HomeMy WebLinkAbout4.3 - Establishing Parking Restrictions on Brighton Drive, Penn Drive, and King WaySTAFF REPORT CITY COUNCIL Page 1 of 2 Agenda Item 4.3 DATE:December 21, 2021 TO:Honorable Mayor and City Councilmembers FROM:Linda Smith, City Manager SUBJECT:Establishing Parking Restrictions on Brighton Drive,Penn Drive,and King WayPrepared by:Sai Midididdi,Associate Civil Engineer (Traffic) EXECUTIVE SUMMARY:The City Council will consider establishing parking restrictions on Brighton Drive, north of Tamarack Drive near Frederiksen Elementary School, and at the northeast corner of the intersection of Penn Drive and King Way near Wells Middle School. This action will improvetraffic safety, sight distance, and visibility at the crosswalks near these two schools. STAFF RECOMMENDATION:Adopt the Resolution Amending the Dublin Traffic Code Approving Parking Restrictions on Brighton Drive, Penn Drive, and King Way. FINANCIAL IMPACT:The cost to implement parking restrictions by installing red curbs can be accommodated in the Fiscal Year 2021-22 street maintenance budget. DESCRIPTION:BackgroundSince the beginning of the 2021-22 school year, Public Works Staff have received two requests regarding visibility issues caused by vehicles parking close to crosswalks on Brighton Drive and Penn Drive. The crosswalk on Brighton Drive at Tamarack Drive is used by pedestrians and school-aged children to access Frederiksen Elementary School. The crosswalk on Penn Drive at King Way is used by pedestrians and school-aged children to access Wells Middle School. At both crosswalks, Staff observed several parents and children walking to and from the schools during the school peak hours. During field observations, Staff noted that visibility of pedestrians leaving the curb on the westside of Brighton Drive may be obstructed when a car is parked adjacent to the crosswalk. Staff is 21 Page 2 of 2 proposing to paint 30 feet of red curb north of the crosswalk on Brighton Drive to improve visibility. Similarly, Staff noted that visibility of pedestrians leaving the curb on the east side of Penn Drive may be obstructed when a car is parked adjacent to the crosswalk at the intersection of Penn Drive and King Way. Staff is proposing to paint 15 feet of red curb at two locations adjacent to the crosswalks at the northeast corner of the intersection of Penn Drive and King Way: on Penn Drive north of King Way and on King Way east of Penn Drive. The proposed red curbs will prohibit vehicles from parking adjacent to the crosswalks and provide better visibility, improving safety of pedestrians, especially school-aged children, using the crosswalks. A location map of the proposed action is shown in Attachment 2. STRATEGIC PLAN INITIATIVE:None. NOTICING REQUIREMENTS/PUBLIC OUTREACH:Written notification of the proposed action was mailed to the adjacent residents. Public Works Staff subsequently met with each resident at the project locations and confirmed that the residents support the proposed parking restrictions to improve pedestrian safety. XX – 21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE DUBLIN TRAFFIC CODE APPROVING PARKING RESTRICTIONS ON BRIGHTON DRIVE, PENN DRIVE, AND KING WAY WHEREAS,on-street parking is currently allowed on the west side of Brighton Drive immediately north of the crosswalk at Tamarack Drive; and WHEREAS, on-street parking is currently allowed on the east side of Penn Drive immediately north of the crosswalk at King Way; and WHEREAS, on-street parking is currently allowed on the north side of King Way immediately east of the crosswalk at Penn Drive; and WHEREAS, it is important to maintain safety at crosswalks by providing a clear line of sight of pedestrians using the crosswalks at Brighton Drive north of Tamarack Drive, Penn Drive north of King Way, and King Way east of Penn Drive; and WHEREAS, based on field observations, Staff determined that sight distance can be improved at the crosswalks by prohibiting parking immediately adjacent to the marked crosswalks on Brighton Drive, Penn Drive, and King Way. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby adopts the following parking regulation: Section 1:The following language shall be added to Section 6.28.010 (“No Parking Zones: Designated”) of the City of Dublin Traffic Code: Brighton Drive On the westerly curbline of Brighton Drive, directly north of the marked crosswalk at Tamarack Drive to a distance 30 feet northerly Penn Drive On the easterly curbline of Penn Drive, directly north of the marked crosswalk at King Way to a distance 15 feet northerly King Way On the northerly curbline of King Way, directly east of the marked crosswalk at Penn Drive to a distance 15 feet easterly PASSED, APPROVED AND ADOPTED this 21st day of December 2021, by the following vote: 23 Attachment 1 Reso.
