HomeMy WebLinkAbout*CC Agenda 08-08-1995A G E N D A DUBLIN CITY COUNCIL REGULAR MEETING - August 8, 1995 DUBLIN CIVIC CENTER TUESDAY - 7:00 p.m. 100 Civic Plaza A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS At this time, the public is permitted to address the City Council on non-agendized items. The Council must, however, comply with all State Laws in regard to items not appearing on the posted agenda. The Council may respond to statements made or questioned asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes: Special Joint Meeting with Dublin Unified School District on July 25, and Regular Meeting of July 25, 1995 STAFF RECOMMENDATION: Approve 4.2City Treasurer’s Investment Report as of July 31, 1995 The City’s investment portfolio totals $20,421,120.38 and funds are invested at an annual average yield of 5.907%. STAFF RECOMMENDATION: Receive Report 4.3Acceptance of Work - Contract 94-04A, Dougherty Road/Sierra Lane Improvements This project added a traffic signal at the intersection of Dougherty Road and Sierra Lane and made improvements to the medians and striping on Dougherty Road on either side of Sierra Lane. The majority of the funding was from a Federal ISTEA grant. STAFF RECOMMENDATION: Accept improvements; authorize $14,445.11 retention payment 35 days after acceptance to Grade Tech, Inc.; and approve Budget Change Form. 4.4Amendment to Contract with MCE Corporation for Maintenance Services This contract amendment reflects the budgeted dollar amounts for higher service levels that were adopted as part of the City’s 1995-96 budget. STAFF RECOMMENDATION: Adopt Resolution. 4.5Revision to the Classification Plan The City’s Personnel Classification Plan is being amended to update the job specifications for the positions of Administrative Assistant, Recreation Coordinator and Recreation Supervisor pursuant to the Americans with Disabilities Act. The ADA contains five titles which cover employment, public services and transportation, public accommodations, telecommunications, and miscellaneous provisions. STAFF RECOMMENDATION: Adopt Resolution 4.6Modification to Zone 7, Flood Control, License Agreement of 1987 between the City of Dublin and Zone 7 of Alameda County Flood Control & Water Conservation District This agreement modification will allow the Zone 7, Flood Control channel maintenance road to be used for public hiking and bicycling. The pathway will connect to the Iron Horse Trail in San Ramon on the north and to Pleasanton under I-580 along the Alamo Channel on the south. STAFF RECOMMENDATION: Adopt Resolution and authorize the Mayor to execute the Agreement 4.7Sublicense Agreement between the City of Dublin and the East Bay Regional Park District to maintain and operate regional trail for public use on property owned by Zone 7 of Alameda County Flood Control & Water Conservation District This project is a joint effort between Pleasanton, Dublin, Zone 7 Flood Control and the East Bay Regional Park District to construct and maintain a bike/pedestrian maintenance pathway connecting the Iron Horse Trail in San Ramon to Pleasanton under I-580 along the Alamo Canal and San Ramon Creek. STAFF RECOMMENDATION: Adopt Resolution and authorize the Mayor to execute the Agreement 4.8Award of Bid for purchase of 2 Mini Pickup Trucks The adopted 1995-96 budget provides for the purchase of pickup trucks for the City’s Public Works Inspectors. One bid was received from Shamrock Ford. The low bid plus the cost of City emblems and safety lights is expected to exceed the budgeted amount by $1,200. STAFF RECOMMENDATION: Approve budget transfer of $1,200 and award purchase order in the amount of $28,596.94 to Shamrock Ford 4.9Amendment to the Personnel System Pursuant to the City’s Personnel System, certain designated positions are eligible for a monthly car allowance, while other positions are eligible for direct mileage reimbursement. Following the purchase of 2 City vehicles, the Public Works Inspectors will no longer require a car allowance. In addition, due to the significant off-site demands of the position of Senior Civil Engineer, it appears that it would be more cost effective for the City to designate this position as eligible for a monthly car allowance and discontinue direct mileage reimbursement. STAFF RECOMMENDATION: Adopt Resolution 4.10Warrant Register ($1,057,385.82) dated August 8, 1995 STAFF RECOMMENDATION: Approve WRITTEN COMMUNICATIONS 5. 5.1Art in the Parks Program In 1993, the City Council gave conceptual approval to the Dublin Fine Arts Foundation’s Art in the Parks program, with a goal of the program being to enhance City parks through the placement of artworks appropriate to each park’s history, location, size and use. DFA is now requesting City Council approval of the third artwork to be placed at Stagecoach Park. STAFF RECOMMENDATION: Receive presentation and approve recommended artwork 5.2Homeowner and Earthquake Insurance Crisis The City of Oakland proposes to lobby the State Legislature and the Insurance Commissioner to resolve the crisis in the availability and affordability of homeowners insurance during the current session. Oakland requests that the City of Dublin adopt a resolution and invites Dublin to join Oakland in mid-August to directly lobby the State. STAFF RECOMMENDATION: Consider request PUBLIC HEARING 6. 6.1City of Dublin Zoning Ordinance Amendment - Outdoor Sales and Activities PA 93-012 The City initiated a study to amend the Zoning Ordinance provisions related to outdoor sales and activities. The revisions include streamlining the current process for existing businesses to conduct outdoor sales and allowing mobile vendors and outdoor sales by non-Dublin businesses under certain conditions. This is the second reading of the Ordinance introduced at the July 25, 1995 City Council meeting. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance 6.2Citywide Street Lighting Maintenance Assessment District 83-1 This assessment district funds the energy and maintenance cost for the City’s street lighting system. A portion of the existing reserve is proposed to be used for the purchase of street lights from PG&E. The assessment to individual property owners is proposed to remain the same as last year’s assessment. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.3Citywide Storm Water Utility Fee This fee funds the Federally-mandated Clean Water Program for the City of Dublin. The 1995-96 fee is proposed to be the same as the fee for the last 2 years ($14.72 per single-family property). STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution 6.4Dublin Boulevard Precise Plan, establishing a right-of-way line for Dublin Boulevard from the eastern BART access drive to Hacienda Drive The General Plan shows Dublin Boulevard as running due east from the BART Station to Hacienda Drive and continuing eastward along the existing Dublin Boulevard alignment. This project would establish a right-of-way line from the east BART access drive to Hacienda Drive for Dublin Boulevard and comply with the General Plan. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution; waive reading and INTRODUCE appropriate Ordinance (depending upon whether or not protests are received) UNFINISHED BUSINESS 7. 7.1Adoption of the Tri-Valley Transportation Plan/Action Plan for Routes of Regional Significance (Revised Proposal for Adoption) The Tri-Valley Transportation Plan/Action Plan has been previously approved by the 7 member jurisdictions, each approval having their own agency’s contingent conditions. The Plan now incorporates all these various conditions. STAFF RECOMMENDATION: Adopt Resolution and approve request for proposal for combined traffic study. NEW BUSINESS - None 8.
