HomeMy WebLinkAbout*CC Agenda 11-13-1990 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - November 13, 1990 DUBLIN CIVIC CENTER Tuesday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and review several days prior to a council meeting at the Dublin Library and also in the city Clerk's Office at the civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Introduction of New Employee, Linda Thomas, Recreation Department Clerk Typist/Receptionist 4. CONSENT CALENDAR Consent calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 4.2 4.3 4.4 4.5 4.6 4.7 4.8 Minutes: Regular Meeting of October 29, 1990 STAFF RECOMMENDATION: Approve Private Vehicle Accessway Maintenance Agreement, Torrey Pines, Village IV, Tract 6052 This agreement provides that, in the event the homeowners' association fails to maintain the private streets within Torrey pines in a safe condition, the City may maintain the streets at the expense of the property owners. STAFF RECOMMENDATION: Adopt Resolution city Treasurer's Investment Report for Period Ending October 31, 1990 STAFF RECOMMENDATION: Accept Report Signs in the Public Right-of-Way The City Council requested that Staff report on the existing fees or penalties for signs placed in the public right-of-way. The encroachment and sign ordinances provide that the City can collect the cost of removing the signs. STAFF RECOMMENDATION: Retain existing Ordinance sections and direct Staff to collect the cost of sign removals over $50. Summer 1990 Quarterly Recreation Report The Recreation Department has prepared a report which summarizes the programs and activities conducted during the summer quarter, June through August. STAFF RECOMMENDATION: Receive Report Dublin Fine Arts Foundation (DFA) Donor Recognition Program The city Council has previously given conceptual approval to a fundraising program proposed by DFA. The project involves the installation of plaques at the Civic Center recognizing donors. STAFF RECOMMENDATION: Authorize Mayor to execute agreement. Revisions to Personnel System Revisions are being proposed to the Personnel System related to benefits and salary ranges based on the City'S annual comprehensive market survey and discussions with City employees. STAFF RECOMMENDATION: Adopt Resolutions. Agreement with Wilsey & Ham for Dublin Boulevard Extension Plans and Specifications This agreement provides for right-of-way surveying and roadway design for the Dublin Boulevard extension from Dougherty Road to Tract 5900. The proposed $49,800 contract amount is within funds budgeted for engineering services. STAFF RECOMMENDATION: Adopt Resolution. 4.9 Information Report on Flood Insurance Program A National Flood Insurance Program exists for the purpose of restricting building in flood prone areas to mitigate costs of flooding. Property financed by agencies receiving Federal funding must purchase flood insurance if within areas subject to flooding. since the maps were prepared in 1974, there have been many flood control improvements constructed. Staff intends to request a Local Map Maintenance Program in order to update the current maps. This could potentially result in reducing or eliminating areas subject to flooding and may reduce insurance costs to Dublin property owners. STAFF RECOMMENDATION: Receive report. 4.10 Authorization to Solicit Bids for Contract 90-11, Frederiksen School Kindergarten Tot Lot The City Council will review the plans and specifications for the construction of the play area at Frederiksen School. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.11 Finance Report for Period Ending October 31, 1990 STAFF RECOMMENDATION: Receive Report 4.12 Warrant Register Dated November 13, 1990 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 silvergate Drive - stop signs proposed @ Betlen Drive and @ castilian Road OR Amarillo Road This proposed resolution would approve the installation of stop signs on silvergate Drive at the intersections of Betlen Drive and Amarillo Road. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 7. UNFINISHED BUSINESS 7.1 Annual Tree Lighting Ceremony The City Council will review alternates for decorating the Clock Tower for the holiday season. Cost estimates range from $2,120 to $4,800. STAFF RECOMMENDATION: Consider. 8. NEW BUSINESS 8.1 Initiation of General Plan Amendment JL Construction Company is requesting an amendment to the Housing Element of the General Plan to allow fees to be paid in-lieu of providing a percentage of units in large mUlti-family projects as rentals for a specified period of time. STAFF RECOMMENDATION: Review description of proposed change and authorize Staff to initiate a General Plan amendment. 8.2 Dublin Fine Arts Foundation Loaned Art Program - Sculpture #2 The city Council has previously approved an agreement with DFA to install a sculpture as part of a Loaned Artwork Program. DFA has presented a proposal for a second sculpture to be located on the civic Center grounds. STAFF RECOMMENDATION: If the City Council concurs with the conditions under which the artwork will be displayed, authorize the Mayor to execute the agreement and direct Staff to work with DFA to complete the installation. 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Potential Litigation, Government Code section 54956.9(c) 11.
