In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Committee may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter.Any member of the public may contact the Recording Secretary's Office related to the proper procedure to place an item on a future Youth Advisory Committee agenda. Staff Report 5.2 Recruitment Process for the 2022-23 Youth Advisory Committee The Committee will receive a report outlining the recruitment process for the 2022-23 Youth Advisory Committee. Staff Report 5.3 Discussion of Volunteer Assignments at the Dublin St. Patrick's Day Festival and Spring Eggstravaganza 2 January 26, 2022 Dublin Youth Advisory Committee Agenda 2 The Committee will discuss volunteer assignments at the Dublin St. Patrick's Day Festival and Spring Eggstravaganza. STAFF RECOMMENDATION: Volunteer for one or more shifts during the City's St. Patrick's Day Festival on Saturday, March 12 and Sunday, March 13, 2022 and at the Spring Eggstravaganza on Saturday,April 16, 2022. The Committee approved the Youth Hackathon Work Plan and appointed Mihika Bhanagar,Aditi Bongu,Advaith Krishna Anoop Krishna, Esha Shenoy, and Mahidhara Sudeendra to the Youth Hackathon Ad Hoc Committee. STAFF RECOMMENDATION : Assist in promoting the event at school and attend the event. FINANCIAL IMPACT: None. DESCRIPTION : The Tri-Valley Teen Job and Career Fair is an event sponsored by the Dublin/San Ramon Women's Club and the cities of Dublin, Pleasanton, and San Ramon, and the Town of Danville. Each year the event is held at a community center and teens are offered the experience of mock interviews, resume writing, and workshops (such as Volunteering into a Job, Managing Finances, and Interview Techniques).Various local employers attend the event to hire teens for the summer as well as throughout the year. The last in-person event was held on March 5, 2020 at the City of San Ramon Senior Center with approximately 350 in attendance. The event was cancelled in 2021 due to the COVID-19 pandemic. This year the event will be held at the Dublin Senior Center on Saturday, March 5, 2022 from noon to 3:00 PM. Event flyers will be distributed to Dublin, Pleasanton, San Ramon, and Danville middle schools and high schools in early February. Staff will provide copies to the Youth Advisory Committee to assist in promoting the event. The event will also be advertised via City social media accounts. STAFF RECOMMENDATION : Receive the report. FINANCIAL IMPACT: None. DESCRIPTION : The Youth Advisory Committee (YAC) and Student Representative to the Parks and Community Services Commission each have 12-month terms that run from June through May for Committee members and July through June for the Student Representative. The recruitment period typically takes place in the spring of each year and the positions are appointed by the City Council,typically in May.Applicants must be Dublin residents. Youth Advisory Committee Per its Bylaws and Rules of Procedure,the YAC is composed of a minimum of nine and a maximum of 13 youth members, plus three alternates. At least three must be from middle school and six from high school. The YAC generally meets on the fourth Wednesday of every month at the Dublin Senior Center at 7:00 PM and has the following general responsibilities: • Provide input on youth services and programming to the Parks and Community Services Commission, City Council, and City Staff. • Address issues that affect youth in the community. • Assist with the promotion and implementation of youth activities. • Generate an annual report on the progress of the Youth Advisory Committee. Page 1 of 3 10 Additionally, Committee members are expected to attend all regular meetings and subcommittee and/or ad-hoc meetings as assigned, attend the activities planned and sponsored by the YAC, promote youth activities, and provide support for successful implementation of youth activities and programs. Student Representative The Student Representative to the Parks and Community Services Commission is a high school student that is one of the six members of the Parks and Community Services Commission. The Commission generally meets on the third Monday of every month at the Civic Center at 7:00 PM and has the following general responsibilities: • Consider and make recommendations as it deems necessary to the City Council and to City Staff in all matters pertaining to the operation and maintenance of an effective, efficient, and adequate program of parks, recreation, and community services for the citizens of Dublin. • Accept and consider recommendations from the Senior Center Advisory Committee and the Youth Advisory Committee, and forward the recommendations to the City Council, as appropriate. Application Process The application period will begin Friday, February 25, 2022 and end on Friday, March 25, 2022. Applications will be available online only at www.dublin.ca.gov. The application process will include the following elements: • Online application form. • One letter of recommendation will be required for Committee member applications. • Two letters of recommendation will be required for Student Representative applications. • A formal interview process for selected applicants may take place. • Applicants are strongly encouraged to attend at least one City Council or Commission meeting prior to completing the application and before the application deadline of Friday, March 25, 2022. o The City Council meetings are normally held on the first and third Tuesdays of each month at the Civic Center at 7:00 PM. o The Planning Commission meetings are normally held on the second and fourth Tuesdays of each month at the Civic Center at 7:00 PM. o The Heritage and Cultural Arts Commission meetings are normally held on the second Thursday of each month at the Civic Center at 7:00 PM. o The Parks and Community Services Commission meetings are normally held on the third Monday of each month at the Civic Center at 7:00 PM. o The Youth Advisory Committee meetings are normally held on the fourth Wednesday of each month the Dublin Senior Center at 7:00 PM. o The Human Services Commission meetings are normally held on the 4th Thursday of the following months: January, March, July, and November (held on the 3rd Thursday of November) at the Civic Center at 6:00 PM. Page 2 of 3 11 Some meetings are changed and/or cancelled due to holidays and other circumstances.All meeting dates should be confirmed at www.dublin.ca.gov prior to the meeting you wish to attend. Students interested in applying for the YAC or Student Representative positions must submit a completed online application by the deadline of Friday, March 25, 2022 by 5:00 PM. FINANCIAL IMPACT: None. DESCRIPTION : The City's 39th Annual Dublin St. Patrick's Day Festival will be held on Saturday and Sunday, March 12 and 13, 2022 at the Civic Center. The event features the St. Patrick's Day Parade, Shamrock 5K Fun Run &Walk, over 50 vendor booths with crafts, and items and refreshments from local businesses. More than 80,000 are expected to attend the weekend's festivities and participate in this unique community tradition. Each year the Youth Advisory Committee operates a booth at the Festival.At the booth, Committee members offer a "spinning wheel" activity and collect a donation from Festival participants who choose to spin the wheel for various prizes.All donations will benefit the Youth Fee Assistance Program which assists qualified persons who could not otherwise participate in recreation programs. Volunteer shifts are available both Saturday and Sunday, March 12 and 13, 2022, in increments of three hours. Shift time slots are 9:00 AM to 12:00 PM, 12:00 to 3:00 PM, and 3:00 to 6:00 PM.A minimum of two Committee Members per shift is Page 1 of 2 13 requested. The 2022 Spring Eggstravaganza is planned for Saturday,April 16 from 9:00 AM to 1:00 PM at Heritage Park. Families will enjoy an egg hunt event, meeting with Flopsy the Rabbit, and crafts, games, activities, and refreshment booths from local businesses. Committee members are being asked to assist with event setup, logistics during the event, and cleanup.Volunteer shifts are available in increments of four hours. Shift time slots are 7:00 to 11:00 AM and 11:00 AM to 3:00 PM. A minimum of four Committee members per shift is requested. STRATEGIC PLAN INITIATIVE: None.
