This report details the contributions received from various local businesses and organizations
for the Bike to Work Day Energizer Station held on May 14, 2009.
STAFF RECOMMENDATION: Recognize the sponsors and formally accept the contributions.

3.8 Public Comments

proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meetings of May 19, 2009 and June 2, 2009, Special Meeting of June 3,
2009 and Adjourned Regular Meeting of June 23, 2009
STAFF RECOMMENDATION: Approve minutes.
4.2 Acceptance of Shannon Community Center Public Art (600-35)
The City Council will be asked to accept the public art installations at the Shannon
Community Center.
STAFF RECOMMENDATION: Accept improvements under Shannon Community Center Arts
contracts.
4.3 Acceptance of Work -Contract No. 09-04, Citywide Street Storm Drain Condition
Assessment, Sanact, Inc., DBA Roto-Rooter (600-35)
This multiple-year project will create an inventory of the City's storm drain system and
establish arepair/replacement schedule for compromised storm drain pipes. In this phase of
the project, a portion of the existing storm drain system was cleaned out and video taped. The
City Council will consider accepting the work performed on this contract.
STAFF RECOMMENDATION: Accept, as complete, the work under Contract No. 09-04,
Citywide Street Storm Drain Condition Assessment and authorize the release of retention after
35 days if there are no subcontractor claims.
4.4 Zoning Ordinance Amendment -Amendment to the Sign Regulations and the Permit
Procedures Chapters (Chapter 8.84 and Chapter 8.96) of the Zoning Ordinance to be
Effective for aOne-Year Period, and Amendment to the Site Development Review Chapter
(Chapter 8.104) of the Zoning Ordinance, ZOA 09-001 (400-30/410-30/450-20)
At the request of the City Council, the Planning Division has identified several alternatives to
streamline the entitlement process for development applications and to promote businesses in
Dublin. These alternatives include permanent modifications to the Site Development Review
Chapter (Chapter 8.104) regarding the level of review required for projects, and temporary
modifications to the Sign Regulations (Chapter 8.84) to facilitate the use of banner signs and
balloon signs and Permit Procedures (Chapter 8.96) to extend the effective period for permits.
This is the second reading of these ordinances.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Amending the Dublin
Municipal Code Chapter 8.84 relating to Sign Regulations and Chapter 8.96 relating to Permit
Procedures for aOne-Year Period, ZOA 09-001; waive reading and adopt Ordinance Amending
the Dublin Municipal Code Chapter 8.104 relating to Site Development Review, ZOA 09-001
4.5 Amendment to the Streetlight License Agreement with Pacific Gas & Electric (PG&E) for
SmartMeter Program (600-40)
Pacific Gas & Electric (PG&E) is requesting the lease of three (3) City-owned street light
poles in addition to the six (6) City-owned street lights approved under the original
Agreement. PG&E proposes to install equipment for its SmartMeter metering system in these
three additional locations in order to provide the new SmartMeter metering system to Dublin
residents in areas not within range of the six original locations.
STAFF RECOMMENDATION: Adopt Resolution approving Amendment to Exhibit "A" of
Streetlight License Agreement with Pacific Gas & Electric (PG&E) for the SmartMeter Program.
4.6 Preliminary Financial Reports for the Month of May 2009 (330-50)
This item provides the report of the financial statements for the month of May 2009.
STAFF RECOMMENDATION: Receive the reports as authorized by Section 41004 of the
California Government Code.
4.7 Warrant Register ($4,509,405.36) dated July 21, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

6. PUBLIC HEARINGS
6.1 Public Hearings: Citywide Street Lighting Maintenance Assessment District 83-1,
Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road);
Landscaping and Lighting Maintenance Assessment District No. 86-1 (Villages at Willow
Creek); Landscaping Maintenance Assessment District 97-1 (Santa Rita Area); Street
Lighting Maintenance Assessment District 99-1 (Dublin Ranch and Tract 7067) (360-20)
Within the City of Dublin, two street lighting assessment districts pay the cost of energy and
maintenance for the City's street light system. Three landscaping maintenance districts pay
the cost of landscape maintenance and utilities in three contained districts within the City's
boundaries. The City Council will consider approving the Engineer's Reports and the levy of
assessments in each of the two street lighting maintenance districts and the three landscaping
maintenance districts for the 2009-2010 Fiscal Year. A Public Hearing will be opened and
closed for each of the five Assessment Districts.
STAFF RECOMMENDATION: Conduct public hearings (5); deliberate; adopt Resolution
Approving Engineer's Report, Confirming Diagram and Assessment, and Ordering Levy of
Assessment, City of Dublin Street Lighting Maintenance Assessment District 83-1; adopt
Resolution Approving Engineer's Report, Confirming Diagram and Assessment, and Ordering
Levy of Assessment, City of Dublin Landscaping, and Lighting Maintenance Assessment District
83-2 (Stagecoach Road); adopt Resolution Approving Engineer's Report, Confirming Diagram
and Assessment, and Ordering Levy of Assessment, City of Dublin Landscaping and Lighting
Maintenance Assessment District 86-1 (Villages at Willow Creek); adopt Resolution Approving
Engineer's Report, Confirming Diagram and Assessment, and Ordering Levy of Assessment,
City of Dublin Landscaping Maintenance Assessment District 97-1 (Santa Rita Area); and adopt
Resolution Approving Engineer's Report, Confirming Diagram and Assessment, and Ordering
Levy of Assessment City of Dublin Street Lighting Maintenance Assessment District 99-1
(Dublin Ranch and Tract 7067).
6.2 Community Banquet and Meeting Facility Use Policy and Rental Fee Schedule

The City Council will consider modifications to the rental policies and fees for community
use of the Dublin Civic Center, Dublin Public Library, Dublin Senior Center, Old St.
Raymond's Church and the Shannon Community Center.
STAFF RECOMMENDATION: Conduct public hearing, deliberate, and adopt Resolution
Establishing Community Meeting and Banquet Facility Use Policy and Rental Fee Schedule for
Use of the Dublin Civic Center, Dublin Library Community Room, Dublin Senior Center, Old
St. Raymond's Church, and Shannon Community Center.
7. UNFINISHED BUSINESS
7.1 Adopt a Resolution Approving a First Amendment to the Fiscal Year 2008-2009 Agreement
between the City of Dublin and the County of Alameda for the Purpose of Carrying Out
Activities Under the Community Development B1ockGraot-Recovery (CDBG-R) Program
(600-40)
The City Council will consider authorizing an amendment to the Fiscal Year 2008-2009
Agreement between the City of Dublin and the County of Alameda for use of Community
Development Block Grant Recovery Funds (CDBG-R) in the amount of $36,760.
STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Enter into
a First Amendment to the Fiscal Year 2008-2009 Agreement By and Between the County of
Alameda and the City of Dublin for the Purpose of Carrying Out Activities Under the
Community Development Block Grant Recovery Program.

7.2 Amendment No. 1 to Consulting Services Agreement with Royston Hanamoto Alley &
Abey (RHAA) for the East and West Dublin BART Station Corridor Enhancements
Project (600-30)
It is proposed to expand the scope of work for Royston Hanamoto Alley & Abey's (RHAA)
Consulting Services Agreement to include additional design and construction support services
for the East and West Dublin BART Corridor Enhancements project. Amendment No. 1 will
extend the Agreement until June 30, 2011, and increase the consultant's scope of work on a
time and materials basis by a sum not to exceed $90,078.
STAFF RECOMMENDATION: Adopt Resolution approving Amendment No. 1 to the
Consulting Services Agreement with Royston Hanamoto Alley &Abey (RHAA) for the East and
West Dublin BART Station Corridor Enhancements Project.
7.3 Consultant Services Agreement with RBF Consulting to Prepare an Environmental Impact
Report for the Downtown Dublin Specific Plan (600-30/400-20)
The City Council will consider a resolution authorizing the City Manager to sign a Consulting
Services Agreement with RBF Consulting to prepare an Environmental Impact Report (EIR)
for the Dublin Downtown Specific Plan once the Metropolitan Transportation Commission
(MTC) has executed the Funding Agreement which will provide up to $200,000 for the
preparation of the EIR through the MTC Station Area Planning Grant Program.
STAFF RECOMMENDATION: Adopt Resolution Approving a Consulting Services
Agreement between the City of Dublin and RBF Consulting and Authorizing the City Manager
to Sign the Agreement on Behalf of the City.
7.4 Approval of Resolution Authorizing the Execution of a Grant Funding Agreement with the
Alameda County Transportation Improvement Authority for the Alamo Canal Trail
Under I-580 (600-40)
The Alameda County Transportation Improvement Authority (ACTIA) approved $891,000 of
discretionary Measure BBicycle/Pedestrian funds for the Alamo Canal Trail Under I-580. In
order to execute the Grant Funding Agreement, ACTIA requires that a resolution be approved
by the City Council to authorize its execution and to assure that the project will be completed.
STAFF RECOMMENDATION: Adopt Resolution Authorizing the Execution of a Grant
Funding Agreement with the Alameda County Transportation Improvement Authority (ACTIA)
for the Alamo Canal Trail Under I-580 and Stating the Assurance to Complete the Project.
8. NEW BUSINESS
8.1 City Direction Sign for Auto Dealers Located Along Scarlett Court and Scarlett Drive
(470-40)
One of the City Council's Fiscal Year 2009-2010 High Priority Goals and Objectives is to
assist the automobile dealers on Scarlett Court by enhancing their presence. Staff is seeking
direction from the City Council regarding the development of City directional signs to assist
these dealers, as well as to enhance the City's economic development activities. The creation
of City directional signs for this purpose requires an amendment, by resolution, to the City's
Streetscape Master Plan policies.
STAFF RECOMMENDATION: Provide Staff direction regarding proposed City directional
signs for automobile dealers located on Scarlett Court and Scarlett Drive.
8.2 Agreement with Jordan & Associates for Federal Legislative Services (600-30)
The City Council will consider authorizing the City Manager to enter into an agreement with
Jordan & Associates for Federal legislative services for Fiscal Year 2009-2010.
STAFF RECOMMENDATION: Authorize the City Manager to enter into an agreement with
Jordan & Associates for federal Legislative Services for Fiscal Year 2009-2010.

8.3 Designation of Agency Labor Negotiators -Unrepresented Employee: City Manager
(110-30/600-30)
This item provides for the designation of two members of the City Council as the City's
representatives to discuss conditions of employment for the City Manager.
STAFF RECOMMENDATION: Designate Mayor Sbranti and Vice Mayor Hildenbrand as the
City's representatives to discuss conditions of employment for the City Manager.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
