3. ORAL COMMUNICATIONS
3.1. Introduction of New City Employee; Re-Introduction of Employee in New Position
A new City employee, Kathleen Nugent, Office Assistant II in Police Services, will be introduced. Also,
I-Ping Liu Office Assistant II, will be re-introduced as she is transferring from Police Service to Fire
Prevention.
STAFF RECOMMENDATION:
Welcome City employees to their new positions.
3.2. 2014 Walk and Roll to School Proclamation
During the second week of October, the City of Dublin will work with the Dublin Unified School
District and Safe Routes to Schools Alameda County to promote participation in International Walk to
School Month, an annual event that encourages students and parents to consider walking and bicycling to
school. This proclamation will declare the week of October 6 through October 10 as "Walk and Roll to
School Week" in the City of Dublin.
STAFF RECOMMENDATION:
Approve the Proclamation Declaring the Week of October 6 through October 10 as "Walk and Roll to
School Week"in the City of Dublin
3.3. Commercial Development Task Force
The City Council created a Commercial Development Task Force comprised of 12 Dublin residents
which was charged to: 1) classify the desirability of existing commercial sites for future development; 2)
identify design principles to shape the vision of future development; and 3) identify additional economic
development incentives for consideration. A series of five Task Force Meetings were held between
April and July of this year. Staff and outside experts in the field of commercial development helped to
educate and facilitate a discussion amongst the Task Force members about future commercial
development in Dublin. A Summary and Key Recommendations Report was prepared using the
information received at these meetings. The City Council will receive this Report and an overview of
the Commercial Development Task Force recommendations.

3.4. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3)MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience,Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the September 2,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of
September 2, 2014.
STAFF RECOMMENDATION:
Approve the minutes of the September 2, 2014 Regular City Council meeting.
4.2. Construction and Demolition Debris Ordinance Amendments
The City's Construction and Demolition (C&D) Debris Ordinance requires that projects with a valuation
of$100,000 or more recycle 100% of all concrete & asphalt and 50% of all other materials. The City
Council will consider amendments to the City's C&D Debris Management Ordinance to increase the
diversion rate to 65% for tenant improvements and to 75% for new development, modify exemptions
that impact the exclusivity provisions of the City's agreement with Amador Valley Industries (AVI) and
add a protocol for handling unauthorized containers.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Amending Chapter 5.32 (Solid Waste Management) and
Chapter 7.30 (Waste Management Plan)relating to Construction and Demolition Debris.
4.3. Adoption of an Ordinance Amending Section 2.28.030 of the Dublin Municipal Code Relating to
Campaign Contributions
At the September 2, 2014 City Council meeting, the City Council adopted an urgency ordinance and
introduced a non-urgency ordinance amending Section 2.28.030 of the Dublin Municipal Code, allowing
candidates to transfer funds between campaign accounts but requiring the transferred funds to be
attributed to specific contributors for the purposes of the $500 limit on contributions with respect to the
receiving campaign account. The City Council is now being asked to adopt the non-urgency ordinance.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Amending Section 2.28.030 of the Dublin Municipal Code
relating to Campaign Contributions.
4.4. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of
Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing extending the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.

4.5. Acceptance of Improvements for Tract 8065,Neighborhood 8 South, Sorrento East and Approval
of Regulatory Traffic Control Devices
D.R. Horton Bay, Inc. has constructed the improvements for Tract 8065, Neighborhood 8 South,
Sorrento East, in accordance with their Tract Improvement Agreement. It is now appropriate for the City
to accept these improvements and approve the regulatory traffic control devices.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Tract Improvements and Approving the Regulatory Traffic Control
Devices for Tract 8065,Neighborhood 8 South, Sorrento East.
4.6. Acceptance of Tract Improvements and Approval of Regulatory Traffic Control Devices for Tract
7654,Neighborhood 8 North, Sorrento East(D.R. Horton Bay,Inc.)
D.R. Horton Bay, Inc. has constructed the improvements for Tract 7654, Neighborhood 8 North,
Sorrento East, in accordance with their Tract Improvement Agreement. It is now appropriate for the City
to accept these improvements and approve the regulatory traffic control devices.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting the Tract Improvements and Approving the Regulatory Traffic Control
Devices for Tract 7654,Neighborhood 8 North, Sorrento East.
4.7. Approval of Final Map for Tract 7515,Wallis Ranch (Development Solutions WR,LLC)
Development Solutions WR, LLC, a Delaware Limited Liability Company, is filing a Final Map for
Tract 7515 (Wallis Ranch) to subdivide the area into 8 large-lot "neighborhood" parcels for future
development, 13 common area/open space parcels and 2 parcels for future public parks. In addition, the
Final Map will establish 3 "lettered" parcels to provide private access and utilities to the remaining
parcels of Tract 7515. Tract 7515 is bounded on the east by Tassajara Road, on the north by Contra
Costa County, and on the west by Camp Parks.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Final Map for Tract 7515, Wallis Ranch.
4.8. Approval of Task Order with S&C Engineers,Inc. for Construction Management Services -Phase
1 for the Dougherty Road Improvements Project
The construction contract documents for the Dougherty Road Improvements project are nearing
completion. To ensure the best project with the least number of issues during construction, it is
necessary to hire a consultant to provide a constructability review, including construction schedule
analysis. Additionally, this task will provide for assistance in advertisement and award of the project.
Staff is requesting the City Council to approve the task order with S&C Engineers, Inc. to perform these
preconstruction services.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Task Order #1 with S&C Engineers, Inc. for Construction
Management Services—Phase 1 for the Dougherty Road Improvements Project.
4.9. Check Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from August 1, 2014 — August 31, 2014
totaling$7,240,502.13.
STAFF RECOMMENDATION:
Receive the report.
4.10 Annual Review of City's Investment Policy
The City of Dublin's Investment Policy includes a provision for an annual review of the policy to be
presented at a public meeting. The City Council is also required to annually designate positions
authorized to complete investment transactions.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting the 2014 Annual Review of Investment Policy and Delegation of
Authority to Complete Investment Transactions.

4.11 Update Designation of Positions Authorized To Approve Disbursements from the Ca1PERS
Retiree Medical Trust
The City Council will update the designation of positions authorized to approve disbursements from the
Ca1PERS Retiree Medical Trust.
STAFF RECOMMENDATION:
Adopt the Resolution Delegating the Positions Authorized to Request Disbursements from the
California Public Employees Retirement Systems Other Post-Employment Benefits Trust.
4.12 2014 Notice of Required Amendments to Conflict of Interest Code
This item is a notice to the City Council that an amendment to City's Conflict of Interest Code is
required.
STAFF RECOMMENDATION:
Direct Staff to prepare an ordinance amending the City's Conflict of Interest Code.
5. WRITTEN COMMUNICATION
6. PUBLIC HEARINGS
6.1. The Green Mixed Use Project- Planned Development Rezoning with related Stage 1 and Stage 2
Development Plan, Site Development Review (Commercial Buildings only),Vesting Tentative
Map,Development Agreement, and Supplemental Environmental Impact Report(PLPA-2013-
00013).
The Green Mixed Use Project is proposed to include construction of approximately 37,000 square feet of
retail and restaurant buildings with associated outdoor seating areas and six residential neighborhoods
with 372 units in multiple buildings on a 27.5 acre site. The project includes related surface parking lots,
installation of utilities and services, site landscaping, pedestrian plazas, and concepts for the design of
identification signs. The current request includes approval of a General Plan Amendment, Eastern
Dublin Specific Plan Amendment, Planned Development Rezoning, Site Development Review for the
Commercial Buildings, Vesting Tentative Map, and a Development Agreement. Certification of a Final
Supplemental Environmental Impact Report is also being considered. Site Development Review for the
residential portion of the project will come at a later date. However, the Applicant has requested that this
item be continued to a future City Council meeting. This item will be rescheduled and a public hearing
notice will be released once the future hearing date is set.
STAFF RECOMMENDATION:
Open the public hearing and continue the item to a date uncertain.
6.2. General Plan Amendment and Zoning Ordinance Amendment for the Airport Land Use
Compatibility Plan and General Plan/Eastern Dublin Specific Plan Amendment and Planned
Development Rezone for the Transit Center A-1 project and the Tassajara Highlands project
The City Council will consider the following:
General Plan Amendments and Zoning Ordinance Amendments in accordance with state law related to
the Airport Land Use Compatibility Plan. The proposed General Plan policies address compatibility
planning criteria and the proposed Zoning Ordinance Amendments will provide City Staff with the tools
necessary to review projects for compliance with ALUCP policies.
General Plan/Eastern Dublin Specific Plan Amendment to reduce the density and change the land use
designation from "High Density Residential' to "Medium-High Density Residential", and a Planned
Development Rezone with related Stage 1 and 2 Development Plan for the 52-unit Transit Center Site
A-1 Project.
General Plan/Eastern Dublin Specific Plan Amendment to change the land use designations to "Medium
Density Residential"; and "Open Space", and a Planned Development Rezone with related Stage 1 and 2
Development Plan for the Tassajara Highlands Project which will include 48 detached single-family
homes on 11.11-acres.

STAFF RECOMMENDATION:
Staff recommends that the City Council conduct the public hearing, deliberate and take the following
actions:
1. Adopt the Resolution Amending the General Plan for the Airport Land Use Compatibility Plan and
Amending the General Plan and Eastern Dublin Specific Plan for the Transit Center Site A-1 Project
and Tassajara Highlands Project.
2. Waive the second reading and adopt an Ordinance Approving Zoning Ordinance amendments to
establish consistency with the Airport Land Use Compatibility Plan for the Livermore Municipal
Airport.
3. Waive the second reading and adopt an Ordinance Rezoning Transit Center Site A-1 to PD-Planned
Development Zoning District and Approving a related Stage 1 and Stage 2 Development Plan with
the Architectural Guidelines included as Exhibit A and the Landscape Guidelines included as Exhibit
B.
4. Waive the second reading and an Ordinance Rezoning the Tassajara Highlands (Fredrich/Vargas)
Project Site to a Planned Development Zoning District and Approving a related Stage 1 and Stage 2
Development Plan, with Landscape Design Standards as Exhibit A and Architectural Design
Standards as Exhibit B.
6.3. Public Hearing: Agreement Permitting Re-Allocation of Regional and Local Sewer Capacity
Rights with Regency Village at Dublin,LLC and Pacific Catch Inc.
The City received a request from Pacific Catch Inc. to participate in the City's Sewer Capacity
Assistance Program. Pacific Catch is in contract to lease a commercial suite located at Persimmon Place.
Pacific Catch proposes to use the assistance to offset the costs for their improvements.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt the Resolution Approving an Agreement Permitting
Re-Allocation of Regional and Local Sewer Capacity Rights with Regency Village at Dublin, LLC and
Pacific Catch Inc.
7. UNFINISHED BUSINESS
7.1. Amendments to the Sewer Capacity Assistance Program
At the September 2, 2014 meeting, the City Council asked Staff to bring back revisions to the Sewer
Capacity Assistance Program. Specifically, the City Council asked that the program be simplified and
different rates for specific geographic areas (such as the Priority Development Areas) be removed and
replaced with a citywide rate based on the Dublin Transit Center/Dublin Crossing and Dublin Town
Center rates. Staff has made the requested revisions and is seeking City Council consideration of the
amendments to the Program.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the City's Sewer Capacity Assistance Program and Establishing
Criteria for Program Implementation.
8. NEW BUSINESS
8.1. Request for Sewer Capacity Assistance
The City received a request from Chaat Café to participate in the City's Sewer Capacity Assistance
Program. Chaat Café is in contract to lease a commercial suite located at Fallon Gateway. Chaat Café
proposes to use the assistance to offset the costs for their improvements.
STAFF RECOMMENDATION:
By motion,provide direction regarding the request to participate in the City's Sewer Capacity Assistance
Program.
