place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of October 6, 2009
STAFF RECOMMENDATION: Approve minutes.

4.2 Approval of Lease Agreement with American Medical Response West, Inc. for Parking at
Fire Station 16 (7494 Donohue Drive) (600-30)
The City Council will consider a one year lease with American Medical Response West, Inc.
for the use of up to nine (9) parking spaces at Fire Station 16 (7494 Donohue Drive).
STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Execute a
Lease Agreement with American Medical Response West, Inc. for the Use of Parking Spaces at
Fire Station 16 at 7494 Donohue Drive.
4.3 Acceptance of Work -Contract No. 09-01, Energy Efficient Window Treatments, Solar
Control Glass Tinting Company (600-35)
Work under Contract No. 09-01, Energy Efficient Window Treatments, is now complete. The
City Council will accept the final facility improvements.
STAFF RECOMMENDATION: Adopt Resolution Accepting Improvements to the Dublin
Civic Center and Senior Center (Contract No. 09-01).
4.4 Final Budget Changes For Fiscal Year 2008-2009 (330-20)
The City financial policies require City Council approval of budget adjustments when more
than one activity or funding source is involved. The City Council will consider recommended
budget changes as part of the closing of the City's financial records for Fiscal Year 2008-
2009. The adjustments to the General Fund represent less than one percent of the authorized
expenditures.
STAFF RECOMMENDATION: Receive report; authorize Mayor to execute the attached
budget change; and direct Staff to include this information in the Final Comprehensive Annual
Financial Report, which will be presented to the City Council later this year.
4.5 City Treasurer's Investment Report for 1st Quarter 2009-2010 (320-30)
The City's investment portfolio totals $91,518,517 (par value). As of September 30, 2009,
funds were invested at an average yield of 3.032%. The portfolio includes both discretionary
and restricted funds and the balance will fluctuate throughout the year. Staff will provide a
background report on the City investment portfolio as well as the investment results as of
September 30, 2009.
STAFF RECOMMENDATION: Receive the Quarterly Investment Report.
4.6 Approval of Carry-Over Operating Appropriations From Fiscal Year 2008 - 2009 to Fiscal
Year 2009 - 2010 (330-20)
In Fiscal Year 2008 - 2009 the City Council appropriated funds in the operating budget which
were not expensed by the last day of the fiscal year. However, the expenditures will occur in
Fiscal Year 2009 - 2010. The City Council is requested to authorize a designation of funds in
the City financial records as reserved for activities to occur in Fiscal Year 2009 - 2010; and
approve a budget change.
STAFF RECOMMENDATION: Receive report; authorize Mayor to execute the attached
budget change; and direct Staff to include this information in the Final Comprehensive Annual
Financial Report, which will be presented to the City Council later this.year.
4.7 Warrant Register ($1,207,564.31) dated November 3, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

6. PUBLIC HEARINGS
6.1 ZOA 09-002: Zoning Ordinance Amendments to the Dublin Municipal Code related to
Indoor Recreational Facilities including Modifications to Chapter 8.08 (Definitions),
Chapter 8.12 (Zoning Districts and Permitted Uses), Chapter 8.76 (Off Street Parking and
Loading), Chapter 8.116 (Zoning Clearance), and Chapter 8.132 (Notice and Hearing).
Amendments Also include the Creation of Two New Chapters: Chapter 8.70 (Indoor
Recreational Facilities) and Chapter 8.102 (Minor Use Permit), and Amendments to the
Fee Schedule for Processing Indoor Recreational Facility Applications (450-20)
At the request of the City Council, Planning Division Staff has been reviewing the Zoning
Ordinance requirements for various business types in an effort to streamline the entitlement
process for development applications and to promote businesses in Dublin. Staff is
recommending several Zoning Ordinance Amendments that will modify the permit and
parking requirements for Indoor Recreational Facilities and facilitate quicker processing of
certain applications. This will allow those facilities with minimal impacts a much shorter
review time at a lower up-front cost to the Applicant.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive reading and
INTRODUCE Ordinance Amending Zoning Ordinance Chapter 8.08 (Definitions), Chapter 8.12
(Zoning Districts and Permitted Uses), Chapter 8.76 (Off Street Parking and Loading), Chapter
8.116 (Zoning Clearance), Chapter 8.132 (Notice and Hearing) and the Creation of Two New
Chapters: 8.70 (Indoor Recreational Facilities) and 8.102 (Minor Use Permit) Relating to Indoor
Recreational Facilities (ZOA 09-002); and adopt Resolution Amending Resolution 49-06 to
Revise the Adopted Fee Schedule and Add Fees for the Following Applications: Zoning
Clearance For Indoor Recreational Facilities, Minor Use Permit, Minor Amendment to a Minor
Use Permit, and Major Amendment to a Minor Use Permit (ZOA 09-002).
7. UNFINISHED BUSINESS
7.1 Approval of City Directional Signage, Criteria and Policy Amendment to Streetscape
Master Plan; Approval of Design and Location of Scarlett Court Directional Signage
(470-40)
The City Council provided direction to Staff to formalize a City directional sign program and
to create a new policy and related criteria to allow for City directional Signage for places,
buildings, or locations of regional or historical significance. Staff is recommending that the
City Council approve, by resolution, amendments to the City's Streetscape Master Plan
policies to allow City directional signs to be placed in the public right-of--way. Additionally,
Staff is recommending City Council approval for the design and location of the Scarlett Court
directional signs.
STAFF RECOMMENDATION: Adopt Resolution Amending City of Dublin's Streetscape
Master Plan Policies to Allow City Directional Signage for Places, Buildings, or Locations of
Regional or Historical Significance when requests meet certain criteria; and approve the sign
locations and design of a City directional sign for automotive dealers on Scarlett Court and
Scarlett Drive.
8. NEW BUSINESS
8.1 Consideration of City Sponsorship of Earl Anthony Memorial PBA Open (150-10)
The City Council will consider the possible sponsorship of the Earl Anthony Memorial PBA
Open and provide Staff direction.
STAFF RECOMMENDATION: Consider the possible sponsorship of the Earl Anthony
Memorial PBA Open and provide Staff with direction on this matter.

8.2 Appointments to Citizens/Organization of the Year Ad-Hoc Committee (110-30)
Each year, the City of Dublin recognizes a citizen, young citizen and organization of the year
at its Volunteer Recognition Event. As part of this process, an Ad Hoc Committee comprised
of two Dublin Councilmembers is needed to perform duties including arranging for impartial
judging and selection of winners. The City Council will consider appointment of two
Councilmembers to the Ad Hoc Committee.
STAFF RECOMMENDATION: Confirm the appointment of Councilmember Biddle and
Councilmember Scholz to the Citizens/Organization'ofthe Year Ad Hoc Committee.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
