PLEDGE OF ALIEGIANCE 'lD THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the Ci ty Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 Proclamation Declaring December as "Alcohol Awareness Month" 4. CONSENT CAlENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meetings of November 25, 1985 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending November 30, 1985 STAFF RECOMMENDATION: Approve 4.3 Solid Waste Collection Request for Proposal Response The City Council directed Staff to circulate a Request for Proposal for Solid Waste Collection. Effective April 1, 1986, the City will assume the franchisor role from the Dublin San Ramon Services District. The only response received which met the requirements of the RFP was submitted by Oakland Scavenger Company. The proposal includes a rate structure and service level consistent with the existing service. STAFF RECOMMENDATION: Direct Staff to negotiate with Oakland Scavenger Company a contract and necessary ordinances based on their proposal dated December 2, 1985. 4.4 Minority Enterprise Program This resolution adopts the Minority Business Enterprise Annual Goals for the 1985-86 Fiscal Year. It continues the goals as 10% disadvantaged business and 1% women owned. STAFF RECOMMENDATION: Adopt Resolution setting annual goals for the Dublin Minority Business Enterprise Program for 1985-86. 4.5 Purchase of FAU Funds from City of Foster City Dublin and Foster City Staffs have negotiated an exchange of Dublin General Funds for Foster City FAU Funds. Approval of the Joint Powers Agreement is necessary by both Cities to initiate the transaction. STAFF RECOMMENDATION: Adopt Resolution approving Joint Powers Agreement with the City of Foster City. 4.6 Award of Bid-Contract 85-7, Alcosta Blvd/San Ramon Road/San Ramon Valley Blvd Traffic Signal Improvement Project The City received seven bids for this project which provides the signalization of a 4-way intersection at Alcosta Boulevard and San Ramon Road and the widening of the northbound portion of San Ramon Road from Alcosta Blvd to Bellina Street. STAFF RECOMMENDATION: Award bid to Hess Construction Company, authorize Mayor to execute agreement and authorize an additional appropriation from the Street Improvement Reserve in the amount of $60,500. 4.7 Acceptance of Work - Parcel Map 4008, Winning Action Investments This minor subdivision constructed half a cul-de-sac (Houston Place) extending east of Dougherty Road. These improvements, as well as street widening on Dougherty Road, have been completed and are now ready for Council acceptance for maintenance. (Three lot commercial subdivision.) STAFF RECOMMENDATION: Adopt Resolution accepting the work completed subject to street lights and street tree work being completed and authorize Staff to accept a maintenance bond in the amount of $43,112.50, plus an additional performance bond of $11,000 for street trees and street lights. 4.8 Economic Consultant and Traffic Consultant for Downtown Improvement Plan The Downtown Improvement Study Committee recommends that Laventhol & Horwath be hired as the Economic Consultant for the Downtown Improvement Plan. For traffic engineering services, TJKM Transportation Consultants has prepared a scope of services under the existing agreement with the City. STAFF RECOMMENDATION: 1) Approve hiring of Laventhol & Horwath for Economic Consultant Services; 2) Approve hiring of TJKM for Traffic Engineering Services; 3) Authorize budget transfer in the amount of $18,500; 4) Authorize City Manager to execute agreements. 4.9 Warrant Register dated December 9, 1985 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Appointment of Representative to Alameda County Housing Authority Housing Commission The City has received a letter from the Housing Authority of Alameda County indicating that the term of office for the City of Dublin representative to the Commission will expire on December 31, 1985. The Authority is requesting that the City make an appointment to the Commission for the 4-year term January 1, 1986 thru December 31, 1989. STAFF RECOMMENDATION: Make Appointment 6. PUBLIC HEARING 6.1 Amendment to 1984 National Electrical Code On November 25, 1985, the City Council introduced this amendment to the 1984 National Electrical Code which would provide for more frequent placement of electrical outlets on permanent walls and partitions in new construction. STAFF RECOMMENDATION: Open public hearing and hear Staff presentation; take testimony from the public; question Staff and public; close public hearing and deliberate; waive reading and adopt ordinance. 6.2 Subdivision Ordinance Amendment Regarding Vesting Tentative Maps On November 25, 1985, the City Council introduced an Ordinance amending the Subdivision Ordinance regarding Vesting Tentative Maps. State Law requires that the procedures be established before January 1, 1986. When a Vesting Tentative Map is approved, the developer gains "vested rights" to complete the development. STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; close public hearing; deliberate; waive second reading and adopt ordinance. 6.3 Appeal of Planning Commission Action to Deny PA85-060 Great Western Savings/Hagman Associates Conditional Use Permit and Site Development Review On November 12, 1985, the City Council granted Great Western Savings/Hagman Associates a second continuance on their appeal of the Planning Commission denial to have a gated, attendant controlled parking lot with 230 spaces. Great Western Savings is requesting a withdrawal of their appeal without prejudice to allow consideration of a new proposal with a different configuration. STAFF RECOMMENDATION: Allow applicant to withdraw the appeal without prejudice. 7 . NEW BUSINESS 7.1 Status Report on 1985 Goals & Objectives At the November 25, 1985 Council meeting, the Council requested a status report on the 1985 Goals & Objectives.
