CO CA, TIONS 3.1 Presentation of Tobacco Control Award to Mayor Lockhart by the Alameda County Tobacco Control Coalition (File # 150-20) 3.2 Recognition of Jeffrey Pickens for Eagle Scout Project at DUblin Senior Center (File # 610-50) Jeffrey Pickens of the Boy Scouts of ~erica Troop 922 of l~blin will ~ £ormally recognized for completion of an Eagle Scout Project ~t the 1~Nin Senior Center. The project entailed construction of four 7' × 6' dDider panels, which help to create privacy while Senior Center patrons receive special services. STAFF REC©~EVIENDATION: Present Certificate of Appreciation. 3.3 Introduction of New Employee: Dublin Police Services Lieutenant Tom McCarthy (File # 700-10) 3.4 Presentation by Public Works Staff on the NPDES Program (File # 1030-20) The National Pollutant Discharge Eliminmion System (NPDES), established by the Clean Water Act, was modified in 1987 to include muni¢il~l stormwater fiischargers..Amendments required in~vidual municipalities to effectively prohibit non-stormwater ~scl~rges from entering storm drainage systems and to implement controls to reduce pollutants in stormw~ter to the maximum extent practicable. Staff w~11 give a report and discuss the impacts to the City of Dublin and its developers from the new and more stringent NPDES Permit req~rements. STAFF RECOmMEND^TI#N: Receive Report m~d Presentation. 3.5 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Regular Meeting of August 5, 2003 STAFF RECOMME~ATION: Approve 4.2 Authorization for Waiver of Competitive Bid, Front Counter Upgrade, Contract 03-09 Phase I (File # 600-35) This project was advertised for bids at the end of June, and no bids were received. The City's Purchasing Ordinance allows contracting by negotiation under these circumstances (Dublin Municil~l Code Section 2.36.050). STAFF RECO~ATION= Adopt Resolution authorizing waiver of competitive bid and authorize Staff to negotiate with one or mo~e vendors. 4.3 Authorization to Solicit Bids for Contract 03-14, Front Counter Upgrade, Phase 2 (File # 600-35) This project would replace the existing built-in desks at the Development Services counter with more functional and ergonomic workstations. The proposed workstations would provide more desktop space, and files and cabinets could be closer for a heater appearance. STAFF RECO~ATION: Authorize Staff to advertise for bids. 4.4 City Treasurer's Investment Report for 4t~ Quarter of FY 2002-03 (File # 320-30) The City's investment portfolio totals $87,113,121 (market value). Funds during the 4t~ quarter were invested at an nvem§e yield of 2.194%. STAFF RECO~ATION: Receive Report, 4.5 Warrant Register ($1,404,180.85) dated August 19, 2003 (File # 300=40). STAFF RECOMMENDATION: Approve ~,,,T, TEN COMMUNICATI0,N, ,S, $.1 Request from Hope Hospice to reserve Emerald Glen Park for a special event, "Soar with Hope" (File # 920-20) The City Council will consider a request to reserve an area of Emerald Glen Park on October 18 by Hope Hospice for their "So~r with Hope" special event, which is a benefit for the Children's Bereavement Group, They will also consider allowing a tethered hot air balloon in the park ns part of the event. STAFF RECOMMENDATION: Approve request. PUBLIC HEARING 6.1 An Ordinance of the City of Dublin Repealing and Replacing Section 6.04.430 regarding On- Street Storage of Vehicles and Repeal and Replacement of Other Affected Sections of the Dublin Municipal Code (DMC) (File # 570-20) This is the second reading of an Ordinance providing for changes to the DMC which will restrict the parking and/or storage of certain commercial vehicles, oversized motor vehicles, and non- motorized vehicles on the public street. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive second reading and adopt Ordinance. 6.2 Ken Harvey/Dublin Honda - Planned Development (PD) Rezoning Stage 2 Development Plan, Site Development Review (SDR) & Master Sign Program PA 02-031 (File # 400-30/410-30) This request is to remodel and expand the showroom area of an automobile dealership located at 7099 Amador Plaza Road, and to renovate the exterior of the building to meet the requirements of the Honda Corporation for their franchises. Approximately 19,000 sq. ff. would be constructed for a larger service area with an open parking area on the second level for vehicle storage and overflow parking, resulting in a total square footage of approximately 33,100 for the dealership. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt R~olufioo making findings related to the PD Rezoning and related Stage 2 Development Plan; waive reading and INTRODUCE Ordinance adopting a PD Stage 1 & 2 Rezoning; adopt Resolution approving a SDR; and adopt Resolution approving a Master Sign Program. ~SHED BUS!NES~ 7.1 Adopt Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program and Award of Contract 03-08, Alamo Creek Bike Path, Amador Valley Boulevard to North City Limits (File # 600-35) This. project is proposed to add a segment of the City's bicycle/pedestrian trail system as adopted in the City's General Plan and Parks Master Plan. STAFF RECOMMENDATION: Adopt Resolution adopting Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program and award contract to GradeTech, Inc. ($156,639.50). .,w BUSI S,S 8.1 Initiation of a West Dublin BART Speeifie Plan Amendment Study for property located at 6600 Golden Gate Drive (Assessor Pared Number 941-1500-046) (File # 410-55) The applicant has requested two amendments to the West Dublin BART Specific Plan for property located at 6600 Golden Gate Drive. The first is a change .in maximum permitted density on the residential site from 160 dwelling units (45 units/acre) to 210 units (58 units/acre), and the second is a change in land use designation for a portion of the site from L (Lodging), which permits hotels and ancillary uses, to Commercial (B), which permits restaurants and other smaller-scale commercial uses. STAFF RECOMMENDATION: Adopt appropriate Resolution either approving - OR- denying Specific Plan Amendment Study request. 8.2 KB Home Annexation Study Request for property located at 6960 and 7020 Tassajara Road (File # 620-20) The City Council will determine if a Study should be initiated to determine if properties located at 6960 and 7020 Tassajara Road should be annexed to the City to allow for the eventual development of multi-family housing, proposed to consist of 93 townhouses and stacked fiats with a proposed density of 14.1 dwelling units per acre on the approximate 6.6 acre site. STAFF RECOMMENDATION.' Adopt appropriate Resolution either approving- OR- denying Annexation Study request. 8.3 Request to Initiate an Eastern Dublin Specific Plan Amendment Study and to proceed with the annexation process for property located at 6861 Tassajara Road (Assessor Parcel No. 985-0001-001) PA 03-049 (File # 410-55) The applicant has requested to amend the Eastern Dublin Specific Plan to include the project area, known as Moller Ranch, and to develop land use designations for the property. The property also needs to be annexed to the City. The whole ranch is 1,074 acres, 226 acres of which are in the City of Dublin's Sphere of Influence area but outside of the Eastern Dublin Specific Ptan area boundary.
