DUBLIN CITY COUNCIL

prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library.

3.ORAL COMMUNICATIONS
3.1Proclamation declaring July as “Women Suffrage Diamond Jubilee Month”
At this time, members of the audience are permitted to address the City Council on items of interest to the public; however, in
accordance with State Law, no ACTION or DISCUSSION shall take place on any item which is NOT on the City Council Agenda. The
Council may respond briefly to statements made or questions posed, or may request Staff to report back at a future meeting
concerning the matter. Further, a member of the City Council may direct Staff to place a matter of business on a future agenda. Any
person may arrange with the City Clerk (no later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of
concern placed on the agenda for the next regular meeting. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in GC 54954.2(b)(1)(2)(3).
4.CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes
of public input may request the Mayor to remove the item.
4.1Minutes: Regular Meeting of June 27, & Adjourned Regular Meeting of June 28, 1995
STAFF RECOMMENDATION: Approve
4.2Amendments to the Personnel System
Included in the 1995-96 Budget which was recently adopted by the City Council, was a
proposal to reorganize the existing Building and Planning Departments into a
Community Development Department. This reorganization will result in the creation
of a new position, that of Community Development Director, who will oversee
planning, building inspection and zoning activities. The new position will enable the
City to enhance inter-departmental coordination and adequately prepare the City for
development in Eastern Dublin.
STAFF RECOMMENDATION: Adopt Resolutions.
4.3Services Agreement with Ralph Andersen & Associates to conduct a recruitment for the
position of Community Development Director
A new position of Community Development Director was approved with the adoption
of the 1995-96 Budget. The Budget also includes funding to retain the services of a
professional search firm to assist the City in recruiting for the position. Staff solicited
proposals from 3 of the most reputable executive search firms in California.
STAFF RECOMMENDATION: Authorize City Manager to execute agreement not to
exceed $12,000 and commence recruitment.

8.NEW BUSINESS
8.1Trumark Homes General Plan Amendment Study Request
Trumark Homes is requesting that the City Council authorize a study to determine if a
General Plan Amendment should be made to designate a site as medium density
residential which is presently designated as a transportation corridor. The medium
density residential designation would allow for residential development at
approximately 12 units per acre. The site is located on the old Southern Pacific
Railroad right-of-way northwest of Dougherty Road.
STAFF RECOMMENDATION: Approve request for a General Plan Amendment Study.
8.2Landscaping and Lighting Maintenance Assessment District 83-2 (Tract 4719 Stagecoach
Road): Preliminary Engineer’s Report
This assessment district maintains landscaping along Stagecoach Road and on the
interior slopes of Agate Way and Coral Way. This item would approve the
preliminary Engineer’s Report for the District and set a public hearing date of July 25
regarding the proposed assessment. It is proposed that $55,659 will be assessed to

Road): Preliminary Engineer’s Report
This assessment district maintains public roadside landscaping along Fall Creek Road,
Wildwood Road, and the portions of Dougherty Road and Amador Valley Boulevard
that are associated with the Villages at Willow Creek development. This item would
approve the preliminary Engineer’s Report for the District and set a public hearing
date of July 25 regarding the proposed assessment. For 1995-96, the assessment to the
property owners is proposed to be $84.72 per single-family home and $42.36 per multi-
family dwelling unit. This is the same as the past two years’ assessments and Staff
proposes to utilize $10,414 of the accumulated reserve in this District in order to
maintain the assessment at the same level.
STAFF RECOMMENDATION: Provide direction regarding increased assessments in
future years and adopt Resolutions.
