HomeMy WebLinkAbout4.13 Annual Update to the Master Fee ScheduleSTAFF REPORT CITY COUNCIL Page 1 of 4 Agenda Item 4.13 DATE:June 21, 2022 TO:Honorable Mayor and City Councilmembers FROM:Linda Smith, City Manager SUBJECT:Annual Update to the Master Fee Schedule Prepared by:Chris Rhoades,Financial Analyst EXECUTIVE SUMMARY:The City Council will consider adopting an annual update to the Master Fee Schedule as prescribed by the City’s User Fee Cost Recovery Policy (Resolution 160-12). STAFF RECOMMENDATION:Adopt the Resolution Adopting an Annual Update to the Master Fee Schedule for Services Provided by the City. FINANCIAL IMPACT:The financial impact will be based on the activity levels after the fee updates are adopted and in place. The annual increase of 5.52% is calculated based on changes in the December Consumer Price Index (Bureau of Labor Statistics, San Francisco-Oakland-Hayward Urban Wage Earners and Clerical Workers). The recommendations do not establish all fees at 100% recovery and the City would continue to subsidize some services in accordance with the adopted policy (Resolution 160-12). DESCRIPTION:In September 2012 the City Council adopted a User Fee Cost Recovery Policy (Fee Policy) that calls for an update to the Master Fee Schedule annually to keep pace with increases in the City’s costs for providing services. The Fee Policy also states that changes to fees should be calculated based on changes in the preceding December Consumer Price Index (Bureau of Labor Statistics, San Francisco-Oakland Urban Wage Earners and Clerical Workers),which was recently updated to include Hayward and was renamed to the San Francisco-Oakland-Hayward Urban Wage Earners and Clerical Workers).The Consumer Price Index (CPI) year over year increase for December 2021 was 5.52%. 322 Page 2 of 4 Based on the Fee Policy all fees that are updated annually are increased by the CPI to create the base fee, except where specifically stated otherwise in the City’s Master Fee Schedule. The base fees are then rounded down to the nearest dollar and are listed on the Master Fee Schedule. In subsequent years, the prior year’s base fee is multiplied by the CPI to create the new year’s base fee, which is rounded down to the nearest dollar. City of Dublin Master Fee Schedule Prior to Rounding (Attachment 3) provides each fees base costs prior to rounding. Additionally, the Fee Policy allows, as necessary, for new fees to be added to the City’s Master Fee Schedule. This process is continued until a new fee study is completed. The current fee study was presented and adopted by City Council on June 19, 2018 (Resolution 85-18).New Items for This UpdateStaff is recommending the addition of one fee associated with the Building and Safety division’sprocessing of parking lot pavement repair and restriping permits and the adjustment of one fee associated with the Building and Safety division’s permitting of residential solar systems.The new fee for parking lot pavement repair and restriping is needed to capture the transfer of plan check, permit processing, and inspections to Building and Safety from Public Works. Staff is recommending the new fee be time and materials costs, with a two-hour minimum. This is comparable to other fees within Building and Safety and allows for estimation based upon the size of a project. The adjustment to the fee for building permits for residential solar systems brings the fee into alignment with the definition of a solar system, newly defined by Government Code 66015; which includes the photovoltaic system, distribution panels, and storage units (batteries). The adjustment brings the fee up to the government code limit of $450 from $268. Since the solar system is now inclusive of storage units (batteries), the total fee remains in alignment with prior years, where a separate fee for the storage units would have been applied. Parks and Recreation Program FeesAt its June 21, 2016, City Council meeting the City Council, for the first time, also included the Parks and Recreation Program Fees as part of the Master Fee Schedule. Previously, the Parks and Recreation Program Fees were listed separate from the Master Fee Schedule as they were adopted by the Parks and Community Services Commission (the Commission). The Parks and Recreation Program Fees are set based on the Parks and Community Services Pricing Policy (the Pricing Policy) which was adopted by the City Council on September 21, 2010 and revised on June 21, 2016. The revised and simplified Pricing Policy allows the fees to be set annually as part of the Master Fee Schedule; provides a certain level of authority to the Parks and Community Services Director to increase rates during the year (up to 20%), provided that these fees are then documented in the upcoming Master Fee Schedule; allows the Parks and Community Services Director to establish rates during the fiscal year should new classes be added during that period; and allows for the City Council to adopt fees associated with current facility use policies as part of the Master Fee Schedule. 323 Page 3 of 4 Below is a summary of the proposed adjustments for Fiscal Year 2022-23, which were presented to the Parks and Community Services Commissions on May 16, 2022.Adopt a Bench The Adopt-a-Bench program is designed to allow the public to honor special people or events in their lives and provide long-lasting beautification to Dublin parks. Through the program, any individual, family, business, or community group can provide a donation to adopt a park bench, including a personal message on an engraved plaque. Donors can adopt an existing bench or purchase a new one. These fees were approved by the City Council on January 11, 2022. Fee: Existing bench - $1,500; New bench - $2,500. Old St. Raymond’s Church Outdoor Patio Improvements were made to the patio space adjacent to the Old St. Raymond’s Church at Heritage Park. Staff is proposing to offer the recently renovated outdoor patio as a stand-alone rental not associated with the use of the church. The patio will be available for rent Monday-Thursday only, so as not to conflict with weekend rentals when the patio is included in the rental fee. Fee: Ranges from $17 - $96 per hour; Deposit of $500. Shannon Center Outdoor Patio The outdoor patio at the Shannon Community Center is currently included in the rental fee of Ambrose Hall. Staff is proposing to offer the patio as a stand-alone rental to provide additional space for meetings outside of using the main room. The patio will be available for rent Monday-Thursday only, so as not to conflict with weekend rentals when the patio is included in the rental fee. Fee: Ranges from $17 –$197 per hour; Deposit of $500. Outdoor Boardwalk at the Wave To maximize rental space at the Wave, Staff is proposing to offer the dry patio spaces (Boardwalk area) within the secured fenced area for rent outside of traditional waterpark hours.There would be no access to water features or pools but will include amenities such as concrete ping pong tables, fire pits, and existing seating areas. Fee: Ranges from $275 - $396. Additional Amenity Items for Facility Rentals PCSD has additional items for use to enhance the renter’s experience. These items have direct costs associated with their use, such as Staff time for set up and take down, maintenance and cleaning, and replacement. The proposed fees are to cover the direct costs to use these items. Items include but are not limited to linens, patio heaters, dance floor, stage, and pianos. The range of fees provides flexibility based on the direct costs of each item and the inclusion of additional items in the future. Fee: Ranges from $15 - $200. Picnic Area With existing and future park construction, new picnic areas will soon be available for use. The updated picnic rental fees reflect a picnic area with seating for 18, which previously was not available. Fee: Ranges from $12 for four hours to $36 for four hours.In addition, staff has included administrative clean-up items to delete programs and activities that 324 Page 4 of 4 have been discontinued (such as Little Lovies and the Bocce Ball League) and to delete other activities that have been consolidated. BE IT FURTHER RESOLVED, that the updated fees identified in said Master Fee Schedule, shall be effective beginning July 1, 2022. For those items billed as “time and materials,” the fees and overhead rates shown in Exhibit A shall be applicable to services provided beginning July 1, 2022.
