HomeMy WebLinkAbout*May 5, 2020 Regular City Council Meeting AgendaMay 5, 2020 Dublin City Council Agenda Page 1 of 4 REGULAR MEETING Tuesday, May 5, 2020 DUBLIN CITY COUNCIL A G E N D A REGULAR MEETING 7:00 PM Meeting Procedure During Coronavirus (COVID-19) Outbreak: In keeping with the guidelines provided by the State of California and Alameda County Department of Public Health regarding gatherings during the coronavirus (COVID-19) outbreak, and recommendations to follow social distancing procedures, the City of Dublin will adopt the following practices during upcoming City Council meetings: • The Dublin City Council will hold the meetings remotely via Zoom Video Communications. • Per normal practice, the meeting will be livestreamed and available at www.TV30.org for viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m. • Online speaker slips will be available at www.dublin.ca.gov, and the public will be able to call in using a computer/or smart phone via a link which will be provided following submission of a speaker slip. A telephonic option will also be available. • Once connected, the public speaker will be placed in an on-line waiting room. While in the waiting room, the public speaker should watch or listen to the meeting via the outlets above, as they will not see or hear the meeting while they are connected and waiting to speak. • When the agenda item upon which the individual would like to comment is addressed, the speaker will be announced in the meeting when it is his/her time to speak to the City Council. The speaker will then be moved to the meeting for comment. REGULAR MEETING 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ORAL COMMUNICATIONS 3.1. Employee Introduction: Marsha Moore New City of Dublin Staff member, Marsha Moore, City Clerk, will be introduced. STAFF RECOMMENDATION: Welcome the new City of Dublin Staff member. 3.2. Public Comment At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. Approval of the April 21, 2020 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the April 21, 2020 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the April 21, 2020 Regular City Council meeting. 4.2. Project Funding Agreement with Alameda County Transportation Commission for Tassajara Road Arterial Management The City Council will consider approving a project funding agreement with the Alameda County Transportation Commission for the Tassajara Road Arterial Management Project. STAFF RECOMMENDATION: Adopt the Resolution Approving a Project Funding Agreement with the Alameda County Transportation Commission for the Tassajara Road Arterial Management Project, and approve the budget change. 4.3. Approval of City of Dublin's Two-Year Strategic Plan for Fiscal Years 2020-21 and 2021-22 The City Council will consider approval of the City’s Two-Year Strategic Plan for Fiscal Years 2020-21 and 2021-22. The Strategic Plan includes the City’s Mission, Vision, Values, and Strategic Plan Strategies and Objectives which will guide the City’s work for the next two years. The City Council discussed modifications to these items at the March 5, 2020 Strategic Planning Session. STAFF RECOMMENDATION: Adopt the Resolution Approving the City of Dublin’s Two-Year Strategic Plan for Fiscal Years 2020-21 and 2021-22. 4.4. Contract Change Order Authorization, for Imagine Playground at Dublin Sports Grounds (CIP No. PK0518) The City Council will consider increasing the contract change order authority for the City Manager and approving a budget change for the Imagine Playground at Dublin Sports Grounds project. The contractor for the project, Suarez & Munoz Construction, Inc., needs to furnish and install additional parking lot lighting, replace two field light electrical cabinets, and reduce a baseball diamond from a full-sized (90-foot) to little league-sized diamond (50- 60-foot). These improvements are necessary to maintain a safe play area for the community and to facilitate additional park use by Dublin’s youth. STAFF RECOMMENDATION: Adopt the Resolution Authorizing the City Manager to Approve Contract Change Orders with Suarez & Munoz Construction, Inc. for the Imagine Playground at Dublin Sports Grounds Project, CIP No. PK0518, and approve the budget change. 4.5. Ordinance to Establish Right-of-Way Lines for the Tassajara Road Alignment Project The City Council will consider adopting an ordinance establishing the precise alignment for the Tassajara Road Alignment Project. STAFF RECOMMENDATION: Waive the second reading and adopt an Ordinance to Establish Right-of-Way Lines for Tassajara Road between Palisades Drive and the Alameda-Contra Costa County Limit Line. 4.6. Proclamations for the Month of May The City Council will present the following proclamations for the month of May in the City of Dublin: National Travel & Tourism Week, Affordable Housing Week, and National Public Works Week. City Manager Actions Taken During Delegation of Authority The City Council will receive a report on the actions taken by the City Manager for the period of April 4 to April 29, 2020, pursuant to Resolution 18-20 delegating certain authority to the City Manager during the COVID-19 pandemic. There is one reportable action during this period, which is the City Manager’s execution of a Memorandum of Understanding with Stanford-ValleyCare to provide a City contribution to the mobile COVID-19 testing site recently opened at the Alameda County Fairgrounds. STAFF RECOMMENDATION: Receive the report and, by motion, ratify the actions of the City Manager. 5. WRITTEN COMMUNICATION – NONE. 6. PUBLIC HEARING – NONE. 7. UNFINISHED BUSINESS 7.1. Resolution Reaffirming and Revising the Proclamation of Existence of a Local Emergency Related to the COVID-19 Pandemic The City Council will consider adopting a Resolution Reaffirming and Revising the Proclamation of Existence of a Local Emergency Related to the COVID-19 Pandemic. The Resolution makes modifications to Resolution No.18-20 which ratified and extended the proclamation of existence of a local emergency, cancelled regular meetings of the City Council and City Commissions during the local emergency, and delegated authority to the City Manager/Director of Emergency Services all as related to the COVID-19 Pandemic. STAFF RECOMMENDATION: Adopt the Resolution Reaffirming and Revising the Proclamation of Existence of a Local Emergency Related to the COVID-19 Pandemic. 7.2. Update from City Manager on Impact of COVID-19 including City Finances The City Council will receive a verbal update from the City Manager on the City's response to COVID-19 and will review an update of the currently anticipated impacts of the COVID- 19 pandemic on the City's finances. STAFF RECOMMENDATION: Receive the report. 8. NEW BUSINESS 8.1. Dublin Small Business Emergency Microloan Program The City Council will consider approving the Dublin Small Business Emergency Microloan Program to help mitigate the severe impacts of COVID-19 (Coronavirus) on small businesses. Due to COVID-19 and shelter-in-place orders, many small businesses have had to close their doors or significantly alter their operations which has impacted their financial sustainability. STAFF RECOMMENDATION: Adopt the Resolution Approving the Dublin Small Business Emergency Microloan Program to mitigate the severe negative impacts of COVID-19 (Coronavirus) on small businesses. 9. OTHER BUSINESS Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). 10.
