Nancy E. O'Malley, District Attorney for Alameda County, will make a presentation on the
Alameda County District Attorney's Office.
STAFF RECOMMENDATION: Receive presentation.
3.2 Proclamation Recognizing Major Eric Boettcher (610-50)
3.3 Proclamation Recognizing National Family Week (610-50)
3.4 Business Anniversary Awards and Recognition of StopWaste Partnership Business
Efficiency Awards to Carl Zeiss Meditec and Save Mart Supermarkets (470-70)
In 2007, the City Council instituted a Business Recognition Program, which was to
acknowledge, among other things, significant business anniversaries (10, 20 and 30 years) in
the City of Dublin. Businesses celebrating 20- and 30-year anniversaries are to be formally
recognized at City Council meetings in May and November of each year. In addition to
recognizing business anniversaries, the City also wishes to recognize two Dublin businesses -
Carl Zeiss Meditec and Save Mart Supermarkets for receiving the StopWaste Partnership
Business Efficiency Award.
STAFF RECOMMENDATION: Formally recognize the business anniversaries, as well as, Carl
Zeiss Meditec and Save Mart Supermarkets for winning the StopWaste Partnership Business
Efficency Award.
3.5 Recognition of the Participants of the 2009 City of Dublin 101 Academy (150-80)
The City Council will recognize the participants of the 2009 Dublin 101 Academy.
STAFF RECOMMENDATION: Recognize the participants of the 2009 City of Dublin 101
Academy.
3.6 Presentation to City Council by Speed Demonz Robotics Team (130-40)
The City Council will receive a presentation by Dublin students from Green Elementary and
Fallon Middle School regarding their solution to possible City storm drain contamination.
STAFF RECOMMENDATION: Receive presentation.

3.7 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of October 20, 2009
STAFF RECOMMENDATION: Approve minutes.
4.2 Award of Bid -Contract No. 09-11, Fiscal Year 2009-2010 ADA Curb Ramp Installation
Program (600-35)
On October 20, 2009, the City Council authorized Staff to solicit bids for Contract No. 09-11,
Fiscal Year 2009-2010 ADA Curb Ramp Installation Program. This year's Americans with
Disabilities Act (ADA) Transition Plan Project (CIP No. 939101) will include the
construction of approximately 18 pedestrian curb ramps. The ramps are funded through a
Community Development Block Grant Recovery (CDBG-R) grant and the General Fund
(1001) as identified in the ADA Transition Plan Project (CIP No. 939101).
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 09-11, Fiscal Year
2009-2010 ADA Curb Ramp Installation Program to FBD Vanguard Construction, Inc.
4.3 Approval of Second Amendment to PCS Site Agreement for Lease of Communications Site
(Shannon Park 11600 Shannon Avenue) (600-30)
The City has a lease agreement with a telecommunications firm for a small site adjacent to
Shannon Center. In exchange for the City's consent to a transfer of the lease from Sprint to
Global Signal, Global Signal has offered to increase the rent by $100 per month and make a
one-time payment of $6,000.
STAFF RECOMMENDATION: Adopt Resolution Approving the Second Amendment to the
PCS Site Agreement (Shannon Park 11600 Shannon Avenue).
4.4 Zoning Ordinance Amendments -Amendments to the Dublin Municipal Code related to
Indoor Recreational Facilities including Modifications to Chapter 8.08 (Definitions),
Chapter 8.12 (Zoning Districts and Permitted Uses), Chapter 8.76 (Off Street Parking and
Loading), Chapter 8.116 (Zoning Clearance), and Chapter 8.132 (Notice and Hearing).
Amendments also Include the Creation of Two New Chapters: Chapter 8.70 (Indoor
Recreational Facilities) and Chapter 8.102 (Minor Use Permit), and Amendments to the
Fee Schedule for Processing Indoor Recreational Facility Applications; ZOA 09-002
(450-20)
At the request of the City Council, Planning Division Staff has reviewed the Zoning
Ordinance requirements for various business types in an effort to streamline the entitlement
process for development applications and to promote businesses in Dublin. Staff is
recommending several Zoning Ordinance Amendments that will modify the permit and
parking requirements for Indoor Recreational Facilities and facilitate quicker processing of
certain applications. This will allow those facilities with minimal impacts a much shorter
review time at a lower up front cost to the Applicant. The City Council introduced the
Ordinance at its meeting on November 3, 2009.
STAFF RECOMMENDATION: Waive the reading and adopt Ordinance Amending Zoning
Ordinance Chapter 8.08 (Definitions), Chapter 8.12 (Zoning Districts and Permitted Uses),
Chapter 8.76 (Off Street Parking and Loading), Chapter 8.116 (Zoning Clearance), Chapter
8.132 (Notice and Hearing) and the Creation of Two New Chapters: 8.70 (Recreational Facilities
(Indoor)) and 8.102 (Minor Use Permit) relating to Indoor Recreational Facilities ZOA 09-002.

4.5 Approval of Bus Shelter Encroachment and Maintenance Agreement with Livermore
Amador Valley Transit Authority (LAVTA) (600-40)
The City Council will consider entering into an agreement with the Livermore Amador Valley
Transit Authority (LAVTA) that defines the encroachment and maintenance responsibilities
for both parties in operating and maintaining bus stops and bus shelters within the City of
Dublin.
STAFF RECOMMENDATION: Adopt Resolution Approving the Bus Shelter Encroachment
and Maintenance Agreement between the Livermore Amador Valley Transit Authority and the
City of Dublin.
4.6 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS -None.
6. PUBLIC HEARINGS
6.1 Vacation of the Westernmost Portion of Scarlett Court (820-10)
The City Council is being asked to consider adopting a Resolution vacating the westernmost
portion of Scarlett Court.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Reso_ lotion
Vacating the Westernmost Portion of Scarlett Court.
6.2 Vacation of the Easternmost Portion of Scarlett Court (820-10)
The City Council is being asked to consider adopting a Resolution vacating the easternmost
portion of Scarlett Court.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution
Vacating the Easternmost Portion of Scarlett Court.
6.3 Introduction of Ordinance Amending Chapter 2.28 of the Dublin Municipal Code (630-20)
The City Council will consider whether to introduce an Ordinance amending Chapter 2.28 of
the Dublin Municipal Code relating to Campaign Finance.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive reading and
INTRODUCE Ordinance Amending Chapter 2.28 of the Dublin Municipal Code Relating to
Campaign Contributions.
6.4 Introduction of Ordinance Amending Dublin Municipal Code Chapters 2.08 (City
Council), 2.12 (Planning Commission), 2.16 (Parks and Community Services Commission),
2.18 (Heritage and Cultural Arts Commission) and 2.44 (Disaster Preparedness) (660-60)
The City Council will consider minor changes to Title 2 of the Dublin Municipal Code related
to Chapters 2.08 (City Council), 2.12 (Planning Commission), 2.16 (Parks and Community
Services Commission), 2.18 (Heritage and Cultural Arts Commission) and 2.44 (Disaster
Preparedness).
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive reading and

7. UNFINISHED BUSINESS
7.1 Presentation of a Traffic Signal Warrant and Operations Study for the Intersection of
Amador Valley BoulevardBrighton Drive (590-40)
Staff has completed work on the City Council's High Priority Goal, "Study need for
signalizing Brighton and Amador Valley Boulevard". Based on a thorough review of site
conditions compared against industry standard published signal warrants, conditions suggest
that the installation of a traffic signal is justified. As such, this item seeks City Council
direction to establish a Capital Improvement Project (CIP) for Fiscal Years 2010-2011 and
2011-2012 to design and construct a traffic signal at Amador Valley BoulevardBrighton
Drive.
STAFF RECOMMENDATION: Direct Staff to establish a new CIP starting in Fiscal Year
2010-2011 to design and construct a traffic signal at Amador Valley BoulevardBrighton Drive.
7.2 Fiscal Year 2010-2011 Goals & Objectives and Budget Process: New Dates (100-80)
The City Council will be asked to confirm newly proposed dates for the Fiscal Year 2010-
2011 Goals and Objectives and Budget Process.
STAFF RECOMMENDATION: Confirm the newly proposed dates associated with the Fiscal
Year 2010-2011 Goals and Objectives and Budget Process.
8. NEW BUSINESS
8.1 Sales Tax Reimbursement Agreement with 6450 Motors LLC (600-30)
In January 2009, City Council adopted the Sales Tax Reimbursement Program as one way to
stimulate economic investment in Dublin. Representatives of 6450 Motors LLC, the
operators of the new Hyundai dealership in the City of Dublin, requested participation in the
Sales Tax Reimbursement Program in August 2009 to assist them with the substantial tenant
improvements for 6015 Scarlett Court valued at $670,000.
STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement for
Reimbursement of Sales and Use Tax Revenue with 6450 Motors, LLC Relating to
Improvements to be Performed on a Property Located at 6015 Scarlett Court.
8.2 Branding and Promotions Plan for Annual St. Patrick's Day Celebration (950-40)
The City Council will consider the proposed branding and promotions plan for the Annual
St. Patrick's Day Celebration.
STAFF RECOMMENDATION: Receive report, select preferred event tagline, event logo and
approve the proposed poster themes for the next four years or provide alternate direction.
8.3 Elected Officials Summit (100-80)
One of the City Council's High priority goals for Fiscal Year 2009-2010 is to explore the
feasibility of creating an annual Elected Officials Summit (Summit). This report will give a
status update of that goal.
STAFF RECOMMENDATION: Provide direction to Staff on preferred date of Summit and
appoint City Councilmember(s) to work on the Summit Steering Committee.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
