ORA.L COMMUNIC^TIONS 3.1 ^doption ofFina1200S-2006 Goals & Objectives (File # 100-80) The City Council will consider canying forward Fiscal Year 2004-2005 objectives that are projected to not be completed until Fiscal Year 2005-2006. STAFF RECOMMENDATION: Approve those Goals & Objectives that are to be carried over ITom Fiscal Year 2004-2005 to Fiscal Year 2005-2006; and adopt the Fiscal Year 2005-2006 Goals & Objectives and 10- Y ear Strategic Plan, as amended. 3.2 Funding Request by the Horizon's Family Counseling Program (File #600-40) Horizon's Family Counseling Program, part of the Livermore Police Department, has provided services to the families ofat~risk youth in Eastern Alameda County since 1978. These services are extended to families of youth at risk of delinquency, truancy or beyond control behavior. STAFF RECOMMENDATION: Adopt Resolution approving agreement for servÎCes by Horizon's Family Counseling Services. 3.3 Public Comments þJ. this time, the public is permitted to eddress the C~y Council on non-egendized items. CONSENT C^LEND^R Consent Calendar items are typically non-conttoversial in nature and are considered for approval by the City Council with one single action. MembelS of the audiem:e, staff or the City Council who would lilce an item removed from the Consent Calendar for purposes of pubHc Input may request the Mayor to remove the item. 4.1 Minutes - None 4.2 Agreement with CSG Consultants, Inc., for Fire Inspection Services (File # 600-30) This contract will allow for part-time inspection services to be provided to the Fire Prevention Division, as necessary, to assist with the expected increasing inspection workload within that Division. STAFF RECOMMEND A TION: Adopt Resolution approving agreement with CSG Consultants, Inc., to provide fire inspection services, as needed. 5. WRITTEN COMMUNJC^ TIONS - None 6. PUBLIC HE"'RlNG 6.1 2005-2006 Update to tbe Five--Year Capital Improvement Program for Fiscal Year 2004- 200S tbrougb Fiscal Year 2003-2009 (File # 330-40) Each year, the City Council adopts or updates the City's Five-Year Capital Improvement Program (ClP). The CW addresses the City's public infrastructure needs over a five-year period, Projects are identified within four major categories: General, Community Improvements, Parks and Streets, STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving the 2005-2006 Update to the Five-Year Capital Improvement Program 2004-09. 6.2 "'doption of tbe 2005-2006 "'nnual Budget & Financial Plan (File # 330-20) Each year, the City Council is required by State Law to adopt a Budget and Financial Plan_ The proposed Budget and Financial Plan recommends total appropriations of$1 05,089,788_ STAFF RECOMMENDATION: Open public hearing; receive Budget overview ITOm Staff; review Preliminary Budget by Major Program Area; receive public comments; close public hearing; determine which Higher Service Levels should be funded for Fiscal Year 2005-2006; establish the amount of the projected Fiscal Year 2005-2006 surplus; and adopt Resolution approving 2005-2006 Annual Budget. 7. UNFINISHED BUSINESS 7.1 Feasibility Report regarding Lighting and Landscaping "'long the Iron Horse Trail (File #930-10) Staff will present a report regarding the feasibility of providing lighting and landscaping along the Iron Horse Trail. The report will discuss the various aspects of construction, maintenance, and operational issues, as well as present a recommendation for the City Council's consideration. STAFF RECOMMENDATION: Delay pursuit of this project until completion of the General Plan Study for the Union Pacific Transportation Corridor. 8. NEW BUSINESS 8.1 "'doption of a Revised Appropriations Limit for Fiscal Year 2004-2005 (File # 330-20) Each year, the City Council is required by State Law to adopt an Appropriations Limit (Limit) in conjunction with the annual Budget process. The 2004-2005 Limit was calculated and adopted by Resolution No. 121-04 on June 28, 2004_ At the time the Limit was adopted, final information relating to the population for the City of Dublin and the amount of Non- Residential Assessed Valuation, both of which are used in the calculation of the Limit, was not available. Now that the information is available, it is recommended that the City Council adopt a Revised Limit for Fiscal Year 2004-2005. STAFF RECOMMENDATION: Approve the selected factors used to calculate the Revised 2003-04 Limit and adopt Resolution establishing the Revised Appropriations Limit for Fiscal Year 2004-2005_ 8.2 "'doption of an Appropriations Limit for Fiscal Year 2005-2006 (File # 330-20) Each year, the City Council is required by State Law to adopt an Appropriations Limit in conjunction with the annual Budget process. The 2005-2006 Appropriations Limit is calculated by multiplying the adopted Limit for the prior year by a factor reflecting growth Illcreases. STAFF RECOMMENDATION: Approve the selected factors used to calculate the 2005-2006 Limit and adopt Resolution establishing the Appropriations Limit for Fiscal Year 2005-2006. 8.3 Fiscal Year 200....200S Budget Modification with Regard to "'rticle XIll B of the State Constitution (File # 330-20) This action requests authorization to "appropriate" all revenues received in the current Fiscal Year 2004-2005 that are in excess of expenditures. The actual amounts involved will be determined following the close of Fiscal Year 2004-2005. STAFF RECOMMENDATION: Authorize appropriations to Reserves, any revenues in excess of budgeted expenditures as of June 30,2005. 8.4 Architect Selection - Shannon Community Center Reconstruction (File #606-30/110-30) At the April 12, 2005 special joint meeting of the Dublin City Council and Parks & Community Services Commission, the Council directed Staff to proceed with the reconstruction of a 19,760 square foot Shannon Community Center and select an architectural firm. Staff is proposing an architect selection committee comprised of the following City Staff: Assistant City Manager, Parks & Community Services Director; Parks & Facilities Development Manager; and Parks & Community Services Manager. Staff is also seeking direction as to whether a representative ITom the Parks & Community Services Commission and City Council should serve on the selection committee. STAFF RECOMMENDATION: Determine the make-up of the architect selection committee for the Shannon Community Center Reconstruction project. 8.5 "'nimal Control Contract Services Review (File #600-40) The City of Dublin contracts for animal control field services through the Alameda County Sheriff's Office. The City of Dublin, along with the Cities of Livermore and Pleasanton and County of Alameda, also contract for animal shelter services through the Alameda County Sheriff's Office. This report provides an evaluation of animal control services received and a proposed contract for three additional years of shelter operating services with an option to extend the agreement for two additional years. STAFF RECOMMENDATION: Adopt Resolution approving agreement for Animal Shelter Services. 8.6 Police Services Coutract Evaluation (File #606-40) The City of Dublin contracts for Police Services with the Alameda County Sheriff's Office. This report provides a comprehensive evaluation of services received and a proposed contract for five additional years, ending June 30, 2010. STAFF RECOMMENDATION: Adopt Resolution approving agreement for Police Services. 9. OTHER BUSINESS 9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports 10.
