The packet is available in the City Clerk’s Office and also at the Dublin Library. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1. Employee Introduction: Candace Bergman, Office Assistant II for Parks and Community Services Department A new member of City Staff will be introduced: Candace Bergman, Office Assistant II for the Parks and Community Services Department. STAFF RECOMMENDATION: Welcome City of Dublin staff member. 3.2. Recognition of Businesses: 2015 Business Anniversary Awards The City Council will recognize businesses that have been in Dublin 20, 25, 30, 35, 40, and 45 years. STAFF RECOMMENDATION: Recognize businesses that have been in Dublin 20, 25, 30, 35, 40, and 45 years. 3.3. Appointment to the Tri-Valley Regional Rail Advisory Group At the October 5, 2015 meeting, the Livermore Amador Valley Transit Authority ("LAVTA") Board of Directors established the Tri-Valley Regional Rail Advisory Group for the purpose of ensuring that regional rail planning in the Tri-Valley leads to project implementation that is fast, cost-effective and responsive to community goals and objectives. The Advisory Group will be composed of an elected representative from the cities of Livermore, Pleasanton, Dublin and Tracy, the counties of Alameda and San Joaquin, and the transportation agencies LAVTA, Altamont Commuter Express (ACE) and Bay Area Rapid Transit (BART). The Mayor is recommending himself to serve on the Advisory Group and Councilmember Don Biddle as the alternate. STAFF RECOMMENDATION: Accept the Mayor’s recommendation and appoint the Mayor to the Tri-Valley Regional Rail Advisory Group with Councilmember Biddle as the alternate. 3.4. Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Minutes of the October 20, 2015 Regular City Council Meeting The City Council will consider approval of the minutes of the October 20, 2015 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the October 20, 2015 Regular City Council meeting. 4.2. Consideration of Date of Volunteer Recognition Event and Appointments to Citizens/Organization of the Year Ad-Hoc Committee Each year, the City of Dublin recognizes a citizen, young citizen, and organization of the year at its Volunteer Recognition Event. As part of the process, an Ad-Hoc Committee, comprised of two Dublin City Councilmembers, is needed to perform duties including arranging for impartial judging and selection of winners. The City Council will consider the Mayor’s appointment of two City Councilmembers to the Ad-Hoc Committee, as well as a proposed date for the Recognition Event. STAFF RECOMMENDATION: Accept the Mayor’s appointments of City Councilmembers Biddle and Wehrenberg to the Citizens/Organization of the Year Ad-Hoc Committee, and confirm the date of Wednesday, February 17, 2016, as the date of the event. 4.3. Update on 2015 Discover Dublin CA Campaign and Proclamation in Recognition of Small Business Saturday – November 28, 2015 The City Council will receive an update on the 2015 Discover Dublin CA campaign, which encouraged shopping Dublin businesses throughout the year. Additionally, the City Council will issue a proclamation regarding Small Business Saturday on November 28, 2015. The national initiative’s goal is to support local businesses that create jobs, boost the economy, and preserve neighborhoods around the country. STAFF RECOMMENDATION: Accept the report and proclaim November 28, 2015 as Small Business Saturday in Dublin. 4.4. Human Services Commission Vacancy The City Council will discuss options for filling a recent, unanticipated vacancy on the Human Services Commission. That term has an ending date of December 2016. STAFF RECOMMENDATION: Fill the unscheduled vacancy through an appointment process at its November 17, 2015, Regular City Council meeting. 4.5. Emergency Road Maintenance on Tassajara Road The City Council will consider the authorization of funds associated with emergency repair work necessary for Tassajara Road. STAFF RECOMMENDATION: Approve a budget change, authorize the use of Gas Tax funds for the emergency repairs to Tassajara Road and authorize payment to Toll Brothers, Inc., for the maintenance work. 5. WRITTEN COMMUNICATION – None. 6. PUBLIC HEARINGS – None. 7. UNFINISHED BUSINESS – None. November 3, 2015 Dublin City Council Agenda Page 3 of 3 8. NEW BUSINESS 8.1. Municipal Regional Permit 2 Update The San Francisco Bay Regional Water Quality Control Board (Water Board) issued a permit to the City of Dublin and 75 other Bay Area permittees to discharge stormwater. The current permit, referred to as the Municipal Regional Permit (MRP), expired on December 1, 2014. The Water Board released the tentative order for the second Municipal Regional Permit (MRP 2) on May 11, 2015. This permit will replace the existing first MRP Permit (MRP 1). It is anticipated that the Water Board will adopt the MRP 2 on November 18, 2015. The MRP 2 includes new unfunded mandates other than those already in place. STAFF RECOMMENDATION: Receive the report on the MRP 2 and select a Councilmember to provide testimony at the November 18, 2015 Water Board hearing. 9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234). 10. ADJOURNMENT - In memory of Staff Sgt. Sean Diamond and our fallen troops.
