STAFF RECOMMENDATION: Receive the presentation, receive public comment, and recommend approval of conceptual park design entitled “The Forest” to the City Council. Staff Report Attachment 1 - CIP No. PK0322 Attachment 2 - Survey Results Attachment 3 - Park Concept Plan 7.2 2022 “Deck the Homes” Holiday Home Decorating Program The Parks & Community Services Commission will review the 2022 “Deck the Homes” Holiday Home Decorating Contest. STAFF RECOMMENDATION: Receive the presentation and provide feedback. Staff Report 7.3 Naming Suggestions "Wallis Ranch Community Park" The Commission will consider names for a new community park located near the Wallis Ranch residential neighborhood. STAFF RECOMMENDATION: Recommend one name for City Council consideration. New Business 7.1 Bicycle and Pedestrian Plan UpdateBridget Amaya, Parks and Community Services Assistant Director introduced Sai Midididdi, Civil Engineer, to present the specifics of the draft Bicycle and Pedestrian Plan, which updates and replaces the City’s 2014 Bicycle and Pedestrian Master Plan. The Commission asked clarifying questions and provided feedback about eBikes, impacts from new construction, pre-planning lanes, eLockers at park and rides, and funding sources. 7.2 ePact SoftwareLiz Elliot, Recreation Supervisor, gave a presentation on the ePact software being used by the Parks and Community Services Department to support recreation programming.The Commission discussed the item and asked clarifying questions. 8. Other BusinessThe Commissioners provided brief informational reports about other events and meetings attended. 9. STAFF RECOMMENDATION:Receive the presentation,receive public comment,and recommend approval of the conceptual park design entitled “The Forest”to the City Council. FINANCIAL IMPACT:As approved in the 2022-2027 Capital Improvement Program (CIP),the total budget for Jordan Ranch Neighborhood Square,CIP No. PK0322,is $2,798,947 and the available budget for construction is $1,911,749. The concept plan is estimated to cost $1.9 million for construction. There are sufficient funds available for this project. DESCRIPTION:The Jordan Ranch Neighborhood Square,CIP Project No. PK0322,(Attachment 1) was approved in the 2020-2025 Capital Improvement Program (CIP) with funding for the planning and designphase to begin in the Fiscal Year 2021-22. The park is located on Central Parkway,surrounded by Pino Grande Road, Twain Harte Road,and Pandora Way. In April 2022, Staff engaged SWA Group, a firm from the City’s approved list of on-call landscape architectural consultants, to assist with this project. Staff and the consultant team started a Community Input and Conceptual Design Process described below. Community Input Process 7 Page 2 of 3 Currently underway, the Community Input Process began in May and will continue through November 2022. The process includes input from the community, the development of three conceptual plans, recommendations from the Parks and Community Services Commission, and concept plan review and approval by the City Council. Listening PhaseIn late-May 2022, Staff established a project webpage on the City’s website and provided direct mail communications to the immediate neighborhood surrounding the park to receive community input. The communications included a survey link and an invitation to participate in an online community meeting. As a result of the public outreach, the City received over 200 responses to the survey, and two residents participated in the June online meeting. The survey results are provided in Attachment 2.Interpretation PhaseAfter the Listening Phase, the consultant team analyzed the feedback received from the online meeting and survey and developed three concept plans for the park. A second public meeting was held on August 13, 2022,at the future park site, with over 100 community members in attendance. The three concept plans were presented at the public meeting. Participants provided verbal and written feedback regarding their preferences for the park. Out of 108 respondents, ‘The Forest”park concept plan received 74 votes as the first preference, and the balance of 34 was distributed between the other two concepts.Refinement Phase During the August 13,2022, public meeting, additional input led to refinements to “The Forest”park concept plan. Key changes included the addition of a slide hill in the play area, fitness stations, bar-b-ques, and pollinator plantings, as shown in Attachment 3.“The Forest” park concept plan includes the following amenities: One multi-use court that allows for basketball and futsal Picnic tables and shade elements adjacent to the multi-use court Reservable picnic area with shade elements and BBQ Fitness stations Playgrounds for ages 2 to 5 years and 5 to 12 years Grass area for free play Interior pathways for circulation and exercise STRATEGIC PLAN INITIATIVE:None. The neighborhood square will be designed in accordance with the Neighborhood Square Standards contained in the Parks and Recreation Master Plan. The planning phase is anticipated to begin in Fiscal Year 2021-22. Construction is anticipated to begin Fiscal Year in 2022-23. For t his designed area, I would lik e to request t o build a swimming pool. In dublin, summer is really hot, the weather goes up to 98 or 100 degrees. We really need to build more swim area f or kids and adult to hangout. In this area, we don’t have any swimming pool. We don’t need playground as we near so many parks, c it y of sports , Jordan ranc h park…, we have a nice neighborhood to walk around and jogging. We need swimming pool more than anything els e. DESCRIPTION:The Wallis Ranch Community Park is located on three separate parcels between Tassajara Road and the Wallis Ranch residential neighborhood. The park is 8.85 acres in size with a park design theme entitled “Windswept Grasslands”. After soliciting public input through surveys and public meetings, Staff presented the conceptual plans for the park to the Parks & Community Services Commission on July 19, 2021. City Council approved the Commission’s preferred conceptual design on September 21, 2021. A total of 379 persons responded to the survey. The survey included an image of the conceptual theme and design and a list of the park amenities. Respondents were able to rank a list of suggested names along with the option of writing in additional name suggestions. DESCRIPTION:The WaveThe Wave summer season was an overall success,represented by 52,622 tickets sold during the nine weeks of the summer season. For the first time since 2019,item sales and locker rentalsreturned.In addition,the two speed slides,Emerald Plunge and Dublin Screamer,on the top deck of the slide tower were safely open to the public. The Wave returned to its regular hours of Monday through Sunday, 11:00 am –6:00 pm, for the first time since the summer of 2019. Concessions had a successful summer utilizing the new fryer and warming systems, drastically reducing wait times. KKIQ radio station attended three special promotional days,helping to advertise the facility hours and offerings during the summer. There were no major accidents or injuries, and no feature closures occurred.At the conclusion of the summer,The Wave was highlighted by the KTVU Zip Trip series and received the “Family Favorite Award” from Best of East Bay.
