HomeMy WebLinkAbout*CC Agenda 09-26-1995A G E N D A DUBLIN CITY COUNCIL REGULAR MEETING - Tuesday, September 26, 1995, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Proclamation declaring October 1995 Crime Prevention Month At this time, the public is permitted to address the City Council on non-agendized items. The Council must, however, comply with all State Laws with regard to items not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of September 12, 1995 STAFF RECOMMENDATION: Approve 4.2Acceptance of Gift to City Dublin resident, Robin Andrew, has designated the Dublin Senior Center as recipient of her quarterly United Way contributions totaling $192. STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment to the donor 4.3Agreement with Clyde Gordon and Associates for Building Maintenance Assessment Study The purpose of this study is to prepare a comprehensive review of anticipated maintenance needs in 3 City buildings. The study would provide recommended preventive and predictive maintenance programs, recommended replacement cycles, and budgets for each. STAFF RECOMMENDATION: Adopt Resolution 4.4Approval of Final Map for Tract 5766, Hansen Hill Phase I This Tract is located west of Silvergate Drive and north of Hansen Drive. Actions to be taken include approval of the Final Tract Map and acceptance of several deeds for right-of-way and easements. STAFF RECOMMENDATION: Adopt Resolutions 4.5Acceptance of Bicycle Officer Safety Equipment Grant from Target Stores Target Stores has provided a grant to the City of Dublin for the purchase of 4 light-weight utility belts with assorted holder attachments which will be more suited to bicycle patrolling than the current standard heavy belts. STAFF RECOMMENDATION: 1) Authorize acceptance of grant from Target Stores for purchase of bicycle safety equipment; 2) Authorize Mayor to execute Budget Change Form; 3) Direct Staff to prepare formal acknowledgment to donor 4.6Award of Contract for the Trumark Homes General Plan Amendment Study This General Plan Amendment Study will examine the feasibility of changing the General Plan ± designation for a 8.9 acre site from transportation corridor to medium density residential. STAFF RECOMMENDATION: Adopt Resolution awarding contract to Jerry P. Haag and authorize the City Manager to execute the agreement 4.7Warrant Register ($762,190.99) dated September 26, 1995 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Limited (15 minute) Parking Zone on Brighton Drive This is the second reading of a proposed ordinance to establish a 15 minute parking zone on Brighton Drive just north of Amador Valley Boulevard. The 15 minute parking zone was requested by the property owner of 6837 Amador Valley Boulevard in order to facilitate dropping off and picking up children from the daycare center at this address. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance 7.UNFINISHED BUSINESS 7.1Proposed Valley High School Community Gymnasium As directed by the City Council, a draft agreement has been prepared for consideration by the City Council which outlines the responsibilities of both the School District and the City related to a new community gymnasium to be built at Valley High School. STAFF RECOMMENDATION: Approve draft Agreement and direct Staff to schedule a joint meeting with School District 8.NEW BUSINESS 8.1Revision of Multi-Hazard Functional Plan for Compliance with Standardized Emergency Management System Guidelines The City Council recently adopted the State of California’s Standardized Emergency Management System (SEMS) guidelines as the framework for the City’s emergency planning and response efforts. In accordance with the SEMS guidelines, the City should also have in place two operational plans; a Multi-Hazard Functional Plan which serves as a master emergency plan, and an Emergency Management Operations Plan, which functions as a local government procedures manual. STAFF RECOMMENDATION: Adopt the revised Multi-Hazard Functional Plan as the City of Dublin’s Emergency Response Plan 8.2Utility Undergrounding Priorities This item reviews priorities for utility undergrounding which were adopted in 1983 and requests that the City Council provide direction regarding any updates to the project list. STAFF RECOMMENDATION: Review list and establish priorities for future undergrounding projects 8.3Resolution Adopting the English Language as the Official Standard Language Cm. Burton requested that Staff prepare a resolution for consideration by the City Council which would adopt English as the official standard language in the City of Dublin. STAFF RECOMMENDATION: Discuss 8.4Award of Bid - Dublin Sports Grounds Renovation - Phase I Contract 95-05 The low bid received, including two recommended alternates and a 10% contingency, exceeds funds budgeted for construction by $66,156. An additional appropriation of $13,015 is also needed to pay design costs which were budgeted in FY 1994-95 but incurred in FY 1995-96. STAFF RECOMMENDATION: Approve Budget Change Form; Adopt Resolution awarding bid to Jensen Corporation; and authorize Mayor to execute agreement 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION . 10.1Conference with Legal Counsel - Existing Litigation pursuant to Government Code Section 54956.9 subdivision (a): City of Dublin v.
