3.1 Announcement regarding importance of the 1990 Census

4.1 Minutes: Regular Meeting of May 29, 1990
STAFF RECOMMENDATION: Approve
4.2 Acceptance of Improvements Parcel Map 5353 (Fall Creek Road)
Improvements constructed in Parcel Map 5353 have been
completed to the satisfaction of the City Engineer.
STAFF RECOMMENDATION: Adopt Resolution and Authorize Staff to
accept Maintenance Bond.
4.3 Annual Statement of Investment Policy
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Landscaping and Lighting Maintenance Assessment District No. 1986-1
(Tract 5511)
This assessment district provides for landscape maintenance
within the Villages @ Willow Creek development.
STAFF RECOMMENDATION: Adopt Resolutions
4.5 Request to Enter Negotiations for Sale of Surplus Property (Town &
Country Shopping Center)
Dublin Town & Country Associates has requested to purchase
approximately 2,600 square feet of excess right-of-way along
San Ramon Road.
STAFF RECOMMENDATION: 1) Authorize Staff to enter into
negotiations; 2) adopt Resolution establishing surplus property.
4.6 Closure of Burton Street for Block Party on the 4th of July, 1990
Residents of Burton Street are requesting permission to close
Burton Street for their 10th Annual Fourth of July event.
They request that the City waive the encroachment permit fee.
STAFF RECOMMENDATION: Waive fee and authorize City Engineer to
issue Encroachment Permit.
4.7 Resolution Establishing Bond Amounts for Specified City positions
This action would formalize past practices related to employee
bonds, as well as to account for the position of City Clerk,
with responsibilities now separate from the City Manager.
This action would establish bonds in the amount of $100,000
for the City Manager and City Treasurer and $50,000 for the
City Clerk.
STAFF RECOMMENDATION: Adopt Resolution
4.8 citywide Street Lighting Maintenance Assessment District 83-1
This assessment district maintains street lighting within the
City.

4.9 City Treasurer's Investment Report as of May 31, 1990
STAFF RECOMMENDATION: Accept Report
4.10 Appointment of city Attorney and Approval of Agreement for Legal
Services
Since incorporation, the City has contracted with Michael R.
Nave as City Attorney. Due to Mr. Nave's trial schedule, he
has found it necessary to submit his resignation effective
June 30, 1990. The City Council has indicated an interest in
appointing Ms. Elizabeth Silver as city Attorney. The
Resolution includes an agreement for these services.
STAFF RECOMMENDATION: Adopt Resolution
4.11 Finance Report for Period Ending May 31, 1990
STAFF RECOMMENDATION: Accept Report
4.12 Landscaping & Lighting District No. 1983-2 (Tract 4719)
This assessment district maintains landscaping along
stagecoach Road and on the "interior slopes" of the Dublin
Hills Estates development.
STAFF RECOMMENDATION: Adopt Resolutions
4.13 Warrant Register Dated June 11, 1990
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Extension of No Parking Zone on Bloomington Way at Beckett Way
The City Council previously approved a 25' No Parking Zone at
this location. The adjacent resident has requested that the
Council consider extending the No Parking Zone to 50'.
STAFF RECOMMENDATION: 1) Open public hearing; 2) Receive Staff
presentation and public testimony; 3) Close public hearing and
deliberate; 4) Waive reading and adopt resolution.
6.2 Business Registration Ordinance
On May 14, 1990, the City Council received a report from the
Business Registration Task Force and established a public
hearing date of June 11, 1990, to consider adoption of a
Business Registration Ordinance.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and INTRODUCE Ordinance.
6.3 General Plan Housing Element Revision
This revised General Plan Housing Element includes an
assessment of housing needs and proposes programs to address
any unmet housing needs.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt
Resolution adopting Negative Declaration; adopt Resolution
approving the Revised Housing Element.
6.4 Newsrack Ordinance
This proposed Ordinance relates to the placement and
appearance of newsracks on public property. The draft
Ordinance was revised following a public hearing on May 14,
1990.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and INTRODUCE Ordinance relating to newsracks.
6.5 Ordinance Adopting Dublin Municipal Code
A codification of the City's Ordinances was recently completed by
Book Publishing Company. An Ordinance which would adopt the
Dublin Municipal Code was introduced on May 14, 1990.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and ADOPT Ordinance.
