REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, December 6, 2022, in
the City Council Chamber. The meeting was called to order at 7:00 PM, by Mayor Hernandez.

3.1) Presentation of Banners to 2022 Military Banner Program Honorees
The City Council presented the 2022 Military Banner Program honorees with their
individual banners.
3.2) Public Comment
Ashwini Kadam provided public comment.
4) CONSENT CALENDAR
4.1) Approved the November 15, 2022 Regular City Council Meeting Minutes.
4.2) Adopted Resolution No. 138-22 titled, "Approving a Contract Instructor Services
Agreement with Akshay Arora dba Arora Tennis and Fitness, for Recreation Services."

4.3) Adopted Resolution No. 139-22 titled, "Adopting the Ticket Distribution Policy to
Conform with Section 18944.1 of Title 2, California Code of Regulations, as Adopted
by the Fair Political Practices Commission."
4.4) Received the report and Adopted Resolution No. 140-22 titled, "Making Findings
Regarding Unexpended Traffic Impact Fees for Fiscal Year 2021-22."
4.5) Adopted Resolution No. 141-22 titled, "Amending and Restating the Bylaws and
Rules of Procedure for the Senior Center Advisory Committee and Heritage and
Cultural Arts Commission."
4.7) Adopted Resolution No. 142-22 titled, "Approving the Second Amendment to the
Contractor Services Agreement with Metro Security Services for Security Services."
4.9) Waived the readings and adopted Ordinance No. 16-22 titled, "Approving
Amendments to the Planned Development Zoning Stage 1 Development Plan and
Approving a Stage 2 Development Plan For Sites D-2 And E-2 Of The Dublin Transit
Center (APNs: 986-0034-012-00 AND 986-0034-014-00) (PLPA-2022-00036)" and
Ordinance No. 17-22 titled, "Approving Amendments to the Planned Development
Zoning Stage 1 Development Plan and Approving A Stage 2 Development Plan for
Hacienda Crossings Shopping Center (APNs: 986-0008-009-00 AND 986-0008-010-
00) (PLPA-2022-00036)."
4.10) Adopted Resolution No. 143-22 titled, "Approving an Agreement for On -Call
Community Workforce Agreement Administration and Implementation Services with
Workforce Integrity and Training Solutions, LLC."
4.11) Received the Fiscal Year 2022-23 1st Quarter Financial Review Report and approved
the budget change.
4.12) Adopted Resolution No. 144-22 titled, "Finding That There is a Proclaimed State of
Emergency; Finding that Meeting in Person Would Present Imminent Risks to the
Health or Safety of Attendees as a Result of the State of Emergency; and Authorizing
Remote Teleconferenced Meetings of the Legislative Bodies of the City of Dublin
Pursuant to AB 361."
On a motion by Councilmember McCorriston, seconded by Councilmember Kumagai, and by
unanimous vote, the City Council adopted the Consent Calendar items, except items 4.6 and
4.8.

4.6) "Go, Park, Read!" Little Library Temporary Public Art Project - Design Selection
Item 4.6 was pulled from consent by Councilmember Hu for further discussion.
On a motion by Councilmember Hu, seconded by Vice Mayor Josey, and by unanimous vote, the
City Council approved the Heritage and Cultural Arts Commission's recommendations for the
"Go, Park, Read!" Little Library Temporary Public Art Design Proposals.
RESULT: ADOPTED [UNANIMOUS]

4.8) SCS Dublin (PLPA-2022-00005)
Item 4.8 was pulled from consent by Councilmember Hu to recuse herself due to her residence
being within 500 feet of the SCS property, and therefore did not vote on this item.
On a motion by Councilmember Kumagai, seconded by Councilmember McCorriston, with the
recusal of Councilmember Hu and by a four -to -zero -to -one vote, the City Council waived the
readings and adopted Ordinance No. 14-22 titled, "Amending the Zoning Map and Approving a
Planned Development Zoning District with Stage 1 and Stage 2 Development Plans for the SCS
Dublin Project (PLPA-2022-00005) (APNs 985-0051-004, 985-0051-005, 985-0051-006, 985-
0052-024, And 985-0052-025)" and Ordinance No. 15-22 titled, "Approving a Development
Agreement Between The City of Dublin and SCS Development Company Related to the SCS
Dublin Project (PLPA-2022-00005) (APNs 985-0051-004, 985-0051-005, 985-0051-006, 985-
0052-024, and 985-0052-025)."

8) NEW BUSINESS
8.1) Approval of Conceptual Plan for Jordan Ranch Neighborhood Square
The City Council received a presentation on the conceptual plan for Jordan Ranch
Neighborhood Square.
On a motion by Councilmember Hu, seconded by Vice Mayor Josey, and by unanimous vote,
the City Council approved the conception plan for Jordan Ranch Neighborhood Square -
"The Forest" (CIP No. PK0322).
RESULT: ADOPTED [UNANIMOUS]

9) OTHER BUSINESS
