The final elements of design for Wallis Ranch Community Park are near completion with construction anticipated to start later this year. Park amenities include picnic facilities, a dog park, lighted pickleball, basketball, and tennis courts, a parking lot,and restrooms. Construction continues at Don Biddle Park and the facility is projected to open in early fall. Park ameneties include basketball courts, tennis courts, and a community garden. Construction on the remaining 14 acres of Fallon Sports Park, which includes a cricket field, two baseball fields, sand volleyball courts,and multi-use batting cages,continues with an anticipated opening in fall of this year. There were 23 participants registered for a fun-filled night of activities and a pizza dinner. PreschoolIn January, preschool programs were visited by a Dublin Police Officer for Kind Community Helpers Week and participated in Yoga for “Y” Week. February brought a Valentine exchange and was the beginning of fall 2022-23 preschool registration. In March, the students celebrated Dr. Seuss’s Birthday, had the Scholastic Book Fair on-site, and sang and danced with Bingo Schmingo. April was busy with a Spring Egg Hunt and the annual Pee-Wee Walk-a-Thon to raise money for the Youth Fee Assistance Program.TABLE 3: FALL/WINTER & SPRING PRESCHOOLPARTICIPATIONNUMBERSProgramSession II Session III 9 Page 3 of 7 Teen Job FairOn March 5, 2022, the Teen Job Fair was held at the Dublin Senior Center. There were approximately 340participants in attendance, with 160 mock interviews conducted and over 25 organizations present. Participating organizations included Safeway, Skyhawks Tri Valley, and Engineering for kids, just to name a few.Youth Advisory CommitteeOn April 7, 2022, the Youth Advisory Committee in partnership with the Senior Center Advisory Committee, hosted the 2022 Dublin Benefit Concert at Emerald Glen Park Amphitheater. The concert raised $1,000 in donations and $1,700 from sponsors with proceeds split equally between the Youth and Senior Fee Assistance Programs. There were 12 youth and senior individuals/groups that performed including members of the Dublin High School orchestra, a senior comedian, and other acts. With over 100 people in attendance, this years numbers exceeded past years’ attendance, accredited to moving the event to the Farmers’ Market with a built-in crowd. Members of the Youth Advisory Committee volunteered at the Teen Job Fair, the City's St. Patrick's Day Festival, and the Spring Eggstravaganza, and hosted and participated in the Tri-Valley Youth Committees Round Table Event.The recruitment for Youth Advisory Committee members for the 2022-23 term was released on February 25, 2022, with 29 applications received by the deadline. Appointees will be announced at the June 7, 2022, City Council meeting. Youth and Adult SportsThe Junior Warriors youth basketball league returned after being canceled in 2020 and 2021. The season ran from December 13, 2021 through March 5, 2022. Over 85 head and assistant coaches volunteered to coach 651 players on 65 teams for grades kindergarten through eight. Games began on January 16,2022,with the championship game played on March 27, 2022. Table 4: JANUARY-APRIL ATHLETIC FACILITYAND PICNIC AREA RESERVATION HOURS The Wave The Wave experienced a steady increase in registrations for fitness swim, swim lessons, and recreation swimming programs, for a combined total of almost 10,000 participants. A digital report card was implemented for the swim lesson program that allows parents to track their swimmer’s progress, know what levels to register for, and identify strengths and areas of improvement in participants. The digital report card program also allows The Wave to track instructor pass/fail rates and identify areas for curriculum improvement. Jr. Green GatorsThe Junior Green Gator program is designed to provide summer swim team participants with an opportunity to stay healthy and improve on their swimming technique. Th current season’s swim program included 83 participants.Swim LessonsThe swim lesson program had over 2,000 participants, which included over 100 private swim lessonsparticipants, from January through April.RentalsInFebruary 2022, the Dublin High School swim team returned to the Paul McCreary Sports Pool with six scheduled home swim meets. Private Rentals/Banquet FacilitiesThe Parks and Community Services Department has several banquet facilities available to rent for weddings, workshops, meetings, birthday parties, celebrations and other social events. Beginning inMarch, the Boardwalk at The Wave became available as a rental space and was utilized for the St. Patrick’s Day Gala on March 11. This system allows seniors to pre-purchase activity cards rather than pay individually at each visit. Over 155 convenience passes have been sold to date, allowing the cardholder to prepay for 10 or 20 visits and for a faster registration/check-in process for drop-in classes. TABLE 7: DUBLIN SENIOR CENTER DAILY VISITORS AND VOLUNTEERSProgramsJanuaryFebruaryMarchAprilVisitors, Daily Average 142 148 227 432Volunteerhours85135199264 12 Page 6 of 7 Foundation’s Bingo on Wednesdays is slowly regaining its popularity and now averages 48 players each week. Table Tennis remains a popular program and consistently averages 12 players each weekday and on Saturday. The Mills Line Dance class continues to be one of the most popular classes at the Senior Centeraveraging over 35 participants each week. From February 28 through April 22, Senior Support of the Tri-Valley hosted “Finding Wellness” seminars the covered topics like organ health, fighting chronic disease, lifestyle strategies, and more. The seminars met twice per week with 21 seniors participating. On April 13, 2022, the Dublin Senior Center day trip program went to the beach town of Capitola for a leisurely visit with shopping and dining. A total of 21 travelers participated. On April 30, 2022, the Dublin Senior Center day trip program went to Monterey’s Cannery Row in a luxury motor coach with a tour and stops along the famous 17 Mile drive and allotted off-coach time for a non-hosted lunch and shopping on Cannery Row. A total of 27 travelers participated. Senior Lunch ProgramIn partnership with Open Heart Kitchen, the lunch program continues daily. The Senior Center served a daily average of 25-40 lunches before COVID-19 and now regularly serves more than 150 lunches per day.As of April 4, 2022, the lunch program has begun to tranisiton back to in-person dining. While meals are still being served to-go, patrons must enter the Senior Center to receive their meals. Tables and chairs are set out for those that wish to remain on site and eat. This is the first step back as the program heads toward completely in-person congregate dining. This ongoing testing occurs every Wednesday from 8:00 am to 3:00 pm in the Senior Center parking lot. This included new landscaping, enhanced pathways, improved parking lot, and more. The Museum is now open Tuesdays, Wednesdays, and Thursdays from 1:00 p.m. - 4:00 p.m. and Saturdays 9:00 am – 12:00 pm. Updated self-guided tour pamphlets are also available at the Murray School House and Kolb House for patrons to use. On display in the small classroom is the Dublin, 40 thAnniversaryexhibit. This temporary exhibit celebrates Dublin’s 40th anniversary since its incorporationand allows visitors to learn about how Dublin was incorporated as a city. Photos and objects will be on display, celebrating the past 40 years of Dublin through September 2022. Public Art 13 Page 7 of 7 On March 12, as part of the St. Patrick’s Day Festival, the City displayed the Recovered Wood Art Project. The four sculptures from artists Priyanka Rana and Rhonda Chase are on display at the Civic Center and will be rotating to other City facilities thoughout the year. Special EventsOn January 29, 2022, Butterfly Knoll Park opened to the public and featured a ribbon-cutting ceremony, butterfly release, and complimentary waffle bar for attendees; roughly 120 people were in attendance.On March 12-13, 2022, the St. Patrick’s Day Celebration occurred at the Dublin Civic Center and Dublin Sports Grounds. The celebration featured the return of the Lions Club Parade, Firefighters Pancake Breakfast, Shamrock Fun Run and Walk, and two days of the festival. Highlights of the event included three stages of live Irish entertainment, an Irish Marketplace, and carnival rides and games. On March 13,2022, the Shamrock 5k Fun Run & Walk returned in person with 1,950 participants, of which 913 were competitive runners and the remaining falling in the Fun Run/Walk category. The Dublin Farmers Market opened on April 7, 2022 and will run until September 29, 2022. The market is held on Thursday evenings at Emerald Glen Park and began the season with 30 unique vendor booths.On April 16, 2022, the Spring Eggstravaganza event was held at Heritage Park and Museums with 875 children registered and over 150 on the waitlist. Participants were able to compete in an egg hunt, take photos with the springtime bunny, jump-in bounce houses and visit on-site vendors.The annual Dublin Pride Week was held from April 23-30, 2022. This year’s theme was “40 Years of CommUNITY”. Dublin Pride Week kicked off with Volunteer Day on Saturday, April 23, when volunteers assisted in various projects throughout Dublin, including creek clean-ups, park and facility beautification projects, and school site landscaping. All volunteers were given passes to The Wave and a barbeque lunch from the Dublin Lions Club. A Volunteer Resource Fair directly followed Volunteer Day at Emerald Glen Park where local non-profit organizations shared additional volunteer opportunities throughout the year. Dublin Pride Week concluded with the annual Drug Take-Back and E-waste recycling event on Saturday, April 30, at the Dublin Civic Center. STRATEGIC PLAN INITIATIVE:None. DESCRIPTION:Since opening in April 2003, funding for the Dublin Public Library has been provided via a partnership between Alameda County Library and the City of Dublin. The Library is open 51 hours per week, excluding holidays, during which the Library operates a circulation desk and a variety of programs, activities, and events. On a quarterly basis the Dublin Library provides a report that highlights the following: Programs and services Collaboration, partnerships, and community outreach Statistical data Upcoming events and programs Attachment 1 provides the Library Quarterly Report, and attachment 2 provides the statistical data for the period of January -March 2022. Our circulation has continued to improve, and this quarter there were 103,866 items checked out between January – March 2022. This is only down 7.8% from the checkout totals in 2020 (112,757). Program and Service Highlights Children’s librarian Peggy Tollefson, retired 2/5/2022 after 42 years of exceptional service to Alameda County Library. Children’s staff put out three new Nature Story Path books (one each month, January, February, and March). January’s title was Feathers for Lunch by Lois Ehlert, and February’s title was Diary of a Wombat by Jackie French. Watercress by Andrea Wang was featured in March to support the One City, One Book program, which is a partnership program between Dublin schools, the Library, and various community groups. The children’s Winter Reading Challenge (Race the Yeti!) finished on January 15, 2022. Children were encouraged to read 20 minutes a day and color a Yeti footprint to move along a game board path. More than 600 children played the game, and 254 children collected prizes. Our book bundle project is going strong. Staff create themed bundles of 5 picture books on a single topic for members to check out. Many parents enjoy the ease of grabbing a bundle. 280 bundles were checked out this quarter. A family told us that they “love looking through the bundles each time they come in”, and that they can’t wait to see what new themes are out each visit. Staff have continued to prepare grade level bags and they remain popular as well. Simple grab and go craft kits for families have continued to be very popular. Each time we make 125 kits, and this quarter families enjoyed making a spring bunny and Valentine’s Day cards. Winter stories, Blind Date with a Book, Black History Month, St. Patrick’s Day, Women’s History Month, and Arts and Craft Month displays were offered this quarter. There are 5-6 different displays available at any given time in the library. The Adult Winter Reading game, Bookshelf Bingo (which began December 2021), ended on January 15, 2022 with a total of 145 gameboards being given away and 21 people who got at least one bingo, earning them a prize. In addition, nine people completed all 16 squares (by either reading books or exploring library resources) for a total blackout of their gameboard. Adult Services kicked off Health Challenge 2022 with a checklist for financial health in January, followed by mental and physical health in February and March. Participants check off a minimum of 12 activities for an entry for prizes and gift cards. Attachment 1 17  Bikemobile serviced or repaired bikes for 39 people. Another 40 people attended 4 online presentations about bike care and safety.  Adult librarians wrapped and captioned 89 books for our Blind Date with a Book program. From February 1 – 20, patrons checked out 72 of those wrapped books, and three weeks later we had collected 23 reviews. The majority of the reviews were positive matches, helping people discover books they might not have picked up otherwise.  All levels of staff contributed to Dublin’s annual Staff Picks book list, highlighting staff’s favorite books read in 2021. This and nine other adult book lists were published to help patrons connect with a good book.  Collection maintenance and weeding continued, including a thorough examination of the Science Fiction collection to see if book series that we own held all (or at the very least the first book) in the series. Having complete series or the first in a series increases the likelihood that a user will start or finish a series. Also conducted a heavy weed of older travel and medical books that are no longer relevant or useful. Weeding continues in the children’s area as well, with the focus on our graphic novels, non-fiction collection, and picture books to make room for all of the incoming new books, as well as looking at the books’ condition and relevance of information in the non-fiction collection. Collaboration, Partnerships, and Community Outreach  AARP providing tax help starting 2/12/22  A lighting upgrade of the building was completed in February 2022. Old lights were replaced with new energy - saving LED bulbs. The library is much brighter now!  Veterans Connect continues its partnership by providing the contents for our ever -popular military veterans grab and go bags that include useful information for veterans.  Dublin Library collaborated with the schools in the One City, One Book program. The book will be Watercress by Andrea Wang. Our Collection Development department has ordered additional copies to support the program , and the schools donated 5 additional copies of the book after raising $7,000.00 from community businesses/clubs.  Friends of the Dublin Library have resumed accepting book donations after they had a successful holiday Book Sale. Their next book sale will take place in June 2022.  The collaboration with the Education & Literacy Services division continues and learners meet one-on-one with literacy specialist to work on computer skills or apply for jobs.  The library handed out watercolor sheets throughout March as part of a collaboration with the Alameda County Arts Commission for Art is Education Month. Coming Up Next Quarter  The two newly hired Teen & Children’s Librarians are expected to start in April!  Health Challenge continues with spiritual and social health in April and May. Adults will have the chance to explore the seven natural wonders of the world through their summer reading game.  In collaboration with Dublin’s Poet Laureate, Dublin Library will have a poetry picture book out on the Nature Story Path in April, and will be a stop on the city-wide Poetry Walk.  Our companion programs to the Summer Adventure start June 6th; staff is excited to share the “Turtley Awesome” Summer Reading Challenge with the community.  Outreach at the Farmer’s Market in May or June to promote the library and summer activities .  Possible outreach event planned at Las Positas College in collaboration with their upcoming Literary Arts Festival on May 7, 2022. STAFF RECOMMENDATION:Receive the report and recommend approval of fees to the City Council. FINANCIAL IMPACT:The proposed fee amendments are scheduled to be considered by the City Council at the June 21, 2022 meeting and subsequently factored into the Fiscal Year 2022-23 budget. DESCRIPTION:The Parks and Community Services Department (PCSD) offers a variety of recreational programs and activities in the areas of aquatics, sports, youth, and senior programs, and facility space for rental use by the community. PCSD, which is supported by the General Fund, partially offsets the costs of these activities largely through fees for services.The proposed PCSD Master Fee Schedule (Attachment 1) provides a list of current and proposed fees. All fee adjustments are made in accordance with the Pricing Policy for Parks and Community Services Programs, Facilities, and Field Use adopted by the City Council on June 21, 2016 (Attachment 2).Program, facility, and field use fees were adjusted by 4.2% to reflect the percent change in the Consumer Price Index (CPI) for the San Francisco East Bay area from December 2020-2021. Below is a summary of new fees being proposed for Fiscal Year 2022-23.Adopt a Bench 41 Page 2 of 3 The Adopt-a-Bench program is designed to allow the public to honor special people or events in their lives and provide long-lasting beautification to Dublin parks. Through the program, any individual, family, business, or community group can provide a donation to adopt a park bench, including a personal message on an engraved plaque. Donors can adopt an existing bench or purchase a new one. These fees were approved by the City Council on January 11, 2022. Fee: Existing bench - $1,500; New bench - $2,500.Old St. Raymond’s Church Outdoor PatioImprovements were made to the patio space adjacent to the Old St. Raymond’s Church at Heritage Park. Staff is proposing to offer the recently renovated outdoor patio as a stand-alone rental not associated with the use of the church. The patio will be available for rent Monday-Thursday only, so as not to conflict with weekend rentals when the patio is included in the rental fee. Fee: Ranges from $17 - $96 per hour; Deposit of $500.Shannon Center Outdoor PatioThe outdoor patio at the Shannon Community Center is currently included in the rental fee of Ambrose Hall. Staff is proposing to offer the patio as a stand-alone rental to provide additional space for meetings outside of using the main room. The patio will be available for rent Monday-Thursday only, so as not to conflict with weekend rentals when the patio is included in the rental fee. Fee: Ranges from $17 –$197 per hour; Deposit of $500.Outdoor Boardwalk at the WaveTo maximize rental space at the Wave, Staff is proposing to offer the dry patio spaces (Boardwalk area) within the secured fenced area for rent outside of traditional waterpark hours. There would be no access to water features or pools but will include amenities such as concrete ping pong tables, fire pits, and existing seating areas. Fee: Ranges from $275 - $396.Additional Amenity Items for Facility RentalsPCSD has additional items for use to enhance the renter’s experience. These items have direct costs associated with their use, such as Staff time for set up and take down, maintenance and cleaning, and replacement. The proposed fees are to cover the direct costs to use these items. Items include but are not limited to linens, patio heaters, dance floor, stage, and pianos. The range of fees provides flexibility based on the direct costs of each item and the inclusion of additional items in the future. Fee: Ranges from $15 - $200.Picnic AreaWith existing and future park construction, new picnic areas will soon be available for use. The updated picnic rental fees reflect a picnic area with seating for 18, which previously was not available. Any revisions and/or changes shall be documented as part of the next Master Fee Schedule adoption. 6.The fees for non-residents for both programs and facility rentals shall be established at a minimum of 20% higher than fees for Dublin residents, unless an exception is made via the City Council adopted Master Fee Schedule. 7.The Director, in his or her sole discretion, may has establish rates for new classes (initiated after adoption of the annual Master Fee Schedule) and offer reduced fees such as introductory rates, early registration, family discounts and coupon discounts, to promote new recreation programs or resurrect existing ones. 8.Previously, the City Council adopted fee schedules with associated “use policies” as separate actions.
