l\t this time, members of the audience are permitted to address the City Council on any item
which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any
person feels that this is not sufficient time to address their concern, that person should
arrange with the City Manager to have their particular concern placed on the agenda for a
future meeting.
4. mNSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for
purpose of public input may request the City Council to remove the item from the consent
calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes of Regular Meeting of September 23, 1985

4.2 City Treasurer's Investment Report for Period Ending September 30, 1985

4.3 Shannon Center Lease Renewal
A meeting of the City/District Liaison Committee was held on October 3, 1985. The
Shannon Center lease was discussed and mutually agreeable changes were made to Pages 4
and 6.
STAFF REca.1MENDATION: 1) Approve the revised lease agreement; 2) Authorize the
Mayor to execute the agreement
4.4 Acceptance of Right-of-Way Dedication-Donlon Way north of Dublin Boulevard
This deed of dedication provides a portion of the right-of-way for the planned
Donlon Way cul-de-sac north of Dublin Boulevard.
STAFF REca.1MENDATICN: 1) Adopt resolution; 2) Instruct City Clerk to record
documents
4.5 Approval of Final Map - Tract 5388 (Morrison Homes - 174 Units)
The plans, agreements and bonds for the 174 unit condominium proj ect proposed by
Morrison Homes just west of San Ramon Road (behind the Town & Country Shopping Center)
have been reviewed for conformance to City standards and conditions. It is now in
order for the City Council to approve the Final Map for recordation.
STAFF RECCMMENDATICN: Adopt Resolution Accepting Final Map; Adopt Resolution
Accepting Deposit in Lieu of Land for Park Land Dedication ($343,035)
4.6 Acceptance of Grant of Easement for Slope Maintenance and Landscaping on Various
Lots of Tract 4719
The Landscaping and Lighting Assessment District No. 1983-2 will be maintaining
slope areas over several lots within Tract 4719. In accordance with the City's
previous agreement with the property owner, the City needs to accept an easement over
these areas in order to do this maintenance.
STAFF RECCMMENDATION: Adopt resolution to accept easement
4.7 Park Developnent Plan
Five firms sutmitted proposals for the Park Developllent Plan. Interviews were
conducted and it was the consensus of the committee to retain the services of Singer &
Hodges, Inc., for design of the Park Development Plan. In addition, it was the
committee's recommendation that the City proceed with Option II and add a contingency
for Kolb Park in the event that the configuration of the park is not determined during
the course of the contract.
STAFF RE~ATION: 1) Approve hiring of Singer & Hodges, Inc.; 2) Approve
Option II with a contingency added for Kolb Park; 3) Authorize the Mayor to
execute the Agreement.
4.8 Planning Consultant Selection Process for Downtown Improvement Plan
The Downtown Improvement Study Committee has requested Staff to proceed with the
selection of a Planning Consultant to assist in the developnent of the Downtown
Improvement Plan.
STAFF REca.1MENDATICN: Direct Staff to 1) select a planning consultant and 2)
prepare a draft contract and scope of services for City Council approval prior to
entering into the contract with the consultant.
4.9 Contract 85-6 Annual Slurry Seal Program - Bid Results
One bid was received for the street slurry seal program, Contract 85-6. The bid
was $56,365, which is $21,365 more than the Engineer's estimate of $35,000.
STAFF REOOMMENDATION: 1) Reject bid; 2) Authorize Staff to readvertise this
project at a more appropriate time.
4. 1 0 Street Maintenance Agreement with Alameda County Public Works Agency
The Alameda County Public Works Agency currently provides Crossing Gurad Services
and Traffic Signal Repair & Maintenance. The proposed contract would provide a master
agreement for public works services. The county would only provide those services
requested by the City. However, the existence of a comprehensive agreement would allow
for deployment of additional resources if requested by the City and provided that the
County could meet the request.
STAFF RE~ATION: Authorize Mayor to execute the agreement for Street
Maintenance Services with the Alameda County Public Works Agency
4.11 Replacement of Agreement and Securities for Tract 4719 by 2 Separate Agreements
and Securities
The original tract developer agreement for Tract 4719 is being split into two
agreements so that some improvements can be accepted at this time and others later.
Stagecoach Road is near completion and would be part of the first improvements
accepted.
STAFF REca.1MENDATICN: Approve the Two Tract Developer Agreements for Tract 4719
replacing the existing single agreement for the same improvements.
4.12 Transfer of Private Activity Bond Allocation Limit to Alameda County
The Federal Government has placed allocation limits on the issuance of private
activity bonds. The City of Dublin's allocation is $809,000. The 1985 allocation may
be transferred to another agency. The County of Alameda has coordinated the transfer
of allocations from municipalities to meet the requests throughout the County. The
transfer will provide potential applicants with the ability to apply for a larger
amount of bond financing.
STAFF RECCMMENDATION: Adopt Resolution Authorizing the Transfer of the City of
Dublin Private Acti vi ty Bond Allocation to Alameda County

6. PUBLIC HEARING
6.1 PA85-018 Dublin Public Lands Prezoning and Annexation (Camp Parks Area), second
reading and adoption of ordinance
On September 23, 1985, the City Council adopted a resolution approving the Dublin
Public Lands Prezoning (Camp Parks Area) and introduced an ordinance amending the
Zoning Ordinance. The application involves the prezoning and annexation of
approximately 2,700 acres of land east of the City limits. The area would be pre zoned
to the Agricultural and Planned Developnent-Industrial Districts.
STAFF RECCMMENDATICN: Open public hearing; hear presentation and testimony; close
public hearing; deliberate; waive second reading and adopt ordinance.
6.2 Appeal of Planning Commission action to deny PA85-060 Great Western Savings/Hagman
Associates Conditional Use Permit and Site Developllent Review.
Appeal of Planning Commission denial of Great Western Savings CUP and SDR
application to use gated access to a 230 space parking lot for the office project at
Dublin Boulevard and Golden Gate Drive. Issues involve: 1) potential traffic backup on
Golden Gate Drive; 2) restricted access to required parking; 3) potential shift of
project parking onto public street. Applicant's representative is requesting a
continuance until the November 12, 1985 City Council meeting.
STAFF REca.1MENDATICN: Open public hearing; hear presentation of anyone who is
unable to attend continued hearing; question Staff, applicant and public; continue
public hearing until City Council meeting of November 12, 1985.
6.3 Two-Hour Commercial Truck Parking Ordinance
At the regular City Council meeting on August 12, 1985, the City Council continued
the public hearing on the proposed restriction of long term commercial truck parking.
The Traffic Engineer has identified five areas which support the need to restrict
commercial vehicle parking. The City has also received complaints from property owners
who object to the long term parking of large vehicles on City streets.
STAFF RECCMMENDATICN: Open public hearing; continue to receive Staff Report and
public testimony; close public hearing; deliberate, waive reading and adopt
ordinance as appropriate
6.4 Ordinance Regarding Loading Zone (Yellow Curb) and No Parking Zone (Red Curb) on
Golden Gate Drive
Crown Chevrolet has requested a loading zone to allow auto transport trucks to
unload without double parking on Golden Gate Drive just south of Dublin Boulevard.
STAFF REOOMMENDATION: Open public hearing ; receive public testimony; close public
hearing; waive reading and adopt ordinance on an urgency basis
6.5 Ordinance Regarding No Parking Zones (Red Curb) on Regional Street
Woolworth Garden Center (7144 Regional Street) has requested red curbing adjacent
to their driveway in order to improve sight distance for cars leaving their driveway.
STAFF RECCMMENDATION: Open public hearing; receive public testimony; close public
hearing; waive reading and adopt ordinance on an urgency basis
7. UNFINISHED BUSINESS
7.1 Donahue Dri ve/Landale Avenue Speed Study
The City's Traffic Engineer has studied requests by residents related to speeding
on Donahue Drive and Landale Avenue
STAFF RE~ATION: Authorize Staff to install improvements based on the City
Traffic Engineer's recommendations.
8. NEW BUSINESS
8.1 Bay Area Rapid Transit District Livermore-Pleasanton Extension Study Supplemental
Analysis
Bay Area Rapid Transit District has released a report analyzing the extension
possibilities for the extension from Pleasanton to Livermore. The analysis provid~S a
review of the alternatives and BART has requested comments.
STAFF REca.1MENDATION: Review report and identify any concerns with respect to the
Supplemental Analysis, so those concerns may be conveyed at the Technical Advisory
Committee level.
8.2 Engineering Services Contract Review
A review of the General Engineering and Traffic Engineering activities during the
past year has been completed. The examination includes a review of the level of
service and projects undertaken during the previous year.
