HomeMy WebLinkAbout*CC Agenda 07-25-1995A G E N D A DUBLIN CITY COUNCIL REGULAR MEETING - July 25, 1995 DUBLIN CIVIC CENTER Tuesday - 7:00 p.m. 100 Civic Plaza A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Plaque recognizing Steve Loweree’s service to the City At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the matter. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Team Building Study Session of July 8, and Regular Meeting of July 11, 1995 STAFF RECOMMENDATION: Approve 4.2Acceptance of Gift to City The Dublin Women’s Club has donated a Cuisinart Classic Food Processor to the Dublin Senior Center which must be formally accepted by the City Council. STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment to the donor. 4.3City Treasurer’s Investment Report as of June 30, 1995 The City’s investment portfolio totals $22,006,245.38 and funds are invested at an annual average yield of 5.874%. STAFF RECOMMENDATION: Receive Report. 4.4Resolution of Intention to establish a right-of-way line for Dublin Boulevard from the eastern BART access drive to Hacienda Drive A draft resolution describing the proposed right-of-way line and establishing a public hearing date of August 8, 1995 has been prepared. Costs to construct the proposed roadway will be borne by Alameda County. STAFF RECOMMENDATION: Adopt Resolution 4.5Status Report for reactivating City fountains As part of the 1995-96 Budget deliberations, the City Council approved a reactivation of 2 fountains at the Civic Center and 1 at the Shannon Community Center for 4 hours per day, 5 days per week. It is estimated that the fountains will be operational by August 18, 1995. STAFF RECOMMENDATION: Receive Report. 4.6Warrant Register ($1,418,692.48) dated July 25, 1995 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATION - None 6.PUBLIC HEARING 6.1Appeal of Planning Commission Denial of PA 95-017, A Creative Playschool Conditional Use Permit The Planning Commission denied a request for a CUP to operate a child care center in a single family home at 6837 Amador Valley Boulevard. The center would have a maximum attendance of 30 children, ages 2 through 5 years. The Applicants, Janet A. Zupetz and Dawn R. Bowen have appealed the Planning Commission’s denial. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt appropriate Resolution either approving or denying the CUP. 6.2Landscaping & Lighting Maintenance Assessment District 83-2 (Tract 4719) This assessment district maintains landscaping along Stagecoach Road and on the interior slopes of Agate Way and Coral Way. Adoption of the resolution will approve the Engineer’s Report and set the assessment for Fiscal Year 1995-96. The proposed assessment ($228.72 per single family home and $38l68 per Amador Lakes unit) is the same as was assessed last year. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer’s Report, Confirming Diagram and Assessment, and ordering levy of assessment. 6.3Landscaping & Lighting Maintenance Assessment District 86-1 (Tract 5511) This assessment district provides for maintenance of certain landscaping improvements associated with the Villages @ Willow Creek development. The public hearing is for the purpose of hearing protests to the proposed assessment for Fiscal Year 1995-96 which is the same as last year. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer’s Report, Confirming Diagram and Assessment, and ordering levy of assessment. 6.4City of Dublin Zoning Ordinance Amendment - Outdoor Sales and Activities PA 93-012 The City has initiated a study to amend the Zoning Ordinance provisions relating to outdoor sales and activities. The revisions include streamlining the current process for existing businesses to conduct outdoor sales, and allowing mobile vendors and outdoor sales by non-Dublin businesses under certain conditions. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions; waive reading and INTRODUCE the draft Zoning Ordinance Amendment - OR - provide direction to Staff and continue the matter to a future City Council meeting. 7.UNFINISHED BUSINESS 7.1Award of Bid, Contract 95-01, Dublin Boulevard Widening This project will widen and restripe Dublin Boulevard from 4 to 6 lanes between Donlon Way and Village Parkway. It will also add left and right turn lanes at specific intersections. The project is financed primarily through an ISTEA grant and developer contributions, including BART mitigation contributions. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Redgwick Construction ($2,069,739.25) and approve an additional appropriation of $173,226 to the Capital Project Fund. 8.NEW BUSINESS 8.1Citywide Street Lighting Maintenance Assessment District 83-1: Preliminary Engineer’s Report This item approves the preliminary engineer’s report for the Street Lighting Assessment District and sets the date of August 8, 1995, for a public hearing, at which time the City Council would consider and finally act upon the assessment for 1995-96. The assessment is proposed to be the same as last year’s assessment. In addition, Staff is requesting direction regarding funding options for the purchase of PG&E street lights. STAFF RECOMMENDATION: Provide direction regarding funding options for acquisition of PG&E street lights and adopt Resolutions. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY Reports from City Councilmembers and/or Staff 10.CLOSED SESSION - None 11.ADJOURNMENT Agenda Printed 2 K2/17/00 2:47 AM
