CITY COUNCIL SPECIAL MEETING
NOVEMBER 2, 2021
A Special Meeting of the Dublin City Council was held on Tuesday, November 2, 2021 in
the Regional Meeting Room at the Civic Center. The meeting was called to order at 6:00
PM., by Mayor Hernandez.
1. Call to Order and Pledge of Allegiance

2. Public Comment
Zac Bowling provided public comment.
3. Work Session
3.1 Status Report on the Housing Element Update, Regional Housing Needs
Allocation, and Preliminary Sites Inventory
The City Council received a status report on the Housing Element Update,
Regional Housing Needs Allocation, and Preliminary Sites Inventory and
provided feedback.
The Council directed Staff to assume that up to 50% of the planned units should
be affordable on the opportunity sites and the sites should be dispersed
throughout the City.
Councilmember Hu recused herself from the Preliminary Sites Inventory
portion of this item due to her residence being within 500 feet of the SCS
property, and it is therefore considered to be involved in the discussion and Vice
Mayor Kumagai recused himself from the Preliminary Sites Inventory portion of
this item due to having interest in property that is within 500 feet of the Alameda
County Surplus property sites, and it is therefore considered to be involved in
the discussion. Councilmember Hu and Vice Mayor Kumagai left the dais.

The remaining Councilmembers directed Staff to prioritize Hacienda Crossings,
the Alameda County Surplus properties, the IKEA site, the SCS Property, and the
north side of Dublin Boulevard between Dublin Court and Clark Avenue as
potential opportunity sites for inclusion in the draft Housing Element for City
Council consideration at a future public meeting.
4. Adjournment
The meeting was adjourned by Mayor Hernandez at 7:09 p.m.
