CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Presentation of December Customer Service Award to Fawn Holman 3.2 Certification of Election Results 3.3 Administration of Oath of Office to Newly Elected Mayor & Councilmember 3.4 Installation of Mayor Pro Tempore 3.5 Appointment of Planning Commission, Park & Recreation Commission & Senior Center Advisory Committee Members At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Conrnents should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of November 9, 1992 STAFF RECOMMENDATION: Approve 4.2 Renewal of Agreement for NORCAL Employment Relations Training The City has participated in this employee relations training consortium since 1987. The consortium provides an excellent opportunity for supervisory and management personnel to obtain training which covers a wide range of issues such as ADA, labor relations, sexual harassment, employee evaluations, discipline procedures and leadership. STAFF RECOMMENDATION: Approve the City's continued participation in the program and authorize the City Manager to execute the agreement. 4.3 Sale of Police Vehicles as Surplus Property As a result of the City purchasing 6 new Police vehicles this fiscal year, Staff requests that the old vehicles be declared surplus and that they be sold through the auction process. STAFF RECOMMENDATION: 1) Adopt Resolution declaring the police vehicles as surplus property; 2) Approve the sale of the vehicles; and 3) Direct the Finance Department to work with First Capitol Auction Company of Benicia to auction all 6 surplus patrol vehicles. 4.4 City Treasurer's Investment Report as of October 31, 1992 STAFF RECOMMENDATION: Approve 4.5 Warrant Register Dated November 23, 1992 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Detachment from Livermore Area Recreation & Park District The City Council will consider approving the detachment of two parcels adjacent to Tassajara Rd. from the Livermore Area Recreation & Park District. STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution approving the detachment. 6.2 City of Dublin Zone Change PA 92-067 This is the second reading of an Ordinance to rezone a total of 8 parcels in the vicinity of Village Parkway and Clark Avenue, south of Dublin Boulevard from the M-1, Light Industrial District to the C-O, Administrative Office and C-2, General Commercial Districts. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance -OR- give Staff and Applicant direction. 6.3 Ordinance Amending Chapter 2.12 of the Dublin Municipal Code Relating to Appointment of Planning Commission Members On November 9, 1992, the City Council introduced an Ordinance which would provide that Planning Commissioners are appointed by the Mayor, subject to the approval of the City Council. The Commissioners shall serve their respective terms of office at the sole pleasure of the Mayor and the Mayor may, without the approval of other Councilmembers, remove a Commissioner at any time during the Commissioner's term of office. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive second reading and ADOPT Ordinance. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Acceptance of Gifts to City Two cash gifts have recently been received by the City. A $300 gift was received from an anonymous donor, to be used to purchase equipment for the Senior Center's meals program and the Dublin-San Ramon Lions Club has donated $350 for repair of the damaged slide in the handicapped playground at Kolb Park. The slide was damaged by vandals and has been replaced at a cost to the City of $455. STAFF RECOMMENDATION: Accept gifts and direct Staff to prepare formal acknowledgment to the Dublin-San Ramon Lions Club. 9. OTHER BUSINESS 10. CLOSED SESSION - None 11.
