CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the January 25, 2023, Youth Advisory Committee Regular Meeting Minutes The Committee will consider approval of the minutes of the January 25, 2023, Youth Advisory Committee Regular Meeting. Unfinished Business 4.1 2023 Hackathon Event Work Plan and Ad Hoc Committee AppointmentsLiz Elliott, Recreation Supervisor, presented the 2023 Hackathon Event Work Plan and the appointment of the Ad Hoc Committee for discussion.The Committee approved the Youth Hackathon Work Plan and appointed Esha Shenoy, Kavin Berry, Aakrisht Mehra, Ishita Prasad, Mahidhara Sudeendra, and Braden Ou to the Youth Hackathon Ad Hoc Committee. 4.2 Post-Event Discussion of Youth Mental Health ForumThe Committee discussed the 2022 Yoth Mental Health Forum and received the report. 5. New Business 5.1 Recruitment Process for the 2023-24 Youth Advisory CommitteeLiz Elliott, Recreation Supervisor, presented the recruitment process for the 2023-24 Youth Advisory Committee for discussion. 5.2 Discussion of Volunteer Assignments for Spring EventsThe Committee discussed volunteer assignments at the St. Patrick’s Day Festival and the Spring Eggstravaganza. The following Committee Members committed to volunteering at 6 Page 3 of 3 the St. Patrick’s Day Festival: Esha Shenoy, Kavin Berry, Chloe Brandt, Irene Chi, Neel KarurParekh, Anika Kolan, Aakrisht Mehra, Mahidhara Sudeendra, Gabriella Gazman. The following Committee Members committed to volunteering at the Spring Eggstravaganza: Chloe Brandt, Irene Chi, Anika Kolan, Krittika Senthilkumar, Mahidhara Sudeendra, Gabriella Gazman. 5.3 Discussion of Participation in the Tri-Valley Teen Job and Career FairThe Committee discussed the Tri-Valley Teen Job and Career Fair. The following Committee Members volunteered to attend the event: Esha Shenoy, Irene Chi, Neel KarurParekh, Yma Santos, Mahidhara Sudeendra.6.Other BusinessAdvaith Krishna Anoop Krishna, PCSC Student Representative, and Liz Elliott, Recreation Supervisor, discussed the December meeting of the Parks and Community Services Commission and provided updates to the Committee. Committee Member, Chloe Brandt, spoke about volunteering at the tree lighting ceremony. She also attended the City Council meeting where former Councilmember Kumagi was recognized and new Councilmember Kashef Qaadri was administered the Oath of Office. Liz Elliott, Recreation Supervisor, informed the Committee that the City Council approvedthe Youth Advisory Committee’s recommendation on the Youth Mini-Grants. 7. STAFF RECOMMENDATION:Receive the update from the 2023 Dublin Benefit Concert ad hoc committee. FINANCIAL IMPACT:None. DESCRIPTION:Each year the Youth Advisory Committee (YAC) establishes a work plan for their term of service. A work plan serves as a guide for accomplishing goals and objectives during a specific period. At the August 24, 2022, Special Meeting, members discussed goals for the 2022-23 work plan. Upon discussion and receipt of feedback, the YAC agreed to plan and host the 2023 Dublin Benefit Concert. The concert will take place at the first Dublin Farmers’ Market of the season on April 6, 2023. Acts will include Dublin-based youth and senior organizations, clubs, and programs that provide performing arts, multicultural awareness, or other youth/senior related activities. The event benefits the Dublin Fee Assistance Program. All YAC members must be present at the event to assist with logistics. On August 24, 2022, the YAC appointed five members to the Benefit Concert ad hoc committee.The ad hoc committee met on September 7, 2022, January 11, and February 8, 2023, to discuss objectives from the work plan and will provide an update. o Objective 1 – Established the timeline and work plan for the event and appointed four members to an ad hoc committee at the September 28, 2022, Regular Meeting. 8 Page 2 of 2 o Objective 2 – Created an application for performers for Staff review. Solicited youth and senior performers from Dublin Unified School District high and middle schools, Quarry Lane School, Valley Christian Schools, City-run youth and senior class participants, Dublin cultural arts businesses, and other venues where youth and senior artists congregate. o Objective 3 – The ad hoc committee will review applications between March 15 and 16and select performers by March 17, 2023. o Objective 4 – Create and submit an event flyer for Staff review by February 25, 2023, to advertise on the City website and by City newsflash, and for distribution by YAC membersstarting March 15, 2023. Staff will ensure inclusion in the Spring Activity Recreation Guide. o Objective 5 – Attend, emcee, and implement the 2023 Dublin Benefit Concert on April 6, 2023, at the Farmer’s Market in Emerald Glen Park.The ad hoc committee will meet again on March 15, 2023, and will provide an update to the YAC. Consider holding the event on a weekday evening or Saturday in early to mid-May. o Objective 2 – Develop rules, guidelines, scoring, judges, awards, and timeline by March 10, 2023. o Objective 3 – Develop a marketing plan, including preparing a flyer and registration form by March 15, 2023. 10 Page 2 of 2 o Objective 4 – Open registration beginning March 21, 2023, until a week before the event date. o Objective 5 – Advertise to the Dublin Unified School District high and middle schools, Quarry Lane School, Valley Christian Schools, and Dublin-based youth organizations. o Objective 6 – Review the activity roster and send pertinent event details to participants via email one week prior to the event date. o Objective 7 – Ask attendees for feedback after the event. o Objective 8 – Review and provide feedback, including what went well and what future improvements can be made at the May 24, 2023, Regular Meeting.The ad hoc committee will meet again on March 15 and April 26, 2023 and will provide an update to the YAC.
