Pursuant to California Department of Public Health Guidance for the Use of Face Masks, members of the public attending the meeting that are unvaccinated must wear a face covering while indoors. Additional Meeting Procedures Available During the COVID-19 Pandemic This City Council meeting will be broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m. This meeting will also be livestreamed at www.tv30.org and on the City’s website at: https://dublin.ca.gov/ccmeetings Members of the public who wish to participate in the meeting electronically have the option of giving public comment via Zoom, subject to the following procedures:  Fill out an online speaker slip available at www.dublin.ca.gov. The speaker slip will be made available at 10:00 a.m. on Tuesday, March 1, 2022. Upon submission, you will receive Zoom link information from the City Clerk. Speakers slips will be accepted until the staff presentation on an agenda item ends, or until the public comment period on non-agenda items is closed.  Once connected to the Zoom platform using the Zoom link information from the City Clerk, the public speaker will be added to the Zoom webinar as an attendee and muted. The speaker will be able to observe the meeting from the Zoom platform.  When the agenda item upon which the individual would like to comment is addressed, the City Clerk will announce the speaker in the meeting when it is their time to give public comment. The speaker will then be unmuted to give public comment via Zoom. March 01, 2022 Dublin City Council Regular Meeting Agenda 2 CLOSED SESSION 6:30 PM I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. REPORT ON CLOSED SESSION 3. ORAL COMMUNICATIONS 3.1 Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Co uncil agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to re move the item. 4.1 Approval of the February 9, 2022 Special City Council Meeting Minutes and February 15, 2022 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the February 9, 2022 Special City Council Meeting and February 15, 2022 Regular City Council Meeting. STAFF RECOMMENDATION: Approve the minutes of the February 9, 2022 Special City Council Meeting and February 15, 2022 Regular City Council Meeting. 4.2 Agreement for Vehicle Maintenance and Repair On-Call Services The City Council will consider approving an agreement for on-call maintenance and repair services for Dublin Police Services vehicles. STAFF RECOMMENDATION: Adopt the Resolution Approving an Agreement with Stoneridge Chrysler Jeep Dodge for On-Call Vehicle Maintenance and Repair Services. March 01, 2022 Dublin City Council Regular Meeting Agenda 3 4.3 Approval of Plans and Specifications and Award of Contract to Goodfellow Sequoia Joint Venture, Waiver of a Minor Bid Irregularity, and Approval of a Budget Change for the Iron Horse Trail Bridge at Dublin Boulevard, CIP No. ST0118 The City Council will consider approving the plans and specifications, waiving a minor bid irregularity, and awarding a construction contract to Goodfellow Sequoia Joint Venture for the Iron Horse Trail Bridge at Dublin Boulevard Project. The project will construct a pedestrian and bicycle bridge structure, support foundations, and graduated ramps facilitating connection to the existing trail on the north and south sides of Dublin Boulevard at the intersection of Scarlett Drive. The City Council will also consider approving a budget change to increase the project funding. STAFF RECOMMENDATION: Adopt the Resolution Approving the Plans and Specifications, Waiving a Minor Bid Irregularity, and Awarding a Contract to Goodfellow Sequoia Joint Venture for the Iron Horse Trail Bridge at Dublin Boulevard Project (CIP No. ST0118), and approve the budget change. 4.4 City Proclamations for the Month of March The City Council will consider the following proclamations for the month of March in the City of Dublin: American Red Cross Month, Developmental Disabilities Awareness Month, Irish American Heritage Month, March for Meals, Colorectal Cancer Awareness Month, and Women’s History Month. STAFF RECOMMENDATION: Approve the proclamations. 4.5 Citywide Multi-Family Objective Design Standards and Zoning Ordinance Amendments (PLPA-2022-00002) The City Council will consider approval of the Citywide Multi-Family (MF) Objective Design Standards (ODS) and companion amendments to Title 8 (Zoning) of the Dublin Municipal Code. State law requires local jurisdictions to provide a streamlined ministerial approval process for eligible multi-family residential developments, subject to objective zoning and design review standards. The proposed MF ODS and Zoning Ordinance Amendments would ensure that objective zoning and design review standards are in place. The first reading of the Ordinance approving the Citywide MF ODS and Zoning Ordinance Amendments was held at the February 15, 2022 Regular City Council Meeting. The City Council is now being asked to waive the second reading and adopt the Ordinance. STAFF RECOMMENDATION: Waive the reading and adopt the Ordinance Approving the Citywide Multi-Family Objective Design Standards and Amendments to Dublin Municipal Code Chapter 8.36 (Development Regulations), Chapter 8.104 (Site Development Review), and Chapter 8.116 (Zoning Clearance). 5. WRITTEN COMMUNICATION – None. 6. PUBLIC HEARING – None. 7. UNFINISHED BUSINESS March 01, 2022 Dublin City Council Regular Meeting Agenda 4 7.1 Status of Community Default to East Bay Community Energy Renewable 100 Power The City Council will receive a report on the status of the default of residential accounts to Renewable 100 electricity through the City’s electricity provider, East Bay Community Energy, and will consider the default electricity power portfolio for non-residential accounts. STAFF RECOMMENDATION: Receive the report and provide direction on the East Bay Community Energy default electricity power portfolio for non-residential accounts. 8. NEW BUSINESS 8.1 Acceptance of Certification of Petition: Referendum Against Ordinance No. 11-21 Regarding the East Ranch Project and Required Elections Code Actions The City Council will accept the City Clerk’s Certificate of Petition certifying the sufficiency of the referendum petition against Ordinance No. 11-21 regarding the East Ranch Project and will consider either repealing Ordinance No. 11-21 or submitting Ordinance No. 11-21 to the qualified voters of the City of Dublin. STAFF RECOMMENDATION: Accept the City Clerk’s Certificate of Petition (Attachment 1), certifying the sufficiency of the referendum petition against Ordinance No. 11-21, and take one of the following actions as required by the Elections Code: 1. INTRODUCE by title and waive the first reading of an Ordinance Repealing Ordinance No. 11-21 Which Amended the Zoning Map and Approved a Planned Development Zoning District Related State 2 Development Plan and CEQA Findings for the East Ranch Project (Attachment 2); or 2. Pass a motion providing Staff direction to return with a resolution calling and giving notice of a special election [on a specific date] or as part of the November 8, 2022 regular election for the purpose of submitting Ordinance No. 11-21 to the qualified voters of the City. 8.2 Discussion Regarding City Council Salaries The City Council will discuss options regarding adjustments to Councilmember salaries. STAFF RECOMMENDATION: Discuss and provide direction to Staff regarding adjustments to City Council salaries. 8.3 Designation of Agency Labor Negotiators, Unrepresented Employee: City Manager and Unrepresented Employee: City Attorney The City Council will consider the appointment of two Councilmembers as representatives for the City Manager’s annual review and performance evaluation, including discussion of compensation matters, and two Councilmembers as representatives for the City Attorney’s annual review and performance evaluation, including compensation matters. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
