The meeting was called to order at 6:00 PM., by Mayor Hernandez. 1.Call to Order and Pledge of Allegiance Attendees Present TitleMelissa Hernandez MayorShawn Kumagai Vice MayorJean Josey CouncilmemberMichael McCorriston CouncilmemberDr. Sherry Hu Councilmember 2.Public CommentZac Bowling provided public comment. 3.Work Session 3.1 Status Report on the Housing Element Update, Regional Housing Needs Allocation, and Preliminary Sites InventoryThe City Council received a status report on the Housing Element Update, Regional Housing Needs Allocation, and Preliminary Sites Inventory and provided feedback.The Council directed Staff to assume that up to 50% of the planned units should be affordable on the opportunity sites and the sites should be dispersed throughout the City.Councilmember Hu recused herself from the Preliminary Sites Inventory portion of this item due to her residence being within 500 feet of the SCS property, and it is therefore considered to be involved in the discussion and Vice Mayor Kumagairecused himself from the Preliminary Sites Inventory portion of this item due to having interest in property that is within 500 feet of the Alameda County Surplus property sites, and it is therefore considered to be involved in the discussion. Councilmember Hu and Vice Mayor Kumagai left the dais. The remaining Councilmembers directed Staff to prioritize Hacienda Crossings, the Alameda County Surplus properties, the IKEA site, the SCS Property, and the north 12 MINUTES 2 CITY COUNCIL SPECIAL MEETING NOVEMBER 2, 2021 side of Dublin Boulevard between Dublin Court and Clark Avenue as potential opportunity sites for inclusion in the draft Housing Element for City Council consideration at a future public meeting. 4. Councilmember Hu left the dais.The City Council received a presentation on the initial conceptual land use concepts that have been developed based on the outreach process. The City Council provided their feedback and there was consensus in support of concept number two and an interest in the hub feature in concept number three, to not have a max number of units that should be considered if the right amenities are provided, and to have a mixture of housing types. Councilmember Hu returned to the dais. 8)New Business –None. 9)Other Business –None.Staff and Councilmembers provided brief information-only reports, including committee reports and reports by City Council related to meetings attended at City expense (AB1234).
