PLEDGE OF ALLEGIANCE 'ill THE FLAG 3 . ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Corrments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CIDSED SESSION - Government Code Section 54956.9 (a) Pending Litigation Government Code Section 54957.6 Employee Salary Negotiations 5 . CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the M3.yor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 5.1 Minutes of Regular Meetings of August 12, 1985 STAFF RECOMVJENDATION: Approve 5.2 Shannon Center Bid for Janitorial Services In order to satisfy the Ci ty' s lease agreement wi th DSRSD, it is necessary to secure janitorial services to maintain the Shannon Center facility on a regular basis. The current contractor has indicated to Staff that it is no longer feasible to provide the level of service the contract requires at his current rate, thus resulting in the need to rebid the contract. STAFF RECOMVJENDATION: Authorize Staff to solicit bids for janitorial services 5.3 Establishment of Job Classification & Salary Ranges - Preschool Instructor & Preschool Aide The 1985-86 approved budget included funding to establish a preschool program administered by the Recreation Department. The Personnel System Rules require that the City Council adopt job classifications and salary ranges for City Employees. The proposed amendments will allow Staff to proceed with the Staffing for the initiation of the program. STAFF RECOMVJENDATION: Adopt Resolutions amending Classification Plan and Salary & Benefit Plan 5.4 International City ~ITnagement Association Annual Conference - October 27-31, 1985 The International City Management Association (ICMA) Annual Conference will be held on October 27-31, 1985, in Philadelphia, PA. The conference will focus on issues and topics which relate to municipal management. Active participation in the organization also provides an opportunity to promote the City. STAFF RECOMVJENDATION: Authorize City M3.nager's attendance at the International City M3.nagement Association Conference 5.5 San Ramon Road Specific Plan Improvement District - Reallocation of Bond Fund Reserve This action will reduce the bond fund reserve from 10% to 8% and set up a fund to pay for auditors records and for Staff time in making bond payments. STAFF RECOMVJENDATION: Approve resolution reducing.Bong. Reserve Fund for the San Ramon Road Specific Plan Improvement Assessment Dlstrlct 5.6 Warrant Register dated August 26, 1985 STAFF RECOMVJENDATION: Approve 6. WRITTEN COMMUNICATIONS 6.1 League of California Cities re designation of voting delegate for League of California Cities Annual Conference The League of California Cities will conduct its Annual Conference on October 6-9, 1985. The Annual Business Section includes voting on items and each voting agency must designate the delegate who will be voting. In case of a conflict in scheduling it would be appropriate to also identify an alternate. STAFF RECOMVJENDATION: Designate voting delegate and alternate 6.2 Association of Bay Area Governments re designation of delegates to Fall General Assembly The Association of Bay Areas Governments (ABAG) will conduct its Fall General Assembly on October 18, 1985. ABAG has requested that the City Council designate a voting delegate for the Fall General Assembly. It would also be appropriate to identify an alternate. STAFF RECOMVJENDATION: Designate voting delegate and alternate 6.3 Written Communication re: City Staff Participation in Alameda County Solid Waste M3.nagement Authority Technical Advisory Corrmittee The President of the Alameda County Waste M3.nagement Authority has requested support for the establishment of a Technical Advisory Corrmittee. The corrmittee will consist of the Chief Administrative Officers of each member agency to the Authority. STAFF RECOMVJENDATION: Consider Request 6.4 Written Communication re: the Proposed County Land Swap of Camp Parks Surplus Property The M3.yor has received a letter from Supervisor Fred Cooper regarding the proposed land swap. Supervisor Cooper has suggested that it may be appropriate for the City to provide input on the process to be followed at the Board of Supervisors hearing. STAFF RECOMVJENDATION: Consider correspondence and provide appropriate direction 7 . PUBLIC HEARING 7.1 PA85-035.l, .2 and .3 Hatfield Development Corp/lnvestec, Inc., Planned Development (PD) Prezoning, Annexation and Site Development Review second reading and adoption of ordinance On August 12, 1985, the City Council adopted a resolution approving the Hatfield Development/Investec Planned Development Pre zoning and introduced an ordinance amending the Zoning Ordinance. The application involves the pre zoning and annexation of 46 + acres that are outside of the City limits. - STAFF RECOMVJENDATION: Open public hearing; hear presentation and testimony; close public hearing; deliberate; waive second reading and adopt ordinance 7.2 Establishment of Speed Limit on Stagecoach Road At the regular City Council meting on M3.y 13, 1985, the Council directed the Traffic Engineer to conduct a speed survey on Stagecoach Road. The purpose of the survey is to comply with State code requirements for use of Radar on public streets. The results of the survey support the establishment of a 25 mph speed limit on the southern portion of the street and 35 mph on the northern section. STAFF RECOMVJENDATION: Open public hearing; receive presentation by Staff and Traffic Consultant; receive public input; close public hearing; deliberate; waive reading and adopt ordinance on an urgency basis 7.3 Ordinance Amending Ordinance No.6 and Repealing Ordinance No. 15-84 and No. 7-85, Providing a Salary for Members of the City Council The State Government Code establishes the salary level for elected officials in General Law Cities based on population. The City Council has previously adopted an ordinance pursuant to State Law, which would adjust the City Council salaries effective December 16, 1986. Subsequent to that action the Governor signed AB 387 on June 26, 1985, which contains provisions for an earlier effective date. STAFF RECOMVJENDATION: Open public hearing; receive public testimony; close public hearing; waive reading and introduce ordinance 8. UNFINISHED BUSINESS 8.1 Shannon Center Lease Renewal The City currently leases the Shannon Community Center from the Dublin San Ramon Services District, under an agreement which will expire December 31, 1985. The DSRSD Board of Directors have reviewed the proposed lease and deleted language added by the City Attorney. The language had been amended as a prudent risk management measure and further clarified the responsibilities of the City and the District. STAFF RECOMVJENDATION: Consider 8.2 Review of Public Employee's Retirement System Contract Options The City currently participates in the Public Employees Retirement System (PERS). Membership is available to full-time employees, however, the program offers several contract options. Staff has reviewed the implications and costs associated with the amendment of the City's current PERS contract. STAFF RECOMVJENDATION: Receive report and direct Staff as appropriate 9. NEW BUSINESS 9.1 City Corporation Yard This project will provide for the development of a City storage yard on City owned right-of-way at the eastern end of Scarlett Court. The budget for this project is $90,500. STAFF RECOMVJENDATION: Authorize Staff to advertise for bids 9.2 Building Law Enforcement Services Contract Evaluation and Agreement Amendment The City currently contracts with the firm of Taugher & Associates for the provision of Building Law Enforcement Services. It has been customary for the City Council to consider amendments to the agreement in conjunction with a formal review of the level of services provided. STAFF RECOMMENDATION: Review the performance of Taugher & Associates and authorize the M3.yor to execute the amendment to the Agreement. 9.3 Public Works Services Contract Evaluation and Agreement MCE Corporation has been providing Public Works services for the City since July 1, 1984. Last year, the City Council approved a 3-year agreement with MCE Corporation to provide Public Works services to the City. That agreement calls for the annual review of MCE's performance as well as the rates charged the City by MCE. STAFF RECOMVJENDATION: 1) The City Council discuss and evaluate the contractual services provided by MCE; 2) Approve an amendment to the agreement providing for new rates for Fiscal Year 1985-86 9.4 Renewal of Animal Control Contract and Performance Review The Alameda County Sheriff's Department currently provides Animal Control Services to the City of Dublin. Staff has prepared a review of the level of activity and performance criteria for the 1984-85 Fiscal year. The proposed agreement for 1985-86 would be for a term of two years with provisions for adjustments to the cost. STAFF RECOMIVIENDATION: Authorize the M3.yor to execute the proposed agreement 10.
