ORAL COMMUNICATIONS 3.1 Proclamation supporting Tuesday, August 2, 2005 as National Night Out (File # 610-50) 3.2 Presentation by Community Development Department on Current Development in the City (File # 420-10) 3.3 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Plaase step to the podium and clearly stata your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MtNUTES. In accordance with State Law, no action or discussion may take place on eny item not appaaring on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the C~y Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andtor take action on items not eppearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar Items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an Item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minntes of Regular Meeting of July 5, 2005 STAFF RECOMMENDATION: Approve 4.2 Approval of Parcel Map 8627 (Outback-Radisson) (File # 410-40) The owner ofthe Outback Restaurant and the Radisson Hotel is seeking City Council approval of Parcel Map 8627. PM 8627 subdivides an existing lot into two parcels and is located at the southern terminus of Regional Street. This subdivision would create separate parcels for the existing Outback Steakhouse Restaurant and existing Radisson Hotel. 8T AFF RECOMMENDATION: Adopt Resolution. 4.3 Project Acceptance - Dublin Senior Center Art Project (File # 600-30) - In July 2003, artist Rowland Cheney was contracted to design, fabricate, and install a public art piece for the new Dublin Senior Center. The art piece has been completed and installed. The Council must now formally accept the work as complete. STAFF RECOMMENDATION: Accept improvements 4.4 Agreement with the Tri-Valley Convention & Visitors Bureau (TVCVB) (File # 600-30) The proposed agreement outlines the services provided by the TVCVB to the City of Dublin in return for the City's Fiscal Year 2005-06 financial contribution of$56,555. 8T AFF RECOMMENDATION: Approve Agreement and authorize City Manager to execute. 4.5 Autborization to Solicit Bids for Contract 05--09, Street Ligbt Pole Replacement, Phase 4 (File # 60t)..35) This is the fourth and final phase of a project to replace deteriorated street light poles in older neighborhoods. This project would replace approximately 117 poles. STAFF RECOMMENDATION: Authorize Staff to solicit bids. 4.6 Approval of Consnlting Services Agreement with Berlogar Geoteehnie.l Consultants for Gene...1 Geotochniw Services (File # 60t)..3O) Bcrlogar Geotechnical Consultants has provided the City with general geotechnical services since ] 996. Services in Fiscal Y car 2004-05 have been in the area of soils testing fur construction of the Senior Center, but in the past have also included plan checking and peer review for private devclopment. The Council will consider entering into a new two-year agreement. STAFF RECOMMENDATION: Adopt Resolution approving Amendment to Agreement. 4.7 Approval of Consulting Services Agreement with RBF Consulting for Engineering Services (File # 600..30) RBF COIl$\llting has provided the City with civil engineering and land surveying services since 2003. 1bese services arc primarily associated with active land development and Capitallmprovcment Program projeCl$ in the City. The Coul1Cil will consider entering into a new two-year Agreement. STAFF RECOMMENDATION: Adopt Resolution approving Amendment to Agreement. 4.8 Acceptance of Work - Contract 05-01, 2004-05 Annual Sidewalk S.fety Repair Program (File # 60t)..35) This project removed and replaced damaged sidewalk with offilets of%" or more that might have posed a tripping hazard. The project also included the second-year Rubberized Sidewalk Pilot Project. STAFF RECOMMENDATION: Aecept General Fund Reimbursements in the amount of $5,000 lÌ'om ABAG Grant; .pprove Budget Change of $3,755; accept improvements; and authorize the release of retention after 35 days ifthere are no subcontractor claims. 4.9 Request for Authorization to Distribute a Request for Proposal for Buildiug Permit System Replacement (File # 350..20) The Request for Proposal (RFP) will begin the process to award a oontract for the selection and implementation of a new Building Pennit System, replacing the existing system used by the Building and Safety Division. STAFF RECOMMENDATION: Authorize Distribution ofRFP. 4.10 War...nt Register (51,735,891.29) dated July 19,2005 (File # 300-40) STAFF RECOMMENDATION: Approve 5. WRfITEN COMMUNICA nONS NODe 6. PUBLIC HEARING 6.1 Landscaping & Lighting Assessment District 83--2 (Tract 4719 - Stagecoach Road) (File # 360.20) This assessment district funds the maintenance of streelside landscaping along Stagecoach Road and on the interior slopes of the Dublin Hills Estates development. This action would approve the Engineer's Report and authorize the levy of assessments for 2005-06. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer's Report, confirming diagram and assessment, and ordering levy of assessment. 6.2 Citywide Street Lighting Maintenance Auessment District 83-1 (File # 360-50) This assessment district funds the maintenance of the City's street lighting system, except for lights in Dublin Ranch and Tract 7067 (Clifden Parc). This action would approve the Engineer's Report and authorize the levy of assessments for 2005-06. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer's Report, confirming diagram and assessment, and ordering levy of assessment. 6.3 Ùlndseaping Maintenance Assessment District 97-1 (Santa Rita Area) File ## 360-20) This assessment district funds the maintenance of streetside landscaping within the Santa Rita development area, which is generally bonnded by 1-580, Gleason Drive, Arnold Road and TasSI\Íara Road. This action would approve the Engineer's Report and authorize levy of assessments for 2005.06. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer's Report, confinning diagram and assessment, and ordering levy of assessment. 6.4 Ùlndscapinl! & Lighting Assessment District 86-1 (Villages at Willow Creek) (File # 360-20) This assessment district funds the maintenance of streetside landscaping along portions of Dougherty Road and Amador Valley Boulevard and certain common area landscaping within the Villages at Willow Creek development. This action would approve the Engineer's Report and authorize the levy of assessments for 2005-06. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer's Report, confinuing diagram and assessment, and ordering levy of assessment. 6.5 Dnblin Raneh Street Lighting Maintenance Assessment District 99-1 (File # 360-20) This assessment district funds the maintenance of the City's street lighting system in Dublin Ranch and Tract 7067 (Clifden Pare). This action would approve the Engineer's Report and authorize the levy of assessments for 2005-06. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer's Report, confirming diagram and assessment, and ordering levy of assessment. 6.6 Establish Right-of-Way Lines for Dublin Boulevard between Keegan Street and Fallon Road and for Fallon Road between Bent Tree Drive and 1-580 (File # 670-401820-90) This is the first reading of an Ordinance to adopt right-of-way lines for Dublin Boulevard and Fallon Road pursuant to Dublin Municipal Code Chapter 7.68. The Ordinance will establish right-of-way alignment for Dublin Boulevard between Keegan Street and Fallon Road to accommodate six lanes, and for Fallon Road between Bent Tree Drive and 1-580 to accommodate six and eight lanes. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INfRODUCE Ordinance. 6.7 Amendment to the City's Retirement Contract with the Board of Administration of the California Public Employees' Retirement System (CalPERS) (File # 720-(0) This is the second reading of an Ordinance which would amend the City's Retirement Contract with the Board of Administration of CalPERS to implement a 2.7"10 @ 55 retirement formula. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt Ordioan(;e. 7. UNFINISHED BUSINESS 7.1 Consideration of Co mmereia I Façade Improvement Loan Program (File # 470-50) The City Council will consider the Commercial Façade Improvement Loan program for properties on Village Parkway, STAFF RECOMMENDATION: Consider program and provide direction to Staff. 8. NEW BUSINESS 8.1 Diseuuion on Garage Conversion Ordinanee (File # 430-20) The City Council will discuss the City's Garage Conversion Ordinance that was approved in April,2003. STAFF RECOMMENDATION: Provide direction to Staff 8.2 City Council Appointment of Alternate to the Tri-VaUey Triangle Study Poliey Advisory Committee (File # 110-30) The Tri-Valley Triangle Study will develop a long-range transportation plan for improvements on I-580, 1·680 and Route 84. In February 2005, Mayor Lockhart and Cm_ Hildenbrand were appointed to the Policy Advisory Committee. Along with the Cities of Livermore and Pleasanton, as well as Alameda County, each jurisdiction will now consider appointing an alternate to this Committee to ensure representation at all meetings. STAFF RECOMMENDATION: Appoint alternate and direct Staff to notifY the Alameda County Congestion Management Agency of the appointment. 9.
