PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Introduction of new employee Linda Schmidt 3.2 Proclamation Declaring September 8-15, 1990 as "Local Cable Programming Week" 3.3 Housing Bond Program on November Ballot The City Council has been asked to endorse a Countywide Housing Bond Program on the November ballot and adopt a resolution authorizing the City's participation in programs funded by the bond issue. STAFF RECOMMENDATION: Receive presentations from Jack Shepherd of the Alameda County Department of Housing and Community Development and Mark Stechbart of the Alameda County Housing Council. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of August 27, 1990 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report as of August 31, 1990 STAFF RECOMMENDATION: Accept Report 4.3 Request for Budget Adjustment to Aquatics Program Budget The City recently hosted the Tri-Valley Swim League championship meet at the Dublin Swim Center. As this event was not included in the FY 90-91 budget, the Council will consider a budget adjustment to reflect the expenses and revenue incurred from the event. STAFF RECOMMENDATION: Adopt Resolution 4.4 Warrant Register Dated September 10, 1990 STAFF RECOMMENDATION: Approve 4.5 Alameda County Home Composting Education Program A report has been prepared on the Alameda County Home Composting Education Program and the Council is being requested to give conceptual approval to Shannon Park as a possible demonstration site. STAFF RECOMMENDATION: Grant conceptual approval to use Shannon Park for the Program and direct Staff to notify Alameda County of the City's interest. 5. WRITTEN COMMUNICATION 5.1 Request for Assistance from Kaleidoscope Activity Center The City Council will consider a request from Kaleidoscope to waive the planning permit fees for the addition of a portable classroom unit and additionally for a $5,000 grant to fund expansion of their programs. STAFF RECOMMENDATION: 1) Deny request for fee waiver for Conditional Use Permit and Site Development Review; 2) Consider request for funding during FY 91-92 budget hearings or when budgeting for the 91-92 CDBG funding cycle begins. 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS 7.1 Dublin Fine Arts Foundation (DFA) Loaned Art Program The City Council previously granted conceptual approval of Dublin Fine Arts Foundation (DFA) efforts to develop a sculpture park. The intent is to use loaned artwork which would be placed for a 1-year period. The project also contains an educational element. DFA has requested approval of the first sculpture. STAFF RECOMMENDATION: Consider whether the proposed City assumption of insurance risks are appropriate and if agreeable, approve the agreement. 7.2 civic Center Sound System At the City Council meeting on August 27, 1990, the City Council requested that the contractor evaluate additional options. The review consisted of a pedestal for the existing microphones or installation of a goose neck microphone. STAFF RECOMMENDATION: Based on the findings of the contractor, select a modification from the options presented; authorize Staff to proceed with the work; and authorize a budget transfer from the Contingent Reserve. 8. NEW BUSINESS 8.1 Customer Service Program One of the goals adopted by the city Council in 1990 is to develop and implement a "Customer Service" policy and training program. The program is designed to build and improve upon the City's past accomplishments in customer relations. The proposed customer service program involves defining customer service expectations; developing customer service standards; and providing employees with the tools needed to enhance service delivery. STAFF RECOMMENDATION: Review proposed Customer Service Program and Policy Statement and provide input. Direct Staff to proceed with implementing Customer Service Program. 9. OTHER BUSINESS 10.
