CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ORAL COMMUNICATIONS 2.1. Public Comment At this time, the public is permitted to address the Heritage & Cultural Arts Commission on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Heritage & Cultural Arts Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Heritage & Cultural Arts Commission agenda. The exceptions under which the Heritage & Cultural Arts Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Heritage & Cultural Arts Commission with one single action. Members of the audience, Staff or the Heritage & Cultural Arts Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Heritage and Cultural Arts Commission Meeting Minutes of December 12, 2019 The Heritage and Cultural Arts Commission will consider approval of the minutes of the December 12, 2019 meeting. STAFF RECOMMENDATION: Approve the minutes of the December 12, 2019 meeting. 3.2. December 2019 Heritage and Cultural Arts Division Monthly Report The Heritage and Cultural Arts Commission will receive a report on Cultural Arts and Heritage division activities conducted in December 2019. STAFF RECOMMENDATION: Receive the report. 4. WRITTEN COMMUNICATION - NONE 5. PUBLIC HEARING - NONE 6. Election of Officers The Heritage and Cultural Arts Commission will elect a Chairperson and Vice- Chairperson, per the Bylaws and Rules of Procedure for the Heritage and Cultural Arts Commission. STAFF RECOMMENDATION: Elect a Chairperson and Vice-Chairperson for the 2020 calendar year. 8. OTHER BUSINESS Brief information only reports from the Commission and/or Staff, including committee reports and reports by the Commission related to meetings attended at City expense (AB1234). 9. The meeting was called to order at 7:00 PM., by Chairperson Kathy Blackburn. 1. Unfinished Business 6.1. Adirondack Chair Temporary Art Display Program Art Selection Tyler Phillips, Recreation Coordinator presented the specifics of the item as outlined in the Staff Report. Cm. Blackburn opened the floor for discussion. Cm. Wolski and Cm. Alternate Agrawal submitted entries for the Temporary Art Display Program and recused themselves from the Commission voting. Mr. Phillips also added that an artist submitted a design proposal right after the deadline, so they did not make it into the Staff Report on time, however the entry was added in the presentation for tonight's meeting. Cm. Blackburn asked if it was necessary to review each design proposal during the meeting again since the Commissioners have had enough time prior to the meeting to review the items. The Commissioners agreed that it was not necessary to go through each item again at the meeting. On a motion by Cm. Vonheeder-Leopold and seconded by Cm. Minniear the Commissioners voted and selected 20 design proposal entries for the Adirondack Chair Temporary Art Display Program for recommendation to the City Council. New Business 7.1. Review of Programmatic and Design Elements of the Cultural Art Center Project Parks and Community Services Director La Shawn Butler requested this item to be moved forward in the agenda. 3.1.a Packet Pg. 5 Attachment: 1. Minutes of the December 12, 2019 Heritage and Cultural Arts Commission Meeting (12-12-19 HCA Meeting Minutes) Heritage & Cultural Arts Commission December 12, 2019 Regular Meeting P a g e | 3 Shaun Chilkotowsky, Heritage & Cultural Arts Manager introduced Dawn Merkes from Group 4 Architecture Research and Planning, Inc. who presented the specifics of the item as outlined in the Staff Report. Cm. Blackburn opened the floor for questions. The Commissioners asked how the different room sizes were decided, if the current Police Services parking lot will also be a public space for the Cultural Arts Center, and if the current work plan encompasses adequate storage space. Ms. Merkes responded that the room space and size dimensions are based on viability in terms of program revenue, and that is set on the number of projected occupants. She also shared that the blueprints account for a storage section in each room. Ms. Butler responded that the current scope of work for the Cultural Arts Center does not include the Police Services parking lot due to transportation and public safety concerns in that area, and this falls under the jurisdiction of local transportation agencies and the Public Works Department. Cm. Blackburn opened the floor for public comment. Carolyn Lord, Livermore resident gave a public comment about the classroom square footage, programming, and lighting. Vanessa Thomas from the Dublin Art Collective gave a public comment about the storage space and the visual art space. Cm. Blackburn closed the floor for public comment. The Commission discussed the preliminary floor plans, design values, lobby space, locations of restrooms, and interchangeability of the room spaces. ACTION: The Commission received the report and provided input. 8. Other Business None. 9. Adjournment There being no further business, the meeting was adjourned by Cm. STAFF RECOMMENDATION: Receive the report. FINANCIAL IMPACT: None. DESCRIPTION: HERITAGE PARK ACTIVITIES Heritage Park and Museums Exhibits The “Toys and Games Through Time” exhibit continued in the Little Classroom of Murray School House. The exhibit will be on display until March 29, 2020. Dublin Camp Parks Military Exhibits The “Fall Sports at Camp Parks” exhibit continued at the Dublin Camp Parks Military History Center. Events On December 7, 2019, 10 children participated in the Hands-on-History event at Heritage Park. Participants had the opportunity to make old fashion holiday ornaments and tour the museums. Services On December 14, 2019, volunteers from the local chapter of the Daughters of the 3.2 Packet Pg. 8 Page 2 of 2 American Revolution donated and placed wreaths on the graves of military veterans at Dublin Pioneer Cemetery in honor of National Wreaths Across America Day. Heritage Music Jam This ongoing drop-in program on Tuesday evenings had 18 musicians participate in December. Museum Collections Staff accessioned 21 objects into the Heritage Park collection in the month of December. Rentals Heritage Park had six rentals in October. Facility, Picnic Area and Field Names December 2019 Rentals Heritage Park Kolb Barn 2 Heritage Park St. Raymond’s Church 4 PUBLIC ART Temporary Public Art Program On December 12, 2019, the Heritage and Cultural Arts Commission reviewed 41 proposals from 26 artists for the Adirondack Chair Temporary Art Display Program. The Heritage and Cultural Arts Commission recommended 20 proposals from 18 artists for City Council approval. On December 17, 2019, the City Council approved those recommendations. Staff has begun working with approved artists to sign agreements and begin working on the Adirondack chairs to allow time for unveiling at the 2020 St. Patrick’s Day Festival. The grand opening of the Public Safety Complex is scheduled for February 2020. During the grand opening and dedication, the art piece Ribbon, by Gordon Huether will be unveiled. STAFF RECOMMENDATION: Elect a Chairperson and Vice-Chairperson for the 2020 calendar year. FINANCIAL IMPACT: None. DESCRIPTION: The Bylaws and Rules of Procedure for the Heritage and Cultural Arts Commission state: ARTICLE V OFFICERS Section 1. Election and Term of Office. The Chairperson and Vice Chairperson are elected by the majority of the Commission for a 1 -year term and hold office until their successors are elected, or until their terms as members of the Commission expire. The officers are elected at the first meeting of the Commis sion in January of each year. Elections, whether regular or to fill vacancies shall be held only if a simple majority of the Commission members are present. The Commission shall, unless no Commissioners meet the criteria, elect Commissioners to the positions that have not previously served in the position and that have not declined the appointment, with the intent that no one should serve in the position for two consecutive years. 7.1 Packet Pg. 10 Page 2 of 2 The secretary to the Commission will be the City Manager or his/her designee. Section 2. Vacancies. In case of any vacancy in the Office of Chairperson or Vice Chairperson, the vacancy shall be filled by an election held at the first regular meeting after the occurrence of such vacancy. The person so elected shall serve the balance of the term. Section 3. Duties of Officers. The Chairman performs the following duties. (a) Presides at all meetings of the Commission. (b) Appoints committee and chairpersons of committees as necessary. (c) Signs correspondence on behalf of the Com mission. (d) Represents the Commission before the City Council. (e) Performs other duties necessary or customary to the office. In the event of the absence of the Chairperson or his/her inability to act, the Vice - Chairperson presides in place of the Chairperson. In the event of the absence of or the inability to act of both the Chairperson and the Vice -Chairperson, the remaining members shall elect one of their members to act as temporary Chairperson.
