HomeMy WebLinkAbout*CC Agenda 12-23-1991 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - December 23, 1991 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting in the City Clerk's Office and also at the Dublin Library. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG - Ryan McLean, Second Year Webelos Scout, Pack 546 3. ORAL COMMUNICATIONS 3.1 Presentation of January Customer Service Award to Raquel Bowen 3.2 Report from Mayor Snyder regarding "Clean Sweep" Award At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Cooments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council ~ deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of December 9, 1991 STAFF RECOMMENDATION: Approve 4.2 Acceptance of Work, Contract 91-08, Senior Center Vinyl Floor Replacement This project to install new vinyl flooring at the Dublin Senior Center was completed within funds budgeted. The cost of the project is being reimbursed by CDBG funds. STAFF RECOMMENDATION: Accept improvements and authorize $10,062.70 final payment to Gene's Flooring and Interiors 4.3 Agreement with Regional Ambulance for Emergency Vehicle Signal Pre-Emption, Dublin Boulevard & Clark Avenue This agreement provides for installation of a traffic signal pre-emption device to be utilized by Regional Ambulance. This device would be activated by the ambulance crew and would affect the southbound direction on Clark Avenue only. STAFF RECOMMENDATION: Adopt Resolution and authorize an additional appropriation of $1,000 from new revenue to the Signals and Lighting budget. 4.4 Acceptance of Work, Contract 91-04, Shannon Center Exterior Painting This project provided for painting the exterior of the Shannon Community Center building and parking lot light poles. The final project cost exceeded funds budgeted by $45.50. STAFF RECOMMENDATION: Accept improvements and authorize final $753 payment to D. C. Vient and authorize a $45.50 budget transfer from the Contingent Reserve. 4.5 Report on the Proposed East County Area Plan Alameda County is proposing to completely revise the Livermore Amador Valley Planning Unit Plan of the Alameda County General Plan, now renamed the East County Area Plan. Staff has several major concerns with the process proposed to update the plan. Staff is also reviewing the land use policy issues for future City council consideration. STAFF RECOMMENDATION: Authorize Mayor to send draft letter to President of Alameda County Board of Supervisors expressing concerns and requesting a process where meaningful dialog and discussion can occur. 4.6 Nielsen School Play Area Change Order The City Council will consider adding additional equipment to the Nielsen School Pay Area Improvement Project. STAFF RECOMMENDATION: Authorize Staff to negotiate a change order with the Contractor for additional equipment. 4.7 Warrant Register Dated December 23, 1991 STAFF RECOMMENDATION: Approve 4.8 Fiscal Year 1990-91 Audit Report Independent auditors have completed an annual audit for the period ending June 30, 1991, and have once again provided the City with a "clean aUdit", which is the highest rating that can be issued. STAFF RECOMMENDATION: Review and accept audit, accept June Finance Report, and authorize all necessary year end budget changes. 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS 7.1 st. Patrick's Day Parade Route The city Council will review alternate routes for the annual st. Patrick's Day parade sponsored by the Dublin-San Ramon Lions Club. STAFF RECOMMENDATION: Approve parade route and authorize the issuance of a parade permit. 7.2 Historical study Group The City Council will discuss ownership and preservation options of the Heritage Center which consists of the Old Murray School, the Old st. Raymond's Church and the Dublin Cemetery. A study group made up of representatives from the Amador-Livermore Valley Historical Society, Dublin Historical Preservation Association, Dublin Cemetery, Inc., and representatives of the city Council have met and are now seeking direction from the City Council. STAFF RECOMMENDATION: If the Council wishes to pursue acquisition of the historical grounds and buildings, direct Staff to prepare a fiscal analysis of the requests. If the Council is not interested, provide Staff with appropriate direction. 7.3 Extension of Amortization Period for Signs Identified on the Nonconforming Sign Summary List The City Council will review alternatives to address bringing nonconforming signs into compliance. STAFF RECOMMENDATION: utilize the existing Sign Ordinance provisions for compliance -OR- provide Staff direction. 8. NEW BUSINESS 8.1 Review of Proposed Garbage Rate Adjustment and Service Options The City has received 2 reports from the Joint Refuse Rate Review Committee. The first report focuses on management and operations of the City's garbage collection company and makes recommendations for improvements. The second report analyzes the company's request for a rate adjustment. Staff has also provided recommendations for proposed changes to services offered. The proposal includes reducing rates for residential service. STAFF RECOMMENDATION: Receive Staff Report, provide input, and authorize Staff to prepare the necessary documents for consideration at the January 13, 1992 meeting. 8.2 Dublin Boulevard Extension Assessment District 91-1 These actions relate to the formation of an assessment district for the purpose of financing the extension of Dublin Boulevard from Dougherty Road to the Southern Pacific right-of-way. STAFF RECOMMENDATION: Adopt Resolutions: 1) accepting petition and directing City Clerk to file petition and certificate; 2) approving Boundary Map and directing City Clerk to file Map with County Recorder; 3) appointing John Heindel as Engineer of Work; and 4) Resolution of Intention. 8.3 Ten Year cityhood Celebration The City Council will review the plans made for the ten year Cityhood celebration which include an anniversary dinner and a reception to dedicate the Dublin Fine Arts Foundation tile wall. STAFF RECOMMENDATION: Approve preliminary plans. 8.4 1992 Goals & Objectives study Session In February of each year a study session is scheduled for the city Council to review the previous year's goals and objectives and to establish and prioritize those goals & objectives for the upcoming year. STAFF RECOMMENDATION: Direct Staff regarding desired changes, if any, in the format of the study session and establish a meeting date during the last week of February. 8.5 Comments on Dougherty Valley Growth Management and Specific Plan Draft Environmental Impact Report The City of San Ramon has prepared a DEIR for the Dougherty Valley Growth Management and Specific Plan. The plan would allow between 7,000 and 11,000 dwelling units in the Dougherty Valley. The City of San Ramon will accept written comments on the DEIR until January 7, 1992. STAFF RECOMMENDATION: Direct Staff to send letter. 9. OTHER BUSINESS 10. CLOSED SESSION - None 11. ADJOURNMENT - The next Regular Meeting of the Dublin city council will be on Monday, January 13, 1992, 7:30 p.m., Council Chambers.
