HomeMy WebLinkAbout4.9 Authorization to Purchase Marked and Unmarked Police VehiclesSTAFF REPORT CITY COUNCIL Page 1 of 2 Agenda Item 4.9 DATE:November 16, 2021 TO:Honorable Mayor and City Councilmembers FROM:Linda Smith, City Manager SUBJECT:Authorization to Purchase Marked and Unmarked Police VehiclesPrepared by: Nate Schmidt, Captain Dublin Police Services EXECUTIVE SUMMARY:The City Council will consider authorizing the purchase of four replacement vehicles for Police Services from The Ford Store using pricing through the current Alameda County General Services Agency contract for vehicle purchases. STAFF RECOMMENDATION:Adopt the Resolution Authorizing the Purchase of Four Vehicles from The Ford Store San Leandro and Declaring Replaced Vehicles as Surplus Property. FINANCIAL IMPACT:The Fiscal Year 2021-22 Internal Service Fund Budget includes funding for the replacement ofPolice vehicles. Any revenue generated from the auction of the retired vehicles is also deposited into the fund to offset future replacement costs. DESCRIPTION:The City currently has 22 marked police vehicles which are used by Dublin Police Services Patrol Unit, Crime Prevention Unit, and School Resource Officers. The City also has 13 unmarked administrative vehicles which are used for command staff and investigative staff. In order to ensure reliability and to minimize repair expenses, the City reviews replacement of these vehicles after three years of service and/or 75,000 miles.Based upon general vehicle condition and the age of the units currently in the fleet, Staff has identified three patrol vehicles and one unmarked administrative vehicle for replacement during Fiscal Year 2021-22.Staff conducted research and found Ford is currently manufacturing a pursuit-rated, 2022 Ford Explorer Hybrid for patrol purposes. The Explorer Hybrid is also available in an administrative 253 Page 2 of 2 vehicle version. Staff recommends purchasing these environmentally friendly vehicles, in addition to one 2022 Ford Explorer Interceptor and one 2022 Ford F-150 Police Responder, to replace the four vehicles that have aged out of service. These new vehicles will best meet the current needsof Dublin Police Services.Dublin Municipal Code Section 2.36.100.A.9 provides an exemption to the competitive bidding process “when another public agency has administered a competitive bidding process and has a current valid agreement for the same or substantially similar consultant or professional services, general services, supplies or equipment.” On September 23, 2021, Alameda County General Services Agency approved a contract identifying The Ford Store San Leandro as an approved vehicle vendor for Alameda County. The contract has an expiration date of September 30, 2024.Utilizing Alameda County’s contract, Staff has obtained the following pricing from the The Ford Store San Leandro: 2022 Ford Explorer Hybrid Administrative Vehicle: $46,412.37 2022 Ford Explorer Hybrid Patrol Vehicle: $46,315.35 2022 Ford Explorer Interceptor: $40,842.08 2022 Ford F150 Police Responder: $46,185.90The current Internal Service Fund Budget contains funding to purchase these vehicles. Staff is also requesting that the City Council authorize the disposal of the replaced vehicles by transferring them to a professional auction company for sale. Any revenue generated from the auction of the retired vehicles will be deposited into the fund to offset future replacement costs. STRATEGIC PLAN INITIATIVE:None. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby authorizes the City Manager, as Purchasing Agent, to procure three replacement marked police vehicles and one unmarked police vehicle from The Ford Store San Leandro as described to the City Council on November 16, 2021. BE IT FURTHER RESOLVED that upon placing the new vehicles in service, the replaced vehicles are declared surplus property to be sold at auction. BE IT FURTHER RESOLVED that the City Manager and/or her designee shall be authorized to arrange for the auction of surplus City property in accordance with state and local laws and regulations.
