The purchase of the van was made possible by a variety of funding sources, including a $3,500 donation from the Dublin Senior FoUndation. The FoUndation will be presenting a check to the City CoUncil for the purchase of the van. STAFF RECOMMENDATION: Formally accept contribution and direct Staff to prepare formal acknowledgement. 3.2 Certificates of Appreciation to Casa Orozco and Arlen Ness Enterprises for patriotism, hospitality and generosity shown to soldiers during Welcome Home Parade and Festivities (File # 610-50) 3.3 Proclamation declaring October 5-11, 2003, Fire Prevention Week (File # 610-$0) 3.4 Proclamation declaring October 2003, Crime Prevention Month (File # 610-S0) 3.5 Presentation by Police Services on Community Policing (File # 580-10) Dublin Police Services Staff will provide a brief overview of Community Policing philosophy and organizational structure designed to collaboratively address problem~ in the community affecting quality of life. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Regular Meeting of September 16, 2003 STAFF RECOMMENDATION: Approve 4.2 Consultant Services for Construction Management- Dublin Senior Center (File # 600-30) The City Council will consider an agreement with the Zalm Group to provide construction management services for the new Dublin Senior Center. STAFF RECOMMENDATION: Authorize Mayor to execute Agreement. 4.3 Approval of Notice of Exemption for Various Fiscal Year 2003-04 Capital Projects (File'# 400-20) Of the City's 2003-04 approved capital projects, many of these projects are considered minor and are Categorically Exempt under the California Environmental Quality Act. This action would approve this environmental designation for twenty of this fiscal year's projects. STAFF RECOMMENDATION: Approve Notice of Exemption under the 2003 CEQA for the projects listed. 4.4 Write-Off of Uncollectible Accounts Receivable (File # 300-10) The City has reviewed uncollectible balances, and in accordance with adopted policies, the City Council may authorize the write-off of balances in excess of $500. The balances proposed to be written offwere incurred prior to Fiscal Year 2002-03. STAFF RECOMMENDATION: Adopt Resolufi.o.n and approve Budget Change. 4.5 Award of Contract 03=09 for Front Counter Upgrade - Phase 1, and Award of Bid, Contract 03-15, Front Counter Upgrade - Phase 2 (File # 600=35) These two projects would improve the Development Services counter area by providing more efficient and ergonomic work stations and reconfiguring the storage area under the counter to provide more efficient storage and reduce clutter. The total estimated cost of the work exceeds funds budgeted by approximately $27,358. STAFF RECOMMENDATION: Approve Budget Change and adopt Resolution(s) 1) awarding Contract 03-09 to RoSa Construction ($13,150, and 2) awarding Contract 03-15 to RoSa Construction ($57,370). 4.6 Approval of Improvement Agreement with the Lin Family for construction of Storm Drain Line B between Dublin Boulevard and Northside Drive (File # 600-60) This proposed storm drain will convey storm water from Dublin Boulevard south to the box culvert under 1-580. It is an element of the Dublin Ranch West Side Storm Drain Benefit District and, as such, is subject to partial reimbursement from the developers of the Dublin Land Company property. STAFF RECOMMENDATION: Adopt Resolution approving Agreement. 4.7 Cooperative Agreement with the Alameda County Flood Control & Water Conservation District (Zone 7) for Construction and Maintenance of Drainage Line G3 Improvements, and Improvement and Maintenance Agreement with the Lin Family for Drainage Line G3 Box Culvert Improvements (File # 600-60) These agreements set forth thc responsibilities for thc construction of, maintenance of, and Zone 7 fee credits for the proposed storm drain box culvert within Dublin Ranch and parallel to I-$80. STAFF RECOMMENDATION: Adopt Resolution(s). approving 1) Cooperative Agreement with Zone 7 and 2) Improvement and Maintenance Agreement with the Lin Family. 4.8 Warrant Register ($2,965,759.47)dated October 7, 2003 (File # 300-40) STAFF RECOMMENDATION: Approve ~WRITTEN COMMUNICATIONS- None p,UB. LIC HEARING 6.1 Adoption of Fee to recover costs of preparing the General Plan and Eastern Dublin Specific Plan Amendments for the area known as the Eastern Dublin Property Owners Area (File # 390-20) The City Council will consider adopting a fee to recOver the costs that will be incurred for completing various environmental and planning studies for the area east of Fallon Road to the City limits. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Reso, lufi.0n. m 6.2 Toll Brothers - Dublin Ranch Areas A-2 & A-3 Development Agreements PA 02-020 & PA 02-021 (File # 600-60) This is the first reading of an Ordinance approving Development Agreements between the City of Dublin and Toll CA II, L.P. The Development Agreements are required by the Eastern Dublin Specific Plan. These Agreements will vest the project approvals recently granted by the City Council. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. tr srmo BUSrN SS 7.1 Downtown Streetscape Implementation Plan for the Downtown Specific Plans - Gateway Arch Design for St. Patrick Way (File # 600-30) Staff is seeking City Council approval of the designs for the proposed Gateway Arch as part of the streetscape improvements for the downtown area. STAFF RECOMMENDATION: Approve Staff recommended proposed Gateway Arch Design and direct Staff to return to the next City Council meeting for consideration of an Amendment to the Agreement with Singer Fukushima Evans to complete construction bid documents for the Gateway Arch. m W,BV, S S8 8.1 Improvement Agreement with the Lin Family for the Construction of Gleason Drive Improvements from Tassajara Road to Fallon Road (File # 600-60) As part of the circulation element of thc General Plan, Glcason Drive is to extend from Arnold Road to Fallon Road. The road segment in this agreement is the last section of Gleason Drive to be constructed and its construction is a requirement for the development of the Dublin Ranch prOperty. STAFF RECOMMENDATION: Adopt Resolution approving Agreement. 8.2 Modification No. 4 to Alameda County Flood Control & Water Conservation District (Zone 7) License Agreement of 1987 to Add Two Segments of Alamo Creek between Amador Valley Boulevard and North City Limit Line (File # 600-40) This bicycle/pedestrian path is presently under construction through an encroachment permit from Zone 7. This agreement will add segments of Alamo Creek to the existing joint use agreement for Tassajara Creek, the Alamo Canal and the South San Ramon Creek. STAFF RECOMMENDATION: Adopt Resolution, approving Modification No. 4 to Agreement. 8.3 Consideration of Urgency Ordinance for the Historic Area generally located along Dublin Boulevard between Donlon Way and San Ramon Road (File # 910-40) The City Council will consider adopting an Urgency Ordinance, which would establish a moratorium on specific uses within the Historic Area. STAFF RECOMMENDATION: Receive public testimony; deliberate; waive reading and adopt URGENCY ORDINANCE,. which enacts a moratorium on the issuance or approval of any building permits or land use permits that would result in the construction or initiation of specific uses on any parcel located in the Historic Area. 8.4 Parks and Recreation Master Plan Update (File # 920-30) The City Council will consider options to resolve the amount and location of park acreage to service the residents at build-out of the City, as well as the size and location of the Sports Park on Fallon Road. The projected build-out population for the City of Dublin that is being used for the Parks and Recreation Master Plan Update is 59,900. STAFF RECOMMENDATION: I) Approve size and location of the 60-aCre sports park on the Lin Property; 2) maintain 10.6 acres of community park on the Jordan Property at this time; and 3) provide direction to Staff on preferred alternative park sites to alleviate the park deficiency at build-out of the City. 8.5 Support of Zone 7 in the Proposed Potable Water Rate Increase of Zero Percent for 2004 (File # 1000-20) An initial proposal by Zone 7 was to increase the 2004 potable water rote charged to DSRSD by 7.92%. After review by Zone 7 management, the Zone 7 Finance Committee and the Tri- Valley Water Retailer Group, on which DSRSD Staff participates, Zone 7 has stated that their recommendation will be for a 0% rate increase for 2004. STAFF RECOMMENDATION: Adopt Resolution supporting a 0% rate increase for potable water in 2004.
