Miller, Management Analyst II EXECUTIVE SUMMARY:The City Council will consider proposed changes to the City’s current Personnel System, based on the need to revise the City’s Salary Plan for Part-Time Personnel. STAFF RECOMMENDATION:Adopt the Resolution Amending the Salary Plan for Part-Time Personnel. FINANCIAL IMPACT:The proposed changes to the Personnel System, if approved by the City Council, donot impact Fiscal Year 2021-2022. The new salary range will be incorporated into future budget processes. DESCRIPTION:Included in the City’s Personnel System are Resolutions that address salary ranges for full and part-time personnel and management positions exempt from competitive service. The attached Resolution (Attachment 1) is a proposed amendment to the City’s Salary Plan for Part-time Personnel to ensure the City remains competitive in hiring quality part-time temporary Staff.In 2017, the Council approved Resolution 61-17 which raised themaximum end of the salary ranges 6.1% over the 2015 ranges. No additional adjustments to the maximum salaries have been made since 2017. After reviewing the pay rates for similar positions in the Tri-Valley and considering a 14.7% cumulative increase in the Bay Area Consumer Price Index from the Bureau of Labor Statistics from 2017-2021, Staff is recommending a 15% upward adjustment to the maximum salary for each of the positions.As proposed, the new salary ranges take effect on January 1, 2022, which coincides with the new California minimum wage increase in 2022. The new range will aid Staff in attracting high-quality 415 Page 2 of 2 candidates and allow the City to retain part-time Staff by offering competitive salaries in the Tri-Valley area. XX-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN FOR PART-TIME PERSONNEL WHEREAS, in accordance with the City’s Personnel System Rules, the City Council adopted Resolution No. 12-20 and subsequent resolutions which comprise the Salary Plan for Part-Time Personnel; and WHEREAS, competitive salary provisions which will attract and retain quality employees are important to the organization; and WHEREAS, it is desirable to update salary provisions for part-time employees in the City’s personnel system. BE IT FURTHER RESOLVED that the following salary ranges in accordance with the adopted Personnel Rules: Part-Time Classification Minimum Maximum Administrative Intern Minimum Wage $30.50 Customer Service Assistant Minimum Wage $32.80 Food Service Worker Minimum Wage $24.60 Head Lifeguard Minimum Wage $29.55 Lifeguard/Swim Instructor Minimum Wage $24.60 Pool Manager Minimum Wage $48.85 Program Specialist Minimum Wage $48.85 Recreation Aide Minimum Wage $20.55 Recreation Leader Minimum Wage $24.60 Slide Attendant Minimum Wage $17.10 BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan for the City of Dublin; and that the changes contained herein shall be effective January 1, 2022.
