Public Employee Performance Evaluation pursuant to Government Code Section 54957, Title: City Manager 1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG 2. REPORT OF CLOSED SESSION ACTION 3. ORAL COMMUNICATIONS 3.1 Introduction of New Employees: Swathi Boreda, Assistant Planner; and Caroline Soto, Secretary to tbe City Manager/Deputy City Clerk (700-10) 3.2 Appointment to Alameda County Mosquito Abatement District (100-30) The City has received a letter from the Alameda County Mosquito Abatement District advising that Dublin Trustee Dr. James Kohnen's term would expire January 2, 2006, and requesting that Dr. Kohnen be re-appointed to serve another two-year term. STAFF RECOMMENDATION: Adopt Resolution reappointing Dr. Kohnen to the Alameda County Mosquito Abatement District Board of Trustees and direct the City Clerk to forward a certified copy of the Resolution to the District. 3.3 SeJection of Vice Mayor (610-20) STAFF RECOMMENDATION: Select Vice Mayor to serve for a period of one year. 3.4 Public Comments At this time, the public is permitted to address the City CounCil on non·agendlled items. CONSENT CALENDAR Consent Calendar i!ems are typically non-controvetSial in nature and are considered for approval by the City Council with one sIngle action. Members of the audience, Staff or the City Council who' would like an ¡18m removed from the Consent Calendar for purposes of public input may request the Mayor to remove the Item. 4.1 Minutes of Special Meeting of November 15, 2005, Regular Meeting of November 15, 2005, and Special Meeting of November 18, 2005. STAFF RECOMMENDATION: Approve 4.2 Acceptance of Work - Dolan Park Playground Renovation, Contract No. 05-10 (600-35) The City's Contractor, G and G Builders, has completed the renovation of the two play areas at Dolan Park. Staff is seeking Council authorization to accept the project. STAFF RECOMMENDATION: Accept final faci1îty improvements; and adopt Resolution accepting completed facility improvements. 4.3 Revisions to Personnel System (720-40) The City Council will authorize the annual change in the City's health benefit premiums for current (active) employees effective January 1,2006. STAFF RECOMMENDATION: Adopt Resolution amending Benefit Plan. 4.4 Ordering Annexation of Dublin Rancb Areas B, C F & H to the Dublin Ranch Street Lighting Maintenance Assessment District No. 99-1 (360-20) The Dublin Ranch Street Lighting Maintenance Assessment District No. 99-1 funds the electric energy, maintenance, and repair costs associated with the decorative street lighting within Dublin Ranch. This assessment district was formed in 1999 at the request of the developers in Phase I of Dublin Ranch. The proposed resolution will annex all the remaining area of Dublin Ranch (Areas B, C, F & H) to the District. STAFF RECOMMENDATION: Adopt Resolution ordering annexation of Dublin Ranch Area B, C, F & H to the Dublin Ranch Street Lighting Maintenance Assessment District No. 99·1. 4.5 Award of Bid - Contract No. 05-07, Undergrounding of Utilities at tbe Intersection of Dublin Boulevard and Dougherty Road (600-35) This project will underground existing overhead utilities along Dougherty Road between Sierra Lane and Dublin Boulevard, and portions of Dublin Boulevard and Scarlett Court in preparation for the project to widen and improve the Dublin Boulevard/Dougherty Road Intersection. STAFF RECOMMENDATION: Approve additional appropriation in the amount of $218,087 from New Revenues Fund; and adopt Resolution awarding Contract No. 05-07, Undergrounding of Utilities at the Intersection of Dublin Boulevard Road to Tennyson Electric, Inc. 4.6 Consultant Services for Geotechnical Engineering, Sbannon Community Center (600-30) City Staff solicited Request for Proposals for geotechnical services in September 2005. Based on the proposal and reference reviews, ENGEO, Inc., provided the City with the scope and qualifications that were most closely suited to the City's requirements for the project. STAFF RECOMMENDATION: Adopt Resolution approving Consultant Services for Geotechnical Engineering with ENGEO, Inc. 4.7 Warrant Register ($6,704,765.01) dated December 6, 2005 (300.40) STAFF RECOMMENDATION: Approve 5. WRfITEN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 City of Dublin Zoning Ordinance Amendment - Amendment to Cbapter 8.12, Zoning Districts and Permitted Uses of Land; Chapter 8.76, Off-Street Parking and Loading Regulations; Cbapter 8.100, Conditional Use Pennit, and Enact Chapter 8.87, Garage Conversion of the Dublin Zoning Ordinance, PA 03-002 (430.20) This is the second reading of two Ordinances, the first of which would repeal Ordinance No. 4-03, which established a conditional use permit process for garage conversions. The second Ordinance would create a new ministerial process for garage conversions based on performance standards. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive second reading and adopt Ordinance to repeal Ordinance 4-03; and waive second reading and adopt Ordinance to allow garage conversions as a ministerial action. 6.2 Fallon VUIage (formerly EDPO) Final Supplemental Environmental Impact Report, General Plan and Specific Plan Amendments, PD Rezone with related Stage 1 Development Plan for the Overall Fallon VUIage Project, Stage 2 Development Plan for tbe Northerly 488 Acres of Fallon Village Owned/Controlled by Braddock & Logan, and Development Agreement between City of Dublin and Dublin RE Investors (Braddock & Logan), PA 04-040 (600..60/420..30) The City Council will consider a request to certify the Final Supplemental Environmental Impact Report (EIR), and approve a General Plan and Specific Plan Amendment and a Stage I Planned Development (PD) Rezone to allow construction of 3,108 residential units and 2,503,175 square feet of non-residential development tor the overall Fallon Village project. Additionally, the City Council will consider approving a request for a Stage 2 PD Rezone and a Development Agreement for the northerly 488 acres of land owned/controlled by Braddock and Logan. The proposed project formerly known as the East Dublin Property Owners (or EDPO), is located east of Fallon Road and the Dublin Ranch project, west and southwest of the City Limits boundary with unincorporated Alameda County, and north of 1-580. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution certifying a Supplemental EIR; adopt Resolution approving General Plan and Eastern Dublin Specific Plan Amendments; waive reading and INTRODUCE Ordinance approving a PD Rezone with Stage 1 Development Plan; waive reading and INTRODUCE Ordinance approving a PD Rezone with Stage 2 Development Plan for the northerly 488 acres of Fallon Village owned/ controlled by Braddock & Logan; and waive reading and INTRODUCE Ordinance approving a Development Agreement with Dublin RE Investors (Braddock & Logan) for the northerly 488 acres of Fallon Village owned/controlled by Braddock & Logan. 6.3 Senior Center Facility Use Policy and Fee Schedule (240-10) The City Council will consider the proposed Facility Use Policy and Fee Schedule for the new Dublin Senior Center. If adopted, reservations for rental of the Senior Center will be accepted in January for spring rentals. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution establishing a Facility Use Policy and Rental Fee Schedule for the Dublin Senior Center. 7. UNFINISHEp ~USINESS 7.1 SeJection of tbe City Council/Commissions Workshop and Goals & Objectives/Budget Study Session Dates for the 2006-2007 Budget Process (100-80) At its November 15, 2005 meeting, the City Council requested that Staff return with additional dates for both the City Council/Commissions Workshop and Goals & Objectives! Budget Study Session for the 2006-2007 Budge! process. STAFF RECOMMENDATION: Confirm dates for both the City Council/Commissions Workshop and Goals & Objectives/Budget Study Session for the 2006-2007 Budget process. 8. NEW BUSINESS 8.1 Civic Center Workspace Programming Study - Architectural Services (600-30) In October 2005, Staff solicited a Request for Proposal from seven architectural firms to complete the Civic Center Workspace Programming Study. MKThink, Interior Architects, demonstrated in their proposal and interview the experience necessary to complete the project. The report will include Staff recommendations on re-configuration of office space and expansion options along with costs of the Civic Center.
