HomeMy WebLinkAbout*06-08-2021 - AgendaJune 8, 2021 Dublin Planning Commission Regular Meeting Agenda 1 Council Chamber 100 Civic Center Plaza Dublin, CA 94568 Regular Meeting of the DUBLIN PLANNING COMMISSION Tuesday, June 8, 2021 Location: Electronic Methods Regular Meeting 7:00 PM Meeting Procedure During Coronavirus (COVID-19) Outbreak: In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings and recommendations to follow social distancing procedures, the following practices will be implemented during the Planning Commission meeting: The Dublin Planning Commission will hold online virtual meetings via Zoom Video Communications. To connect to the meeting go to: https://dublin.ca.gov/83/Planning-Commission and click the link provided. (Note: this link will be available beginning at 6:00 p.m. on the evening of the meeting.) Members of the public who wish to address the Planning Commission will need to complete an online speaker slip. Speaker slips will be available at https://dublin.ca.gov/83/Planning-Commission beginning at 6:00 p.m. on the evening of the meeting. Speakers will be able to participate using a computer or smart phone. Members of the public who do not have internet access may make arrangements in advance to address the Planning Commission by telephone. Please call (925) 833-6610 before 5:00 p.m. on the day of the meeting to make such arrangements. The speaker will be announced in the meeting when it is his/her time to speak to the Planning Commission. The speaker will then have three minutes to provide comments. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS 3.1 Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council 1 June 8, 2021 Dublin Planning Commission Regular Meeting Agenda 2 agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Planning Commission with one single action. Members of the audience, Staff or the Planning Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 5. WRITTEN COMMUNICATION 6. PUBLIC HEARING 6.1 Love Psychic Conditional Use Permit (PLPA-2021-00016) The Applicants, Janet Adams and Jennifer Miller of Love Psychic, are requesting a Conditional Use Permit to allow a fortunetelling business within the Dublin Station Shopping Center. Love Psychic would provide psychic, palm and tarot card readings. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and adopt the Resolution approving the Conditional Use Permit to allow a fortunetelling business located at 6500 Dublin Boulevard, Suite 200E. UNFINISHED BUSINESS 8. NEW BUSINESS 8.1 Informational Report on the City’s Draft Multi-Family Residential Objective Design Standards The Planning Commission will receive a presentation on the City’s draft Multi-Family Residential (MFR) Objective Design Standards (ODS). Senate Bill (SB) 35 requires local jurisdictions to provide a streamlined ministerial approval process for eligible multi-family residential developments, subject to objective zoning and design review standards. In response to the legislation, the City is preparing MFR ODS and companion amendments to the Dublin Municipal Code, which are tentatively for consideration by the Planning Commission and City Council this summer. STAFF RECOMMENDATION: Receive the presentation on the City’s draft Multi-Family Residential Objective Design Standards and provide feedback. Staff Report 9.
