Meeting Procedure During Coronavirus (COVID-19) Outbreak: In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak, and recommendations to follow social distancing procedures, the City of Dublin will adopt the following practices during upcoming commission meetings: • The Dublin Parks & Community Service Commission will hold the meetings remotely via Zoom Video Communications. • The meeting will begin at 7:00 p.m. • Online speaker slips will be available at www.dublin.ca.gov, and the public will be able to call in using a computer/or smart phone via a link which will be provided following submission of a speaker slip. A telephonic option will also be available. • Once connected, the public speaker will be placed in an on-line waiting room. While in the waiting room, the public speaker will hear the meeting while they are connected and waiting to speak. • When the agenda item upon which the individual would like to comment is addressed, the speaker will be announced in the meeting when it is his/her time to speak to the commission. Dublin Heritage Park Cemetery Improvements - Concept Design The Parks and Community Services Commission will receive a presentation on two conceptual plans for Dublin Heritage Park Cemetery Improvements. STAFF RECOMMENDATION: Review the preferred conceptual design, as recommended by the Heritage and Cultural Arts Commission, for the improvements to the Dublin Heritage Park Cemetery and forward this design recommendation to the City Council for approval. 8. OTHER BUSINESS Brief information only reports from the commission and/or Staff, including committee reports and reports by the commission related to meetings attended at City expense (AB1234). 9. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: In accordance with guidance from County and State officials to prevent the spread of COVID-19, the City closed facilities and cancelled many programs and activities beginning March 17, 2020. Activities and programs scheduled during the Summer and Fall seasons are tentative as the City adapts to this fluid situation. The following is a summary of the classes, activities, and events conducted by the Parks and Community Services Department in the month of August. ADMINISTRATIVE Review and revision of the Parks and Recreation Master Plan Update draft document continue. Staff is working on the document and anticipates the draft plan will be presented to the Parks and Community Services Commission in October. The Fall 2020 Activity Guide was distributed to households and businesses in Dublin featuring the Fiscal Year 2019-20 Annual Report as well as upcoming classes, events, and activities taking place through December 2020. 3.2 Packet Pg. 7 Page 2 of 5 PARK MAINTENANCE AND PROJECTS Staff repaired three main irrigation line breaks in August: two at Emerald Glen Park and one at Fallon. Tree and shrub pruning work has been completed at Kolb, Emerald Glen, Devany, and Jordan Ranch Parks. Additionally, annual playground inspections finished, and all repairs noted have been completed. RECREATION August saw the conclusion of various virtual classes. Castro Valley Performing Arts finished new sessions of Toy Story Virtual Dance Camp, Introduction to Dance Level 2, Hip-Hop for Children and Tweens, and Toddler Ballet, while Empower Martial Arts offered a new session of Virtual Introduction to Martial Arts for a combined total of 19 participants. The session of Outdoor Zumba at Emerald Glen Park concluded this month with a total of eight participants. Summer Camps Three sessions of Summer Camp were offered with the last session ending on August 7. The schedule was Monday through Friday from 7:00am - 6:00pm. Staff received specific training on COVID-19 protocols and safety procedures as well as how to adapt traditional day camp activities and games to adhere to the County Shelter-in-Place Order. A Session III extension week was offered for the week of August 10 to bridge the gap between the end of Summer Camps on August 7 and the beginning of the school year on August 13. The week began with three full days of Summer Camp and then shifted to two days of L.I.V.E. ‘n’ Rec (Learning in a Virtual Environment) in conjunction with the first day of school. A total of 25 participants registered, with 15 enrolled at the Shannon Center and 10 at The Wave. Class sizes were reduced to 12 students for compliance with the County Shelter-in-Place Order. Additional classes have been added to morning and afternoon sessions to offset the reduction in participants. The L.I.V.E. ‘n’ Rec program (Learning in a Virtual Environment) provides support for working parents as children navigate distance learning in groups of no more than 12 at several City facilities including the Dublin Library, Heritage Park and Museum, Senior Center, Shannon Community Center, and The Wave. Staff supervise and assist students to log on and complete learning modules provided by Dublin Unified School District instructors. Once distance learning is complete, students engage in cooperative games, sports, fitness activities, arts, and crafts. L.I.V.E. ‘n’ Rec is for children in first to fifth grades and follows the guidelines of the County Shelter-in-Place Order. Parents must provide all distance learning equipment and materials (laptop comp uters, headphones, pens, paper, etc.), along with the specific links and passwords for students to access their schoolwork. A total of 58 students are registered for the L.I.V.E. ‘n’ Rec Program: L.I.V.E. ‘n’ Rec SESSION I Shannon 24 Dublin Library 11 Heritage Park & Museum 9 The Wave 14 TOTAL PARTICIPANTS 58 Athletic Field Reservations Per the current County Shelter-in-Place Order, the City continues to allow the permitted use of athletics fields and batting cages to youth sports organizations f or practices. Currently 14 user groups have been approved for soccer, baseball/softball, and cricket. The camps included in-water instructor sessions, crafts, snack time, and water-related entertainment videos. Each day had a different stroke theme along with a time to race and compete while remaining socially distant from other campers. This camp was open to swimmers ages 6-12 who can swim independently. Fitness/Lap Swimming On August 28, Fitness Swimming programs including lap swimming and water walking for participants ages 14 and older resumed. Fitness programs are offered from 6:00am- 9:00am Monday-Friday. Dublin residents may sign up for 45-minute blocks beginning on the hour. In accordance with the County Shelter-in-Place Order, one swimmer is allowed per lane. SENIOR CENTER The following is a summary of attendance and participation at the Dublin Senior Center during the month of August. While the Senior Center was closed in accordance with the County Shelter-in-Place Order, the center continued to offer lunch service, online classes, and meeting space for Alameda County Public Agencies. Modifications were made for social distancing and proper sanitation to comply with the County Shelter-in-Place Order. On August 20, a Census Edition of the Senior Activity Packet was distributed to 116 seniors. On August 27, a record 157 take-away lunches were served by Open Heart Kitchen. Virtual Recreation Center - Senior Page The Department’s Virtual Recreation Center Senior page includes activities and resources for seniors to enjoy during the County Shelter-in-Place Order. These include links to comedy, opera, fitness workouts, chair aerobics, dancing lessons, and meditation. 3.2 Packet Pg. 10 Page 5 of 5 In August, the following additional content was added or provided to seniors: • Tai Chi - weekly YouTube video by volunteer instructor. • Melody Minstrels Hula - YouTube videos by volunteer instructor. This had over 1,100 views. The most viewed video had 602 views. SPECIAL EVENTS On August 28, the “Dogs of Dublin” video was released featuring the recent installation of 80 dog silhouettes lining the fence along Amador Valley Blvd at the Dougherty Hills Dog Park. The piece was given the stamp of approval by Glen the Guide, who gave viewers a tour of the fully installed art piece s and a behind-the-scenes look at the manufacturing and installation process. The Dublin Farmers’ Market held at Emerald Glen Park continued at its regular time of 4:00-8:00 pm. The concerts that traditionally accompany the Farmers’ Market have been cancelled for the year due to COVID-19. ATTACHMENTS: None. 3.2 Packet Pg. 11 Page 1 of 2 STAFF REPORT PARKS & COMMUNITY SERVICES COMMISSION DATE: September 21, 2020 TO: Honorable Chair and Commissioners FROM: La Shawn Butler, Parks & Community Services Director SUBJECT: Dublin Heritage Park Cemetery Improvements - Concept Design Prepared by: Rosemary Alex, Parks and Facilities Development Coordinator EXECUTIVE SUMMARY: The Parks and Community Services Commission will receive a presentation on two conceptual plans for Dublin Heritage Park Cemetery Improvements. STAFF RECOMMENDATION: Review the preferred conceptual design, as recommended by the Heritage and Cultural Arts Commission, for the improvements to the Dublin Heritage Park Cemetery and forward this design recommendation to the City Council for approval. FINANCIAL IMPACT: As approved in the 2020-2025 Capital Improvement Program, the total budget for Dublin Heritage Park Cemetery Improvements is $1,500,000, funded by the General Fund. DESCRIPTION: The 2020-2025 Capital Improvement Program (CIP) includes the Dublin Heritage Park Cemetery Improvements Project, which provides for the design and construction of improved pathways, renovated landscaping at the cemetery entrance and along Hawthorne Lane, a renovated plaza near St. Raymond’s Church, and a low wall along Donlon Way. The project will also facilitate a memorial program which include s cremation monuments and memorials, such as benches, boulders, trees , and engraved pavers. In May 2020 Staff received 15 proposals from landscape architecture firms throughout the Bay Area to provide design services for the project. After interviewing four firms, PGA Design was selected as having exceptional experience with historical designation sites as well as experience in cemetery design. 7.1 Packet Pg. 12 Page 2 of 2 PGA Design has initiated conceptual designs to incorporate the following primary improvements for the project: 1. Addition of shade and improvements of program space adjacent to church 2. Restoration of the tree allée along Hawthorne Lane 3. Renovation of pathways 4. Provision of a space for memorial program elements (pavers, monuments, benches, and boulders) 5. Restoration of the parking lot and provision of additional parking on Donlon Way 6. General lighting improvements and site furnishings After completing a site visit, meeting with Staff, and conducting a review of environmental, planning, and historical records, PGA Design developed two conceptual designs for review. At its September 10, 2020 meeting, the Heritage and Cultural Arts Commission reviewed the conceptual designs and made a recommendation on the preferred design. Staff will present the preferred conceptual design as recommended by the Heritage and Cultural Arts Commission. At the meeting, the Parks and Community Services Commission will be asked to review this design a nd forward a recommendation to the City Council for approval. CIP PK0215 Dublin Heritage Park Cemetery Improvements 7.1 Packet Pg. 13 Parks City of Dublin Capital Improvement Program 2020-2025 Page 45 Number – PK0215 DUBLIN HERITAGE PARK CEMETERY IMPROVEMENTS Program – PARKS PROJECT DESCRIPTION This project provides for the renovation of the existing Pioneer Cemetery at the Dublin Heritage Park. Renovation improvements may include: improved pathways; renovated landscaping at cemetery entry and along Hawthorne Lane; a renovated plaza area near St. Raymond's Church including seating and shade; and a low stone wall along Donlon Way. The project will incorporate a memorial program, allowing for benches, boulders, pavers and additional trees that could be purchased in memoriam. In October 2019, the City Council approved a Memorial Program, which will be accommodated with the design of the project. The Memorial Program will include cremation monuments and memorials, such as benches, boulders, trees, and engraved pavers. Design began in Summer 2020. Construction anticipated to commence in 2021. Funding for the project comes from a Developer contribution from the Schaefer Ranch project.
