3.1 Youth Advisory Committee Appointments (110-30)
The Mayor is recommending the appointment of two youth and one adult to fill the remaining
vacancies on the Youth Advisory Committee.
STAFF RECOMMENDATION: Confirm Mayor's appointments to the Youth Advisory
Committee for the term through May 2009.
3.2 Contribution from Dublin Senior Foundation (150-70)
During Fiscal Year 2007-2008, the Dublin Senior Foundation contributed 100% of the
funding to purchase some new furnishings and equipment for the Senior Center including
indoor benches, outdoor benches, a bike rack and equipment to hang artwork in the building.
STAFF RECOMMENDATION: Formally accept contribution from Dublin Senior Foundation
and direct Staff to prepare a formal acknowledgment.
3.3 Proclamation to Alameda County Fire Department for Fighting 2008 California Lightning
Siege (610-50)
3.4 Presentation to City from Camp Parks for Participation in the Army Community
Covenant Signing (150-20)
3.5 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE /3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of August 19, 2008
STAFF RECOMMENDATION: Approve.
4.2 Consultant Services for Construction Management, Dublin Historic Park - Phase I (600-30)
The City Council will consider an Agreement with O'Connor Construction Management for
construction management services for the Dublin Historic Park Phase I.
STAFF RECOMMENDATION: Adopt Resolution Approving the Agreement with O'Connor
Construction Management for Construction Management Services for the Dublin Historic Park
Phase I.
4.3 Amendment to the Consultant Services Agreement for Geotechnical Engineering, Dublin
Historic Park - Phase I (600-30)
The proposed Amendment to the Agreement is for Geotechnical Inspections during the
construction of the new Dublin Historic Park -Phase I. ENGEO, Inc. prepared the baseline
Geotechnical Report for the design of the Historic Park and is qualified to inspect and identify
any issues relative to the area.
STAFF RECOMMENDATION: Adopt Resolution Approving an Amendment to the
Agreement with ENGEO, Inc. for the Dublin Historic Park -Phase I, Geotechnical Testing.
4.4 Agreement with the City of San Ramon and Budget Change for the Dougherty Road
Widening Project (600-40)
The City of San Ramon is constructing roadway improvements on Dougherty Road, which
requires some improvements to be completed within the City of Dublin. This item seeks City
Council adoption of a resolution to approve an Agreement with the City of San Ramon and
authorize the City Manager to execute a contract with the City of San Ramon, as well as, City
Council approval of a Budget Change.
STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement Between the City
of Dublin and the City of San Ramon for Dougherty Road Improvements and Authorizing the
City Manager to Make Non-Substantive Changes to the Agreement and to Execute the
Agreement; and approve a Budget Change for Fiscal Year 2008-2009.
4.5 Award of Bid -Contract No. 08-14, San Ramon Road Trail Improvements -Root Barriers
Project (600-35)
This project will repair and construct improvements to the bicycle/pedestrian path along the
west side of San Ramon Road. This phase of the project will cut the roots from trees that
have damaged the asphalt path and install vertical root barriers to protect the path in the
future. The City Council will consider awarding the Phase I contract to the apparent low
bidder, American Civil Constructors.
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 08-14, San Ramon
Road Trail Improvements -Root Barriers Project, to American Civil Constructors.
4.6 Final Budget Changes for Fiscal Year 2007-2008 (330-20)
The City Council will consider recommended budget changes as part of the closing of the
City's financial records for Fiscal Year 2007-2008.
STAFF RECOMMENDATION: Approve the Budget Changes.

4.7 Authorization for the City Manager to Execute an Agreement with AT&T for Voice and
Data Telecommunication Services Pursuant to the State of California CALNET 2 Contract
(600-30)
The current CALNET contract negotiated by the State of California and made available to
other public agencies expires on December 3, 2008. The State Department of Technology
Services has awarded a new publicly bid CALNET 2 contract to AT&T. By executing the
new agreement, the City will continue to receive telecommunication services at a reduced
cost.
STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Execute
the CALNET 2 Contract with AT&T for Voice and Data Telecommunication Services Pursuant
to the State of California CALNET 2 Contract.
4.8 Award of Bid for Data, Voice and Cable Television Cabling Shannon Community Center
Project (600-35)
The voice, data, and television cabling of the Shannon Community Center is a publicly bid
project. A total of nine bids were received. The lowest responsive bidder is Phase 3
Communications in the amount of $19,819.54.
STAFF RECOMMENDATION: Adopt Resolution regarding Award of Bid to Phase 3
Communications for Contract No. 08-12 Shannon Community Center.
4.9 Consultant Services for Emerald Glen Recreation and Aquatic Complex Design (600-30)
The 2008-2013 Capital Improvement Program includes a project to design and construct a
Recreation and Aquatic Complex in Emerald Glen Park. The City Council will consider
adopting a Resolution approving an agreement with Dahlin Group Architecture and Planning
for the project.
STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement with Dahlin
Group Architecture Planning for Architectural Design Services for the Emerald Glen Recreation
and Aquatic Complex.
4.10 Warrant Register $3,518,157.07 dated October 7, 2008 (300-40)
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATIONS
5.1 Request to Rename the Southern Portion of Myrtle Drive to Toyota Drive (820-60)
As part of the project to relocate the Dublin Toyota dealership to the former Dublin
Ford/Autonation site situated on Myrtle Drive south of Dublin Boulevard, it has been
requested that this portion of the street be renamed to Toyota Drive in order to enhance the
identification of the property. The City Council will consider granting the request to rename
the street and approving a change in the address for the dealership.
STAFF RECOMMENDATION: Adopt Resolution Approving the Renaming of the Southern
Portion of Myrtle Drive to Toyota Drive.
5.2 Amendment to Alameda County Waste Management Authority Joint Powers Agreement
(JPA) (600-40)
The City Council will consider approving an amendment to the Joint Powers Agreement for
Waste Management establishing the Alameda County Waste Management Authority. The
proposed amendment would allow for a change in the voting procedures for the Alameda
County Waste Management Authority Board.
STAFF RECOMMENDATION: Approve the Amendment to the Joint Powers Agreement and
direct Staff to notify the Alameda County Waste Management Authority.

6. PUBLIC HEARINGS
6.1 Croak and Jordan Medium Density, PA 07-056: General Plan and Eastern Dublin Specific
Plan Amendment and Planned Development Rezone with Amended Stage 1 Development
Plan to Change the Existing Medium Density Portion of the Croak and Jordan Properties
to Medium-Low Density and Medium-Mid Density Land Use Designations with Minimum
Rear Yard Setback Requirements (410-55/420-30)
The City Council will hold a Public Hearing to consider the proposed General Plan
Amendment, Eastern Dublin Specific Plan Amendment, and Planned Development (PD)
Stage 1 Development Plan Amendment to change the existing Medium Density (6.1-14
du/acre) portion of the Croak and Jordan properties to a combination of Medium-Low (6.1-10
du/acre) and Medium-Mid Density (10.1-14 du/acre) in order to encourage a variety of
housing types that include small lot detached homes and other product types with usable
private yards, and PD development standards that require a minimum 15' rear yard setback
with one in five homes having a 20' rear yard setback.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and 1) Adopt Resolution
Amending the City of Dublin General Plan and Eastern Dublin Specific Plan to Change the
Existing Medium Density Land Use Designation on the Croak and Jordan Properties to Medium-
Low and Medium-Mid Density Designations; and 2) Waive the reading and INTRODUCE an
Ordinance Approving a PD-Planned Development Rezone with Amended Stage 1 Development
Plan for the Medium-Low and Medium-Mid Density Designations on the Croak and Jordan
Properties.
6.2 Tri-Valley Transportation Development Fee (TVTDF) Update (590-80)
Staff will present to the City Council the proposed update to the Tri-Valley Transportation
Development Fee structure and hold a public hearing. Staff will present some revisions to the
previously approved Resolution No. 167-08 and seek City Council approval of a revised
Resolution to adopt the fee structure.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution
Rescinding Resolution 167-08, and Adopting the Tri-Valley Transportation Development Fee
Pursuant to the Requirements of the Joint Exercise of Powers Agreement.
6.3 Amendment of Dublin Municipal Code Chapter 5.56 (Smoking Pollution Control) (560-90)
The City Council will consider amending the Dublin Municipal Code to provide smoke-free
neighborhood parks and squares and to provide a 100-foot barrier around park recreation
areas within the City's community parks. The City Council will also consider amending the
Municipal Code to provide smoke-free City events.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, waive the reading and
INTRODUCE an Ordinance Amending Chapter 5.56 of the Dublin Municipal Code Relating to
Smoking Pollution Control; or provide direction to Staff on further studying the
recommendations of the Parks and Community Services Commission for inclusion in the
proposed Ordinance.
7. UNFINISHED BUSINESS
7.1 Smoke-Free Multifamily Dwelling Taskforce Recommendation (560-90)
The City Council will review the recommendations from the Smoke-Free Multifamily
Dwelling Taskforce and from the Housing Committee regarding a proposal to establish a
percentage of the City's apartment rental housing units as nonsmoking and the establishment
of other multifamily smoking related policies for application at the City's apartment rental
housing complexes.
STAFF RECOMMENDATION: Review the recommendations from the Smoke-Free
Multifamily Dwelling Taskforce and Housing Committee, provide Staff with direction on any
items to include in a draft Ordinance, and direct Staff to prepare a draft Ordinance for City
Council's future consideration.
