ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. Approximate cost is $1,000; sufficient funds have been budgeted. STAFF RECOMMENDATION: Authorize Recreation Director to attend school. Alamo Creek Park Dedication The City Council will consider changing the date for the dedication of Alamo Creek Park from October 27, to November 17, 1990. NEW BUSINESS 8.1 Park and Recreation Facilities Master Plan The city Council will consider formation of an Advisory steering Committee to assist with the development of a Park and Recreation Facilities Master Plan. STAFF RECOMMENDATION: Approve creation of the Advisory steering Committee and appoint 1 Councilmember and an alternate to the Committee. 8.2 Silvergate Drive Traffic Study In accordance with Council direction to explore possible solutions to the speeding problems on Silvergate Drive, the City's Traffic Engineer has prepared a report. STAFF RECOMMENDATION: Consider options presented and direct Staff to proceed with one or more of the options: 1) Prepare resolution and schedule public hearing regarding installation of stop signs on Silvergate Drive at Betlen Drive and at castilian Road; 2) Include reconstruction of silvergate Drive/Dublin Boulevard intersection in the Five-Year Capital Improvement Program, with funding reimbursement to be provided entirely by developer contribution - OR - 3) Refine conceptual median/frontage road plan and return for City Council and public review at a future meeting. Staff recommends approval of Alternates 1 and 2. 8.3 Meeting Date for West Dublin Study Session on Phase II - Sketch Plan Alternatives Phase II of the West Dublin Study is now complete. The works cope calls for a joint Planning Commission/City Council study session at the end of this phase. STAFF RECOMMENDATION: Select November 27th, 28th or other appropriate meeting date for study session. 8.4 Measure D-Alameda County Waste Reduction and Recycling Initiative The Alameda County Waste Reduction and Recycling Initiative will appear on the November General Election ballot as Measure D. This measure would impose an additional fee of $6 per ton for garbage disposed of in Alameda County. Councilmember Snyder requested that the item be placed on the agenda to provide an opportunity for the City Council to consider taking a position on the measure. STAFF RECOMMENDATION: Consider whether City Council desires to take a position. 8.5 Format, Schedule and Funding for Workshops on the East Dublin General Plan Amendment/Specific Plan Four workshops and two study sessions are planned to refine the East Dublin General Plan land use map and to discuss the specific plan guidelines. It is suggested that the City fund the workshops/study sessions. STAFF RECOMMENDATION: Approve the workshop format and schedule and appropriate the necessary monies from City funds. 9.
