PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 Introduction of New Employee: Deputy Jeff Bromstead 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of November 9, 1987 STAFF RECOMMENDATION: Approve 4.2 Financial Report for Period Ending October 31, 1987 STAFF RECOMMENDATION: Approve 4.3 Alameda County Waste Management Authority Joint Powers Agreements (JPA's) As part of the planning for the Alameda County Solid Waste Management Plan, it has been suggested that the structure of the organization should be revised. In order to accomplish this, an amendment to the current JPA is necessary. Also, execution of an agreement creating a new JPA is required. STAFF RECOMMENDATION: Adopt Resolution 4.4 Approval of Final Map - Tract 5777 - Pulte Homes Improvement plans and the Final Map for Tract 5777 have been reviewed and found to be in conformance with the Tentative Map and Conditions of Approval. STAFF RECOMMENDATION: Adopt Resolutions accepting Final Map and accepting Deposit in-Lieu of Land for Parkland Dedication. 4.5 Consideration of Revision to Alameda County Solid Waste Management Plan On September 28, 1987, the City Council adopted the Solid Waste Management Plan as drafted. The Solid Waste Management Authority has requested that cities consider adopting revised language for two sections. STAFF RECOMMENDATION: Adopt Resolution approving an amendment to the Alameda County Waste Management Plan. 4.6 Warrant Register dated November 23, 1987 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS - None 6. PUBLIC HEARING 6.1 Appeal of Planning Commission Action re PA87-056 Lopez Variance from required minimum rear yard setback and required setback between structures, 7632 Canterbury Court The Applicant is requesting a Variance approval for 1) reduced rear yard setback for an existing patio cover and room addition which were constructed without building permits and 2) for reduced setback between existing main structure and accessory structure on site. Several significant building code violations exist on the illegally constructed room addition and patio cover. STAFF RECOMMENDATION: Conduct public hearing; Deliberate; Adopt resolution upholding the Planning Commission decision 1) approving the Variance request for reduced setback for the accessory structure and main structure and 2) denying the Variance request for reduced rearyard setback for the room addition and patio cover; or give Staff and Applicant direction and continue the matter. 6.2 Appeal of Planning Commission Denying PA86-017 Corwood Car Wash Conditional Use Permit and Site Development Review at 6973 Village Parkway This item was continued from the October 26, 1987 City Council meeting. Major issues involve encroachments into the City right-of-way at three proposed locations along Village Parkway and Lewis Avenue, and mitigation measures to avoid such encroachments. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolutions. 6.3 Ordinance Adopting the City of Dublin Traffic Code This Ordinance was introduced at the November 9th Council meeting and is part of the City's Municipal Code update. These items of regulation are already in effect in the City of Dublin. This Code is proposed to be adopted apart from the Traffic ordinance so that the body of the Municipal Code will not need to be modified each time a traffic control device or marking is approved. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance. 6.4 Ordinance Relating to Traffic Control and Traffic Regulations This Ordinance was introduced at the November 9th Council meeting and is part of the City's Municipal Code update. Most provisions are essentially the same as those of the Alameda County Ordinance Code adopted by reference in 1982. Individual traffic regulations are included in a separate "Traffic Code". STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance. 6.5 Ordinance which Adopts the 1985 Edition of the Uniform Building Code, 1985 Uniform Plumbing Code, 1985 Uniform Mechanical Code, 1985 Uniform Housing Code and 1987 National Electrical Code This Ordinance will repeal Ordinance No. 02-84, which was the original Ordinance adopting the 1982 Uniform Code. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance. 6.6 Ordinance Relating to Bingo Games This ordinance establishes eligibility and application procedures for the operation of bingo games within the City limits of Dublin. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance. 6.7 Ordinance Establishing Minimum Standards and Providing Regulations for Grading, Construction, and Maintenance of Landfills and Excavation and for Control of Erosion and Sediment and Repealing City of Dublin Ordinance No. 19-82. This ordinance is part of the City's Municipal Code update and serves the same purpose as the Alameda County Grading Ordinance which the City adopted by reference in 1982. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce ordinance. 7. UNFINISHED BUSINESS 7.1 Dublin High School Grounds Improvement Task Force The Council will be presented with the applications received for the Dublin High School Grounds Improvement Task Force and discuss making appointments to the Task Force. STAFF RECOMMENDATION: Make appointments to the Task Force and direct Staff to notify applicants of the status of their application. 8. NEW BUSINESS 8.1 Dolan Park - Phase II The final design for Dolan Park, Phase II will be presented for Council review. STAFF RECOMMENDATION: Receive presentation from Cardoza DiLallo Harrington; receive public comments; approve design of Phase II improvements as shown or direct Architect to add multi-use backboard; authorize Architect to proceed with preparation of construction documents based on approved design. 8.2 Stagecoach Park Dedication Completion of Stagecoach Park is scheduled for January, 1988. Staff and the Park & Recreation Commission have developed tentative plans for the park dedication ceremony. STAFF RECOMMENDATION: Approve Stagecoach Park dedication; provide input on date, time and program. 9. OTHER BUSINESS 10. CLOSED SESSION 11. ADJOURNMENT
