CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1 Public Comment At this time, the public is permitted to address the Youth Advisory Committee on non- agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. The exceptions under which the Committee MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Youth Advisory Committee with one single action. Members of the audience, Staff or the Youth Advisory Committee who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1 Approval of the February 23, 2022 Youth Advisory Committee Regular Meeting Minutes The Committee will consider approval of the minutes of the February 23, 2022 Youth Advisory Committee Regular Meeting. NEW BUSINESS 5.1 Report from 2022 Dublin Benefit Concert Ad Hoc Committee The Committee will receive a report from the 2022 Dublin Benefit Concert Ad Hoc Committee. STAFF RECOMMENDATION: Receive the report. Staff Report 5.2 Youth Advisory Committee Annual Report Presentation The Committee will discuss the Annual Report Presentation for the Parks and Community Services Commission and the City Council. STAFF RECOMMENDATION: Receive the report. Staff Report 5.3 Spring Tri-Valley Youth Committees Round Table Event The Youth Advisory Committee will discuss participation in the Spring Tri-Valley Youth Committees Round Table event. STAFF RECOMMENDATION: Approve participation in the Spring Tri-Valley Youth Committees Round Table event. Staff Report 5.4 Cultural Arts Center Business Plan – Ad Hoc Committee The Youth Advisory Committee will consider appointing one Committee Member and one alternate to serve on an ad hoc committee that will assist Staff with the development of the Cultural Arts Center Business Plan. STAFF RECOMMENDATION: Appoint one Committee Member and one alternate to serve on the ad hoc committee. Staff Report 6. The Committee discussed the event.6.Other BusinessLiz Elliott, Recreation Supervisor, informed the Committee of a date change for the March ad hoc committee meetings: the Hack-A-Thon Ad Hoc Committee will meet March 7 and the Benefit Concert Ad Hoc Committee will meet March 15. She reminded the Committee that recruitment for the 2022-2023 term of the Youth Advisory Committee would begin on February 25, and of their volunteer commitments at the upcoming Teen Job Fair and St. Patrick’s Festival. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: The duties of the Dublin Benefit Concert Ad Hoc Committee are listed under the Youth Advisory Committee 2021-22 Work Plan, Goal #3. The Ad Hoc Committee has completed or will complete the following: o Objective 3.1 –Established a timeline and work plan and appointed five members to the Ad Hoc Committee at the September 22, 2021 Meeting. o Objective 3.2 –Solicited youth and senior performers from Dublin high schools, middle schools, City contract youth and senior instructors and participants, Dublin cultural arts businesses,and other venues where youth and senior artists perform starting on February 1, 2022. o Objective 3.3 –Reviewed applications and selected performers March 15, 2022. Performers were notified by email on March 18, 2022. o Objective 3.4 –Created an event flyer and Staff reviewed on February 24, 2022; advertised in the Spring Recreation Activity Guide, City website, and City newsflash, and distributed by Committee Members,starting March 15, 2022. o Objective 3.4 –Will attend the 2022 Dublin Benefit Concert on April 7, 2022 at the Farmer’s Market in Emerald Glen Park. 8 Page 2 of 2 The Ad Hoc Committee met on January 12, February 9, and March 15, 2022, to discuss objectives from the work plan and will present an update on progress. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: Each year the Youth Advisory Committee Members present an Annual Report highlighting the Committee’s accomplishments during their term. Accomplishments include awarding Youth Mini Grants, volunteering at City events, participating in round-table events with neighboring agencies, engaging in fundraising efforts for the Youth Fee Assistance Program, and planning, implementing, and hosting events. The Youth Advisory Committee 2021-22 term accomplishments include the following: Awarded a total of five youth organizations in Dublin with a Youth Mini Grant, totaling $2,500 (Dublin High School Chess Club, Gardeners of the Galaxy, Helping Hands for All, Teens Unite for Education, and Youth Coding Workshops). Hosted and participated in the Fall Tri-Valley Virtual Roundtable on Wednesday, November 3, 2021,held via Zoom. Planned, implemented and hosted the first Youth Mental Health Forum on Wednesday, November 10, 2021,at the Shannon Community Center. 10 Page 2 of 2 Volunteered at the City’s Splatter, Harvest Fair, Ghosts of Dublin, Floating Pumpkin Patch, St. Patrick’s Day Festival, and the Holiday Tree Lighting events. Volunteered at the Teen Job Fair on Saturday, March 5, 2022, at the Dublin Senior Center. Will volunteer at the Spring Eggstravaganza on Saturday, April 16, 2022, at Heritage Park. Collaborated with the Senior Center Advisory Committee to host the Dublin Benefit Concert on April 7, 2022, at the first Farmers Market of the season at the Emerald Glen Park Amphitheater. Proceeds from the event will benefit the Dublin Fee Assistance Program. Will host and participate in the Spring Tri-Valley Youth Committees event scheduled for Saturday, April 23, 2022. Will host the first Teen Hackathon & Start-Up Pitch event on Saturday, May 14, 2022 at the Dublin Senior Center. The Annual Report will be presented by Chair Logan Lin and Vice Chair Brandon Maskey at the April 18, 2022, Parks and Community Services Commission Meeting and at the May 17, 2022, City Council meeting. STAFF RECOMMENDATION:Approve participation in the Spring Tri-Valley Youth Committees Round Table event. FINANCIAL IMPACT:None. DESCRIPTION:Each year, the Youth Advisory Committee participates in a Tri-Valley Youth Committees Roundtable event with youth advisory committees from Pleasanton, San Ramon,and Danville. The goals of the event are to collaborate and socialize with other youth committees, review upcoming events and programs, and discuss successes and challenges. Hosting duties are rotated; this year the Dublin Youth Advisory Committee will host the event. The Spring Tri-Valley Youth Committees Roundtable is scheduled for Saturday, April 23, 2022from 9:00 a.m. to 12:00 p.m. at The Wave.A minimum of one Chair, Vice-Chair, or member from each city is required to attend, though all members are welcome and encouraged to join. DESCRIPTION: In October 2019, the City Council approved an agreement with Group 4 Architecture Research and Planning, Inc. to develop the former Police Services wing of the Civic Center Complex, encompassing roughly 13,500 square feet, into a Cultural Arts Center. The new facility will include a black box theater as well as several program spaces, including a dance and fitness studio, an arts and crafts room, a music studio, and an art yard. On May 19, 2020, the City Council approved the schematic design of the proposed Cultural Arts Center. Since then, Staff and Group 4 have been working through the design development process. Concurrent with the design process, Staff, with input from the Parks and Community Services Commission and the Heritage and Cultural Arts Commission (HCAC), has begun developing a Draft Business Plan. Based on the level of input, an ad hoc committee is being created to assist Staff with the refinement of the plan. 14 Page 2 of 2 The ad hoc committee will consist of one commissioner/member and one alternate from the Senior Advisory Committee, the Youth Advisory Committee, the Parks and Community Services Commission, and the HCAC. Following review and refinement by the ad hoc committee, the Draft Business Plan will be presented to the Commission for final review and recommendation. STRATEGIC PLAN INITIATIVE: None.
