recommend areas to improve for future events. FINANCIAL IMPACT:None. DESCRIPTION:The 2023 Dublin Benefit Concert occurred on April 6, 2023, at the first Farmers’ Market of the 2023 season at Emerald Glen Park Amphitheater. A total of ten youth and senior acts performed,including a high school “Ska Punk” band, vocalists singing popular songs, senior dance groups, and other acts. There were approximately 150 people present, exceeding last year’s attendance. The 2023 Dublin Benefit Concert Ad Hoc Committee, consisting of six Youth Advisory Committee(YAC) Members, planned and implemented the event. Tasks included soliciting performers, reviewing applications, creating the set list, preparing the program, emceeing, and advertising the event. The event was advertised at Dublin high and middle schools, City social media platforms, the St. Patrick’s Day Festival information booth, digital boards, and the Senior Center marquee. The YAC will discuss the event, note successes, and make recommendations on areas to improve for future events, including event date and time; number and quality of performers/performances; logistics; advertising; collection of donations; sponsorship; overall success of the event; and recommendations to future YAC members. 8 Page 2 of 2 STRATEGIC PLAN INITIATIVE:None. The Fee Assistance Program provides eligible Dublin youth and seniors financial assistance to participate in City-sponsored recreation programs. This allows both children and seniors the opportunity to have quality recreational experiences that may not be possible without assistance. ELIGIBILITY The program is available only to Dublin residents. Youth Fee Assistance is available to Dublin youth, 17 years and younger, and the Senior Fee Assistance is available to Dublin seniors, 55 years and older, whose household income level meets specific requirements. Attachment 2 11 THANK YOU TO OUR PERFORMERS Skarizon is a high school band with a love for ska music and its rich history. The group has immersed itself in the genre by mastering its distinctive upbeat rhythm and incorporating elements of jazz and other musical styles into their distinct sound. Each school year, they recruit talented musicians with more than three years of experience in their respective instruments and hone their skills through weekly practices and live performances. The band consists of a drum set, bass, guitar, keyboard, vocal, baritone saxophone, trombone, trumpet, flute, and violin. Pieces may include: Latin Goes Ska, Eastern Standard Time, Doctor Che Guevara, Impression That I Get, and You’re Wondering Now. 15 minutes Carl Tilchen is a singer/songwriter who has entertained at the San Jose Jazz Summerfest, Yoshi’s Jazz Club, Wente Vineyards, the Newport Folk Music Festival, the Hard Rock Cafe, the Village Gate, the Livermore Library, and on board Holland America and Viking cruise ships. He will perform works including High Heel Sneakers, Jazz Is the Barometer of Freedom, and Can You Imagine. 5 minutes Ananya Mahadi and Trista Bunyavanich are self-taught dancers who have been passionate about dancing for several years. They will be performing as a duo, dancing to the song, Butterfly by Loona. They have modified and added original choreography. 5 minutes Isabella Giacomini is a solo vocalist who has performed all over the San Francisco Bay Area. She will perform two songs: Could Have Been Me by Halsey and Flowers by Miley Cyrus. 6 minutes Medha Potireddy will be singing One Last Time by Ariana Grande, Numb Little Bug by Em Beihold, and Cinderella’s Dead by Kalynn Bayron. 5 minutes — Intermission and Announcements by emcee Mahi Sudeendra — Please consider using this time to donate to the Dublin Fee Assistance Program. Melody Minstrels is a group of hula and ukele community performers. Led by director, Gary Younse, members of the group will perform three local favorites. The group practices every Tuesday at the Dublin Senior Center. Come hear them play, and if you are 50 years or better and would like to join, bring your ukulele or string instrument and jam with experienced players. Drop-in from 1:00 to 3:30 p.m., $4, or $3 with Convenience Pass. 15 minutes Taylor Weber has been singing and playing piano, ukulele, and guitar at Music N Beyond in Dublin for many years. She will be performing Riptide by Vance Joy, and an original song, When You Meet God. 5 minutes Sharvari Sawant Sharvari has been learning singing for the last five years. She has participated in NATS (The National Association of Teachers of Singing) competitions, and performed in public libraries and other public events as a student at Anna Poklewski Academy of Music. She is a member of the Dublin High School Choir where she has sang many solo and group performances. She will be singing a solo. 4 minutes Nrityatara School of Odissi Dance will perform Indian Classical dance. 4 minutes Taylon Bunyavanichhas been performing rock, pop, disco, and country songs since he was eight years old, including to crowds in San Francisco, New York Ctiy, Bangkok, and locally. He has performed at the last two Dublin Benefit Concerts. He will be singing a medley of the decades from the 1970s to the present, including C’mon Get Happy by the Partridge Family, What is Love by Haddaway, I Don’t Want to Miss a Thing by Aerosmith, and others. 6 minutes WeDance is a year-round senior Chinese folk dance team made up of seniors and retired Dublin residents. DESCRIPTION:Each year the Youth Advisory Committee (YAC) establishes a work plan for their term of service. A work plan serves as a guide for accomplishing goals and objectives during a specific period. At the August 24, 2022, Special Meeting, members discussed goals for the 2022-23 work plan. Upon discussion and receipt of feedback, the YAC agreed to plan and host the Second Annual Youth Hackathon event. On January 25, 2023, the YAC appointed six members to the 2023 Hackathon Event ad hoc committee. The ad hoc committee met on February 15, March 15 and will meet on April 26, 2023,to discuss the work plan's objectives and provide an update. o Objective 1 – Secure location, date, and time by March 1, 2023. Consider holding the event on a weekday evening or Saturday in early to mid-May. o Objective 2 – Develop rules, guidelines, scoring, judges, awards, and timeline by March 10, 2023. o Objective 3 – Develop a marketing plan, including preparing a flyer and registration 13 Page 2 of 2 form by March 15, 2023. o Objective 4 – Open registration beginning March 21, 2023, until a week before the event date. o Objective 5 – Advertise to the Dublin Unified School District high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations. o Objective 6 – Review the activity roster and send pertinent event details to participants via email one week prior to the event date. o Objective 7 – Ask attendees for feedback after the event. o Objective 8 – Review and provide feedback, including what went well and what future improvements can be made at the May 24, 2023, Regular Meeting.At their meeting on April 26, 2023, prior to this meeting, the ad hoc committee members will discuss canceling the 2023 event due to low enrollment, lack of advertising and YAC member support, and not meeting timeline objectives. FINANCIAL IMPACT:Fiscal Year 2022-23 City of Dublin Youth Mini-Grant Program is supported by the General Fund in the amount of $2,500. DESCRIPTION:The City established the Mini-Grant Program in Fiscal Year 2012-13 to support youth organizations that offer programs for middle and high school students. Each year, Dublin-based youth organizations/clubs have an opportunity to apply for grant funding to assist them in offering activities, including performing arts, sports, multicultural and health awareness, or other activities that support projects or programs benefiting Dublin youth. Funding is recommended annually by the Youth Advisory Committee (YAC) and awarded by the City Council to organizations/clubs that best meet the needs of Dublin youth. On January 10, 2023, the City Council approved funding for the following groups:1. DubMed2. Gardeners of the Galaxy3. SHAPE (Student Health Advocates for a Positive Environment)4. Teens Unite for Education 15 Page 2 of 2 As projects near completion, each grant recipient will provide the Committee with a brief three-to-five-minute report on how funds were used and updates for their projects.
