A full video recording of the meeting with the agenda items indexed and time stamped is available on the City’s website at: https://dublin.ca.gov/ccmeetings REGULAR MEETING A regular meeting of the Dublin City Council was held on Tuesday, December 21, 2021, in the City Council Chamber. The meeting was called to order at 7:00 PM., by Mayor Hernandez. 1) CALL TO ORDER AND PLEDGE OF ALLEGIANCE Attendee Name Status Melissa Hernandez, Mayor Present Jean Josey, Vice Mayor Present Shawn Kumagai, Councilmember Present Michael McCorriston, Councilmember Present Dr. Sherry Hu, Councilmember Present 2) REPORT ON CLOSED SESSION Mayor Hernandez reported there was no reportable action in Closed Session. 3) ORAL COMMUNICATIONS 3.1) Employee Introduction The City Council welcomed new Dublin Staff member, Ari Manrique, Office Assistant II, in the Community Development Department. 3.2) Public Comment Tom Kremen provided public comment. 4) CONSENT CALENDAR 4.1) Approved the December 7, 2021 Regular City Council Meeting Minutes. DocuSign Envelope ID: 25CA199D-ACC6-487D-B9E2-CC7F7F6CB901 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING DECEMBER 21, 2021 4.2) Approved the following proclamations for the month of January in the City of Dublin: Mentoring Month, Stalking Awareness Month, and Slavery and Human Trafficking Prevention Month. 4.3) Adopted Resolution No. 141-21 titled, “Amending the Dublin Traffic Code Approving Parking Restrictions on Brighton Drive, Penn Drive, and King Way.” 4.4) Received the Payment Issuance Report and Electronic Funds Transfers listing of payments issued from November 1, 2021 – November 30, 2021 totaling $10,645,921.60. 4.5) Received the Annual Comprehensive Financial Report (ACFR), Annual Audit for Fiscal Year Ending June 30, 2021, and Supplemental Reports Completed by the Auditors. 4.6) Waived the Reading and Adopted Ordinance No. 11-21 titled, “Amending the Zoning Map and Approving a Planned Development Zoning District with Related Stage 2 Development Plan and CEQA Findings for the East Ranch Project.” 4.7) Confirmed the Mayor’s recommendation to re-appoint Councilmember Shawn Kumagai to the Alameda County Mosquito Abatement District Board of Trustees and adopted Resolution No. 142-21 titled, "Making an Appointment to the Alameda County Mosquito Abatement District Board of Trustees." 4.8) Adopted Resolution No. 143-21 titled, “Amending the Salary Plan for Part-Time Personnel.” On motion by Councilmember Kumagai, seconded by Vice Mayor Josey, and by unanimous vote the City Council adopted the Consent Calendar items. DocuSign Envelope ID: 25CA199D-ACC6-487D-B9E2-CC7F7F6CB901 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING DECEMBER 21, 2021 6) PUBLIC HEARING 6.1) Revising the Traffic Impact Fee within the Eastern Dublin Area, Renaming the Program to the Eastern Dublin Transportation Impact Fee, and Updating the Consolidated Impact Fee Administrative Guidelines The City Council received a presentation regarding revising the Traffic Impact Fee for future development within the eastern Dublin area and renaming the program to the Eastern Dublin Transportation Impact Fee (EDTIF). Mayor Hernandez opened the public hearing. Upon receiving no public comment, Mayor Hernandez closed the public hearing. On Motion of Councilmember McCorriston, seconded by Vice Mayor Josey, and by unanimous vote, the City Council adopted Resolution No. 144-21 titled, “Revising the Eastern Dublin Traffic Impact Fee for Future Development within the Eastern Dublin Area, Renaming the Program as the Eastern Dublin Transportation Impact Fee, and Updating the Consolidated Impact Fee Administrative Guidelines.” RESULT: APPROVED [UNANIMOUS] MOVED BY: Michael McCorriston, Councilmember SECOND: Jean Josey, Vice Mayor AYES: Hernandez, Kumagai, Josey, McCorriston, Hu 7) UNFINISHED BUSINESS – None. 8) NEW BUSINESS 8.1) Discussion of 40th Anniversary and City Council Participation in the St. Patrick’s Day Parade The City Council received a presentation on options to recognize the City’s 40th Anniversary and to participate in the 2022 St. Patrick’s Day Parade. City of Dublin Historian Steve Minniear provided public comment. By consensus, the City Council appointed Mayor Hernandez and Vice Mayor Josey to an ad hoc committee that will help plan the 40th Anniversary events, including a gala which will be held in the summer of 2022. The City Council directed Staff to bring back ideas at the January meeting for participation in the 2022 St. Patrick’s Day Parade.
