CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, m~bers of the a~ience are permitted to address the City Council on items of interest to the public, however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The Council may respond briefly to statements made or questions ~sed, or may request Staff to report back at a future meeting concerning the matter. Furthermore, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in GC 54954.2(b)(I)(2)(3). 4. CONSENT CALENDAR Consent Cale~ar items are t~ica[ly non-controversial in nature and. are considered for approval by the City Council with one single action. M~rs of the audience or the City Council who would tike an item re~v~ from the Consent Calendar for purposes of ~blic input may request the Mayor to remove the item. 4.1 Minutes: Regular Meeting of September 12, 1994 STAFF RECOMMENDATION: Approve 4.2 Request from Thomas Properties to'Purchase Excess City Right- of-Way Thomas Properties is requesting to purchase excess City right-of-way along the San Ramon Road frontage of the old Union 76 StatiOn property at the northwest corner of Dublin Boulevard and San Ramon Road. The property would be used for parking and landscaping. STAFF RECOMMENDATION: Adopt Resolution establishing surplus property and authorize Staff to begin the process for sale of excess right-of-way. 4.3 City Treasurer's Investment Report as of August 31, 1994 The City's investment portfolio totals $18,483~041.49 and funds are invested at an annual average yield of 5.558%. STAFF RECOMMENDATION: Receive Report. 4.4 Supplemental 1993-94 Year-End Budget Adjustments Several year-end budget adjustments are necessary. These supplemental adjustments are offset by either appropria- tions from reserves, transfer from another budgeted activity, or an offsetting revenue. STAFF RECOMMENDATION: Receive Report and authorize Mayor to execute Budget Change Form. 4.5 Preliminary Financial Report for Period Ending August 31, 1994 STAFF RECOMMENDATION: Receive Report. 4.6 Request from Sleep Shop to Purchase Excess City Right-of-Way Mike Perkins of the Sleep Shop has requested to purchase excess City right-of-way along San Ramon Road in order to locate a sign in front of his building. STAFF RECOMMENDATION: Adopt Resolution establishing surplus property and authorize Staff to begin process for sale of excess right-of-way. 4.7 Siting of the National Ignition Facility at the Lawrence Livermore National Laboratory The U. S. Department of Energy will potentially be siting a National Ignition Facility. The City Council will consider sending the Secretary of Energy a ~resolution in support of siting the facility at the Lawrence Livermore Laboratory. STAFF RECOMMENDATION: Adopt Resolution and direct Staff to forward copy to the Secretary of ~Energy. 4.8 Award of Contract for Fiscal Analysis PA 94-001 Santa Rita Center Rezone Homart Community Centers and Alameda County Surplus Property Authority are applying to the City for a Santa Rita Commercial Center Rezone. The project proposal is for a rezone to a Planned Development. The 800,000± square foot retail center will be located within the City limits in eastern Dublin on 75± acres of land on the southeast corner of Hacienda Drive and the Dublin Boulevard extension on land owned by Alameda County. STAFF RECOMMENDATION: Award contract for Consultant Services to Economics Research Associates and authorize the City Manager to execute the agreement (not to exceed $15,500). 4.9 Warrant Register ($505,659.04) Dated October 3, 1994 STAFF RECOMMENDATION: Approve 5o WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Ordinance Establishing Speed Limits for Dublin Boulevard east of Southern Pacific Railroad Right-of-Way and for Hacienda Drive This is the second reading of a proposed ordinance to establish the following speed limits: Dublin Boulevard from the SP R-O-W to Hacienda Drive - 45 mph; Hacienda Drive from Dublin Boulevard to 1-580 - 45 mph; Dublin Boulevard from Hacienda Drive to Tassajara Road - 50 mph. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 Eastern Dublin Annexation/Detachment and Prezone #1 PA 94-030 This project involves annexing approximately 1,500 acres to the City of Dublin and the Dublin San Ramon Services District, detaching 1,029 acres from the Livermore Area Recreation and Park District, and prezoning the approximate 1,500 acre site located within the Eastern Dublin General Plan Amendment and Specific Plan area. STAFF RECOMMENDATION: Open public hearing; receive public testimony; continue public hearing to October 10, 1994 6.3 Ordinance Amending City's Conflict of Interest Code Local agencies are required by the Political Reform Act to biennially review their Conflict of Interest Code to determine if it is accurate and up-to-date or whether the Code must be amended. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7, UNFINISHED BUSINESS 8. NEW BUSINESS 8.1 Authorization to Solicit Proposals - Data Processing Improvement Project and Information Systems Master Plan The 1994-95 Capital Improvement Program includes the installation of a Local Area Computer Network. The LAN was based on a master planning process called the Information Systems Master Plan. The Master Plan is included for review and approval. Additionally, Staff is ready to start the bidding process for equipment for the LAN. STAFF RECOMMENDATION: Adopt Information Systems Master Plan; authorize Staff to be relieved of the competitive bidding process based on Dublin Municipal Code Section 2.36.050(b) (6); and authorize Staff to distribute bid packets to qualified vendors. 9.
