The Council must, however, comply with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of August 13, 1996 STAFF RECOMMENDATION: Approve 4.2Acceptance of Bicycle Unit Grant from DeSilva Gates The Dublin firm DeSilva Gates has provided a $1,000 grant to the City to be used to fund the bicycle unit of Dublin Police Services. STAFF RECOMMENDATION: Accept grant; authorize Mayor to execute Budget Change Form; and direct Staff to prepare a formal acknowledgment to the donor 4.3Approval of Agreement for Alameda County Congestion Management Agency (CMA) Transportation Fund This agreement is between the City of Dublin and the Alameda County CMA for the transfer of AB 434 grant funds in the amount of $22,011 for the City to hire a consultant to study and retime the City's traffic signals for coordination with each other. STAFF RECOMMENDATION: Adopt Resolution 4.4Acceptance of Gift to City The City has received a $192 check from the United Way of Santa Clara County. The check is a result of a designated donation on behalf of the Dublin Senior Center by Robin E. Andrew, whose parents are active participants of the Senior Center. STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment to the donor 4.5No Parking Zone on East Side of Golden Gate Drive The proposed 100 ft. No Parking Zone would be located on the east side of Golden Gate Drive just south of Dublin Blvd., where a right turn lane was recently added. STAFF RECOMMENDATION: Adopt resolution. 4.6Authorization to Solicit Bids, Contract 96-06 San Ramon Road Drainage Improvements at Caroline Court and San Ramon Road Drainage Repair at Shannon Park These two projects will repair storm drainage flooding problems that have occurred over the last two winters. Barriers will be constructed to direct storm waters into major drainage channels. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.7Televising of City Council Meetings At its City Council meeting of August 13, 1996, the City Council directed Staff to prepare a contract with CTV to provide taping from tripod locations and broadcast services for the remainder of the fiscal year. STAFF RECOMMENDATION: Authorize the Mayor to execute the Agreement. 4.8Warrant Register ($2,110,595.85) dated September 3, 1996 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1All-Way Stop at Vomac Road/Shannon Avenue Intersection City Staff is recommending installation of stop signs on Vomac Road at Shannon Avenue based on a recent warrant study. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution 7.UNFINISHED BUSINESS 7.1Request for Funding from Resources for Family Development (RFD) At the request of Councilmember Barnes, the City Council will reconsider a $12,000 funding request from RFD. The request for funding was originally considered during the FY 1996-97 Budget deliberations and would be used to increase the availability and the quality of child care in Dublin. STAFF RECOMMENDATION: Consider 8.NEW BUSINESS 8.1Designation of Voting Delegate and Alternate for League of California Cities Annual Conference The League of California Cities annual conference will be held on October 13-15, 1996 in Anaheim. League bylaws provide that each member City is entitled to one vote in matters affecting municipal or League policy. STAFF RECOMMENDATION: Designate voting delegate and alternate and direct Staff to notify the League 8.2Telecommunications Policy Consultant for the Cities of Dublin, Livermore, Pleasanton & San Ramon Recent changes in Federal laws related to telecommunications affect the environment in which cities interact with providers of these services. It is common for these service providers to seek access to public right of way and in some cases the cities also obtain franchise revenue for the use of the right of way. The adjacent cities have proposed to jointly secure consultant services to assure that City policies are consistent with the new Federal regulations and that the public interest is protected.
